MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS #8

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

Work Item 951, Paragraph 7.2.4 (e) States “Weld NEW Stern Tube Aft Seal Foundation plate using welding sequence in reference 2.1.10. Root welds shall be applied to both inner and outer machined chamfered edges prior to final weld passes”.

• Contractor notes that there is no source (GFM or CFM) provided in the specification as written for the NEW Stern Tube Aft Seal Foundation plate.

Question (1) What is the source of the NEW Stern Tube Aft Seal Foundation Plate that is to be welded in accordance with DETAIL 8-1 BACKSTEP SEQUINCE DIAGRAM of reference 2.1.10 or is this part actually Item # 1 (AFT SEAL RING) of reference 2.1.10?

Question (2) Are the remaining parts identified in the (Yard Supplied Material) list of reference 2.1.10 to be procured, manufactured installed and or welded to the Stern tube in accordance with DETAIL 8-1 BACKSTEP SEQUINCE

DIAGRAM OF REFERENCE 2.1.10?

Question (3) Will the Customer provide a revised Specification for this Work Item?

ANSWER:

Q (1): The NEW Stern Tube Aft Seal Foundation Plate will be provided and fabricated by the Contractor. The NEW Stern Tube Aft Seal Foundation Plate is represented in Reference 2.1.5 (Proposal Sterntube Modification) as the Mounting plate.

Also, Please see paragraph 3.2.2 as to the material composition of the new foundation plate.

Q (2): Reference 2.1.10 is the current installation of the EXISTING Stern Tube. The material listed in sheet 1 of drawing 471-351-4982 is currently installed on the ship so the material listed in sheet 1 is not intended for the Contractor to procure.

Reference 2.1.10 is only guidance to welding the new NEW Stern Tube Aft Seal Foundation Plate.

Q (3): No. No need for a new rev on the WI. All of the information is in the current WI.

QUESTION #2:

For Work Item 565, Paragraph 4.0 for GFE, GFM or GFS is stated as “none”.

Paragraph 7.1.1 states: Government will provide newly refurbished planetary gears provided by T-AKE 12 William Mclean.

Please confirm planetary gears will be provided as GFM.

Also Rev 1 of this WI has the wrong item number in heading.

Yes, the Planetary Gear will be GFM. But OEM (TTS Marine) and Contractor will provide the necessary parts to repair the Planetary Gear/Anchor Windlass/Brake Line. (as described in Reference 2.1)

Rev 2 Has corrected the WI Number in the heading.

Rev 3 will add “refurbished planetary gears” in paragraph 4.1

QUESTION #3:

For Work Item 556, Paragraph 3.2.1 Bill of Materials: Contractor Supplied

Paragraph 4.0 for GFE, GFM or GFS is stated as “none”.

Contractor requested pricing from OEM, (Rolls Royce), but they declined to provide pricing as they stated that MSC has already procured these parts.

Please confirm parts listed in paragraph 3.2.1 will be GFM.

Government has made initiatives to procure the parts as assurance that all parts will be on hand during the overhaul but still require for the Contractor to procure the parts.
