ITEM LOCATION/DESCRIPTION:
1.1. Location/Quantity/Description:
1.1.1. 48,300 square feet of surface area to be addressed in following areas:
a. Ship’s entire hull surface area from the 40'-8" waterline up to the 01 Level decks.
b. Exterior (outward facing) sections of hull at 01, 02 levels forward, port and starboard sides (directly below 03 level bridge wing) and the outward facing bulwark on the 03, 04, and 05 Level

1.3. Government Furnished Services:
1.3.1. Government Paint Representative
NOTES:
1.4. The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors, regardless of tier, must comply with the requirements of all applicable GTR’s, including but not limited to, GTR’s 1 through 7 and 21 through 29.
1.5. The contractor and all subcontractors, regardless of tier, are advised to review the other Work Items under this contract to determine their effect on the work required under this Work Item. Many of the definitions relating to the performance of this Work Item are found in Work Item 001.
1.6. Solvents are provided for viscosity control only, not for equipment clean up.
1.7. The contractor is responsible for all costs associated with monitoring, containment, handling, collection, processing, clean up, recycling and disposing of wash water, rinse water, and dissolved solvents used and generated during work accomplished by this work item, whether on the ship, on the pier adjacent to the ship, or in the drydock basin. ALL LABOR AND MATERIAL COSTS ASSOCIATED WITH THIS LEVEL OF EFFORT, WHERE REQUIRED OR FOUND NECESSARY, SHALL BE INCLUDED IN THE BID PRICE OF THIS WORK ITEM.
1.8. If Contractor uses a grit blast method to accomplish work item requirements, then ALL LABOR AND MATERIAL COSTS associated with the level of effort required in monitoring, containment, handling, clean up, processing, temporary storage, recycling, transportation, and disposal, of the spent blast grit generated; SHALL BE INCLUDED IN THE BID PRICE OF THIS WORK ITEM.
QUALITY ASSURANCE REQUIREMENTS: None.
STATEMENT OF WORK REQUIRED:
1.9. Accomplish the requirements of Reference 2.3. In addition to the requirements of Reference 2.3, accomplish the requirements specified below:
1.10. Apply Prep 88 Cleaner in accordance with the manufacturer’s instructions and HP freshwater wash (2500 to 3000 PSIG) the ship's Freeboard (paragraph 3.1) immediately upon drydocking of vessel to remove all salt-water contamination to remove defective coatings and fouling, oil and grease prior to blasting. 88 Cleaner shall not be allowed to dry on the hull. Wash down and dispose of solvents used. Monitor, contain, collect, process, filter, clean up, recycle, and dispose of all wash water, rinse water, and degreaser rinse fluids, generated by this work item. Dispose as found necessary or required, in accordance with any/all current local, county, state, or Federal Regulations. Accomplish cleaner application again just prior to application of final paint coat.
1.10.1. Upon completion of all water washing chloride testing shall be performed on random areas including the tank bottom and undersides of structural members. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of remediation. The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable and reproducible test equipment.
1.11. Temporarily remove hull and flight deck perimeter lighting, remove flight deck line up lights.
1.11.1. Accomplish operational test prior to removal and provide report for as-found condition.
1.12. Temporarily remove ALL split pipe drains, deck scuppers, hull scupper, and scupper lips that are attached to the hull. Match mark and tag to original locations. Protect studs from paint overspray. Reinstall all removals upon completion of painting. Chase all threads and renew all hardware and fasteners.
1.12.1. Submit Condition as found condition report for hull scupper mounting rings and hardware that are not manufactured from CRES. Condition report shall provide all information necessary for generating an RFP to change NON–CRES Flanges to CRES.
1.12.2. Submit a condition report for split pipe mounting tabs, studs and mounting pads that are not CRES. Condition report shall provide all information necessary for generating an RFP to change NON–CRES Flanges to CRES.
1.12.3. Replace eight (8), 4 IPS fight deck runoff drain pipe hangers, with CRES pipe hangers using new chaffing material and new CRES hardware. Runoff pipes shall be blasted and painted prior to installation of new hanger. New hangers shall be grit blasted to obtain a 2-4 mil profile and then painter per hull requirements. Installation of hanger shall not damage new coating system
1.13. Temporarily install chutes, plugs, internal blanking, etc to prevent discharges from ship touching surfaces to be coated.
1.14. All overboard lines are to be hard blanked at the ship's internal mechanical joint and all interior surfaces of all overboard lines are to be blasted and coated as specified for the ship's hull.
1.15. PRIOR TO BLASTING: Record (using digital pictures), document, and measure the exact arrangements, placements, orientations, and patterns of EACH UNREP station markings where painted on the bulwarks. Submit this information to MSCREP. Contractor shall retain this info for later reinstallation.
1.16. Prior to blasting, the contractor shall remove and store all interferences that may impact the quality or increase the difficulty of accomplishing the requirements of this work item. Following the completion of all work, the contractor shall reinstall the removed interferences.
NOTE:
IN THE EVENT THAT THE CONTRACTOR ELECTS TO PERFORM THIS WORK ITEM USING ULTRA HIGH PRESSURE WATER JETTING IN LIEU OF ABRASIVE BLASTING, WATER JETTING SHALL BE PERFORMED IN ACCORDANCE WITH SSPC-SP-WJ2, SURFACE PREPARATION AND CLEANING OF STEEL AND OTHER HARD MATERIALS BY HIGH AND ULTRAHIGH PRESSURE WATER JETTING PRIOR TO RECOATING. BLASTED AREAS SHALL BE PREPARED TO A WJ-2, SC-2 CONDITION. NO MORE THAN LIGHT FLASH RUST SHALL BE ALLOWED ON THE STEEL AT THE TIME OF COATING APPLICATION. IF HEAVIER FLASH RUST IS PRESENT, THE SURFACE SHALL BE PRESSURE WASHED TO 2,500 TO 3,000 PSI AND ALLOWED TO DRY TO RESTORE THE SURFACE TO A COATABLE CONDITION.
NOTE:
CONTRACTOR SHALL MONITOR, CONTAIN, COLLECT, PROCESS, FILTER, CLEAN UP, RECYCLE, AND DISPOSE OF ALL WASH WATER, RINSE WATER, AND DEGREASER RINSE FLUIDS, AND HYDRO-BLASTING FLUIDS GENERATED BY THIS WORK ITEM. DISPOSE AS FOUND NECESSARY OR REQUIRED, IN ACCORDANCE WITH ANY/ALL CURRENT LOCAL, COUNTY, STATE, OR FEDERAL REGULATIONS.
NOTE:
CONTRACTOR IS TO IDENTIFY, DURING THE PROPOSAL STAGE, THE TYPE OF SURFACE PREPARATION ELECTED IN ORDER FOR THE GOVERNMENT TO PROVIDE THE APPROPRIATE COATING MATERIALS IN A TIMELY MANNER. THE GFM PAINT SYSTEM IDENTIFIED IN 4.0 IS FOR A SURFACE PREPARATION TO SSPC-SP-10 NEAR WHITE METAL (ABRASIVE BLAST).
1.16.1. Grit and/or other abrasives used for blasting are to be shielded from rain by suitable shelters.
1.16.2. For all areas listed in Section 3.0: wherever any heavily scaled and rusted surfaces exist AND any areas that are inaccessible by UHP process, contractor shall mechanically scale and clean these surfaces using pneumatic tooling PRIOR TO abrasive blasting.
a. For removed down comer drain split pipes: Transport to contractor grit blast pit. Grit Blast interior and exterior sides to Near White Metal. Apply same coating system as specified below for Freeboard area. MSCREP and government paint rep shall inspect.
1.17. For bidding purposes, 8000 square feet in areas listed in Paragraph 3.1.1 and 4000 square feet in areas listed in paragraph 3.1.2 must be blasted to an SSPC-10, Near White Metal finish. The MSCREP and Government Paint Rep shall identify the areas that require blasting. Areas shall be blasted to the satisfaction of the MSCREP and Government Paint Rep.
1.17.1. Prior to the start of abrasive blasting the blast media shall be tested to ensure that it is not contaminated with chlorides, as determined by field or laboratory analysis using reliable, reproducible test equipment. Submit a report listing the results of the testing.
1.18. Upon completion of exterior surface preparation and approval by MSCREP, apply the following coating system to areas identified in Section 3.0:

