QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and do not constitute an amendment to the solicitation.
QUESTION: Specification 707
1. Paragraph 4.2.1 thru 4.2.3 states the govt. is supplying (2) HiPAP units, (2) HiPAP HPU units and (2) HiPAP valves. The work item does not describe the removal of the HiPAP units and the HPU units.
Paragraph 7.1.8 calls for the (2) valves to be removed, overhauled and reinstalled as per the sea valve work item. Please clarify the work item.
ANSWER:
The valves and statement of work to remove and overhaul the HiPAP valves has been removed. See revised Specification.
QUESTION: Specification 101
2. Please clarify quantities of fuel oil and lube oil that will need to be offloaded and stored.
Bid for 100,000 gallons of fuel and 7000 gallons of lube oil. See revised work item paragraph 7.3.1.
QUESTION: Specification 909, various
3. With reference to answers for questions listed below in RFC QandA 8, the item and answers are not clear as to the work to be accomplished. Please review the question #1 below and provide information referenced. How many domes are to be removed – 7 per paragraph 3.1.2 or 4 per paragraph 7.2.2?
Please advise information for fairing. The answer given in RFC QandA 8 states there are 7 transducers.
Are we to assume there are only 7 total transducers to be addressed in this item or are there 7 domes and 12 transducers? Please clarify this item.
1) Paragraph 3.1.2 states there are 7 transducers with domes but paragraphs 7.2.2 and 7.2.3 state 4 domes. The referenced Docking drawing Plan indicates 6 domes and a large fairing. Please clarify the number of domes to be addressed. If it is just 4 please indicate which domes are to be removed and re-installed.
2) The referenced drawings in paragraph 2.0 do not give a clear indication of the domes, transducer installations and the type and configuration of the hardware that is to be replaced in accordance with paragraph 7.2.5. Drawing 184-5503747 identifies hex head bolts ranging from ¼”-20 to 3/8”-16 then moves to ¾” – 10. There is no indication of any monel ½”-13 x 1-1/2” long counter sunk head screws being used. Please clarify the paragraph 7.2.5.
3) Paragraph 7.2.6 states to cover the domes. If they are removed why is covering necessary?
1) Paragraph 3.1.2 is a list of equipment on board and their location. Paragraph 7.2.2 and 7.2.3 is the requested maintenance so 4 domes to be worked on. The maintenance for each dome is the same do which domes to be worked on will be identified upon dry dock of the ship.
2) Upon reinstallation, contractor can determine if the hardware needs to be replaced and what is required if replacement is necessary. Replacements can be covered by a change order. Contractor should have any hardware identified on the drawing on hand for use.
3) Paragraph 7.2.6 installs protective covers after work complete until undocking so to protect them during blasting and painting. Regardless of when the maintenance occurs they need to be covered when blasting and painting measures are taking place.
