MILITARY SEALIFT COMMAND
N32205-17-R-4207
QUESTIONS AND ANSWERS #4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
For Work Item 518, Reference 2.1 provides only the installation portion of this work item. Specification leads contractor to believe there is another reference available depicting the removals and hull inserting. This will be required to properly price this effort.
ANSWER:
Rev1 will be issued to include the references to perform the removals and modified the Statement of work to reflect the new changes (including drawing preparations and Markings). Rev 1 and references will be delivered via ARMDEC.
QUESTION #2:
Work Item 901, The docking plan reference called out in this work item does not have a revision number. Please advise what revision of the docking plan should be used?
Please confirm the docking position shall be position #3.
The Docking Plan (8387124) should be Rev ”-“. It is the original.
The desired Docking position is #3.
QUESTION #3:
Work Item 1050, Paragraph 7.2.1, states “Remove Port and Stbd flight deck hatches for complete restoration. Reference 2.8 shall be used as guidance. Components were applicable, shall be blasted to bare white metal before PPG coating system is applied.
• Contractor notes that Reference 2.8 is identified as “Flight Deck Hatch DWG TIMSA TAKE” and was not provided and will be required.
Question (1): Will the Customer provide a copy of reference 2.8 to all Bidders?
Yes. It is in the CD with missing Drawings. Look for folder “1050” and it is in the folder.
QUESTION #4:
Work item 105, Paragraph 7.14.2, states “Stripe coats shall be applied to all weldments, crevices, corners, edges treads, pitted surfaces, plenum edges and other areas not conducive to proper coverage”.
b. One (1) stripe coat using a brush of Dimetcote 302H at 5-6 mils DFT.
c. One (1) stripe coat using a brush or roller of Amercoat 240 oxide red at 5-6 mils
• Contractor notes that work specification coating(s) scheduled to be installed by brush/brush & roller per example section b & c above.
Will the Customer authorize/allow Contractor the option to apply applicable stripe coating by airless spray and areas where not accessible to airless application to be applied by brush/roller in order to expedite the paint schedule?
• Note the answer to this work item shall be used for work item 917 paragraph 7.17.2 sections a & b.
ANSWER:
For Both WIs 105 and 917, the method of application will be either Brush or Roller (as described in each paragraph above).
No other methods are permissible.
QUESTION #5:
Work Item 107, Paragraph 7.4.1 Section e, “Work Area Preparation; states “e. Maintain a minimum of 50 F. differential between the air and substrate temperatures of the tank and the dew point, with the dew point being the lower temperature”.
Paragraph 7.5.6 Section d, states “Ensure the following conditions are met prior to painting: d. The ambient air and substrate temperatures register at least 50 F. above the dew point temperature”.
• Contractor notes that work specification require a minimum of 50 degrees Fahrenheit differential between the air and substrate temperatures of the tank and the dew point for both paragraph listed above.
• Contractor believes this is typo and is it the governments intent to have 5 degrees Fahrenheit vice the 50 degrees for each paragraph listed above.
Question (1): Will the Customer provide clarification regarding the disparities identified above?
Question (2): Will the Customer provide a revised Specification in a future Amendment?
Government will issue Rev 1 to clarify the “degree” symbol for each paragraph.
QUESTION #6:
Work Item 565, Paragraph 5.5, states “Service must be accomplished by Authorized Atlas Incinerator Service Technician”.
Paragraph 5.6, states “Report from February report described the need for repairs on the refractory wall, refractory on door, insulation, flue gas fan and various cracks.
• Contractor notes that this appears to be totally unrelated work and may have been inadvertently entered on this Specification.
Question (1): Will the Customer provide clarification regarding the disparity identified above?
Question (2): Will the Customer provide a revised Specification in a future Amendment?
ANSWER:
Rev 1 will be issued to reflect the following:
Paragraph 5.5 will be revised and paragraph 5.6 will be deleted. 7.8 will be added for the POC for TTS Marine.
