Part 1 General
1.1 Contract Line Items
The terms Offeror and Bidder and versions thereof (offer/bid) have the same definition as used with the contract.

1.2 GENERAL BID NOTES
a. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206
(b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the
Option(s).
b. For bid items where unit prices are indicated as required, bidders shall enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If a bidder provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price. If the sum total proposed for CLINS 0001-0003 differs from the individual CLIN prices, the total will be recomputed using the individual CLIN proposed amounts. Unit priced items are subject to FAR 52.211-18, Variation in estimated
Quantity.
c. Failure to enter a price for any CLIN will be result in a proposal being rejected as unacceptable.
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic and option requirements. An offer is unbalanced when it is based on prices in 0001A, 0001B, and
0001D.

Terrapin/ASUS for the construction of the water line in accordance with the drawings and specifications, but excluding work provided in 0001A, 0001B, and 0001C.

significantly less than cost for some work and prices which are significantly overstated for other work.
e. The Government reserves the unilateral right to award CLINS 0002 and 0003 to the Contractor at the proposed price within 120 calendar days after the contract award. A firm fixed proposed price is required for CLINS 0001, 0002, and 0003. The Contract Completion Date (CCD) does not change if any or all the bid options are awarded.
f. If CLINS 0002 and 0003 are exercised, additional bonding and consent of surety is required.
Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all
Items.
g. CLIN 0003 Special Note: Unit pricing shall include all material, equipment, labor, and profit.
Geotechnically Unsuitable Subgrade Soil Removal, Disposal: Unit price for all work in connection with the removal, disposal, and replacement of geotechnically excessive or unsuitable subgrade soil (i.e. existing subgrade materials that exhibit insufficient strength or excessive movement after proper execution of work). Unsuitable subgrade soil determinations shall be made by the
Government Geotechnical Engineer and approved by the Contracting Officer. The price shall include removal of geotechnically excessive or unsuitable soils encountered at the planned footing subgrades or identified during proofrolling of planned subgrades, disposal at the specified disposal facility, and backfilling the excavation with compacted imported structural backfill or imported aggregate. Soils disturbed by the contractor's construction activities, or that are excessively wet and soft due to lack of proper site maintenance and protection measures, and lack of specified drainage or excavation dewatering will not be considered unsuitable. Unit price shall include all handling and transportation. The volume of material removed and imported backfill required shall be neat quantities determined based on field measurements (length x width x depth) of the completed excavation to remove the unsuitable soil as approved by the Contracting Officer. Any work under this CLIN 0003 will not proceed without prior written approval of the Contracting
Officer and direction of the Government Geotechnical Engineer.