1.20. Upon completion of exterior surface preparation and approval, apply the following coating system to all areas listed in Paragraph 3.0 in accordance with the manufacturer's instructions:

1.20.1. Time for curing paints and times between coats is to be as recommended by the paint manufacturer's representative.
1.20.2. No painting is to be done from Sunset to 0800 (8:00 AM) the following morning without prior approval from MSCREP.
1.20.3. All areas to be painted are to be blown down with dry, oil free air prior to painting.
1.20.4. NO PAINTING SHALL TAKE PLACE WITHOUT A PAINT MANUFACTURER'S REPRESENTATIVE IN ATTENDANCE.
1.20.5. Paint is not to be applied to hull surfaces when the surface temperature is below 40 degrees F., when the humidity is above that recommended by the paint manufacturer or as otherwise limited by the paint manufacturer's recommendations, unless prior permission is obtained from the MSCREP in writing. All surfaces are to dry and free of dust before applying each coat.
1.20.6. Application of all products is to be by airless spray.
1.20.7. Mil thickness is to be measured dry with a dry film thickness indicator. Dry film thickness measurements are to be taken at a minimum of 5 locations for each 1,000 square feet of surface area and recorded on the Contractor test and inspection records.
1.21. Paint in UNREP station markings. As original, and as per info retained by contractor and submitted to MSCREP in Paragraph 7.6.
1.22. Remove temporary chutes, plugs, and blanks.
1.23. Clean all areas, spaces and machinery of ship contaminated by sandblasting grit and dust to the satisfaction of MSCREP.
1.24. Remove all sheeting, tape and covers. Upon completion of blasting and painting and after appropriate curing time has been allowed, wash down decks with fresh water to remove any/all of the residue caused by this work item.
1.25. Damaged areas shall be repaired to restore the area to the full coating system prior to the ship's departure and upon completion of all industrial work.
1.26. Inspection/Test:
1.26.1. An inspection team composed of the MSCREP, Government Paint Representative and the Contractor will be present throughout the entire period of preparing the surface prior to coating applications. The inspection team will inspect the quality of surface preparation achieved. No paint is to be applied until surfaces have been approved by MSCREP. Suitable protective clothing and approved type masks are to be provided to the inspection team.
1.27. Preparation of Drawings: None Additional
1.28. Manufacturer's Representative:
1.28.1. The Government will provide the services of the Government Paint Representative. The Paint Representative will report to the MSCREP on a daily basis during the performance of this item. Cost of the Paint Representative will be borne by the Government and is not to be included in this item.
