Importance of the Factors
All technical factors (Factors 1, 2, 3 and 5) when combined are of equal importance to each other and, when combined, are of equal importance to the performance confidence assessment (Factor 4
– past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
Awards will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government considering price and non-price factors.

•Offerors must be registered in the System for Acquisition Management (SAM). For more information, see the SAM website at SAM.gov | Home
•Please note that Offerors not currently registered in SAM, must obtain a Unique Identity ID number (UIE) and be actively registered in sam.gov.
• Offerors proposing as Joint Ventures must have an entry in the SAM database for the specific Joint Venture proposed. JVs require a separate UIE number and for the proposed joined entity.

P-3002 Relocate Hazardous Cargo Pad and
Explosive Ordnance Disposal Range
Construct a new taxiway, Hazardous cargo pad, EOD Proficiency Range (which includes a EOD Detonation Bunker, Holding Pads, and Protection Bunker), and access roads.
There are 4 Phases of Construction, which are shown on the drawings. The purpose of phases is to ensure that South Perimeter Road remains open during construction.
The Contractor shall use the Pearl Harbor Gate to access the site during Construction.

Project is located in the Southeast area of the base
The Stockpile Area is adjacent to the project area site
The Batch Plant Site Area is located in the Northeast area of the base

•Please do not ask questions during the site visit. Questions cannot be answered verbally. Submit your questions in writing via a PPI form after the site visit is concluded.
