MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

Please provide MSC DWG. 802-8498848 for WI 645.

ANSWER:

802-8498848 is the General Arrangement for the Matthew Perry. You should have a copy of 802-8387103 in the original Work Package. This is the General Arrangement for the BYRD. Please use this instead (8387103).

QUESTION #2:

Scope of work on WI #801/802 is almost the same as on item #801, with the same location and Exhaust vent systems. This might be double coverage.

Work Item 802 was cancelled via Amendment 0002.

QUESTION #3:

Work item 851 required 2 FCUs installation. On Paragraph 4.0 of this work item, only one unit was provided as GFM but on Ref.2.1.3, two FCUs are listed as GFM.

Rev1 of WI 851 will be issued to clarify the discrepancy. In Rev1, MSC will make both units CFM, instead of GFM. Please see paragraph 3.2.1 for new addition to the CFM list.

QUESTION #4:

WI 853 Paragraph 7.2 should read,” requirements of Ref.2.1.1 Para. E”

ANSWER:

You are correct, paragraph 7.2 should read “Perform the requirements of reference 2.1.1 paragraph E for all air handlers/FCU. Rev 2 of WI 853 will be issued.

QUESTION #5:

Work Item 854 Paragraph 1.1, “describes the cleaning ships accommodation heating and ventilation ducting on 01, 02, 03, 04, 05, 06 and 07 level.” Are these for rectangular vent ducting only, or include the spiral vents on 02, 03, 04, 05 and 06 level?

There is a tremendous amount of spiral ducting on these levels with diffusers.

ANSWER:

Rectangular vent ducting only.

QUESTION #6:

Work Item 952 please provide material specifications & quantities for bolts, washer & nuts (items # 2, 3 & 4) from paragraph

3.2.1 (Bill of Materials).

ANSWER:

For Bidding purposes, ITEM NO.- Description Specifications QTY

QUESTION #7:

Work Item 645 paragraphs for the installation of new ovens not on the Spec.

ANSWER:

Rev 3 of the WI will be issued to include installation of the new Galley Ovens. See Paragraph 7.4

QUESTION #8:

Amendment 002 issued on 6/5/17 adds 11 new work items to the J Index but did not provide the work items. The items are 290, 435, 440, 525, 565, 575, 608, 1004, 1005, 1006 and 1007.

The revised Work Items were included on the revised disk that was mailed out.

QUESTION #9:

The bid due date is not sufficient to develop estimates considering the complexity of the work package, the corrections that were made by Amendment 002 to make the specs correspond to the J attachments, the 11 new work items added by

Amendment 002, the significant number of tech reps required and others. Request the bid due date be extended by 3 weeks in order to allow sufficient time to develop competitive and responsive estimates in response to the changes being made.

Please advise as soon as possible.

ANSWER:

Amendment 0003 that was issued extended the bid due date.

QUESTION #10:

In RFP/Section J a list of missing and discrepancy drawings is provided as Attachment 1 to this Question. Missing drawings are not on either of the two CDs that were provided. Please provide drawings as soon as possible.

- MSC is not allowed to distribute documents to the contractor, such as; generic copyrighted documents that are commercially available from SSPC.org, NFPA.org, IMO.org, IEEE.org, including ASTM Documents, ABS Rules and Guidelines. Each contractor is responsible to purchase their own license to gain access these documents.

- For WI 24 and 25, 009-72 FY16 is the latest NAVSEA standard Document.

- For WI 108, 801‐8195241 is Trim and Stability for the T-AKE 3 (Alan Shepard). 801‐7489211 Trim and Stability for the T-AKE 4 (Richard E Byrd.) 8195241 was a typo. It should read “7489211” specific for the T-AKE 4. So you received the correct Trim and Stability Drawing for the Byrd.

- For WI 205, 079‐8387425 is MCCS Periodic Testing for the T-AKE 7 (Carl Brashear). 079-08387125 is MCCS Periodic Testing for the T-AKE 4 (Richard E Byrd.) 8387425 was a typo. It should read “08387125” specific for the T-AKE 4. So you received the correct Drawing for the Byrd.

- For WI 231, 802-8387407 is the General Arrangement for the Carl Brashear. You should have a copy of 802- 8387103 in the CD. This is the General Arrangement for the BYRD.

- For WI 251, 8386990 is the Diesel Generator Starting Air System Diagram for the Shepard (T-AKE 3). 8387091 was provided for the Diesel Generator Starting Air System Diagram on the Byrd (T-AKE 4).

- MSC does not have a copy of Reference 2.3. Sperry SRD-500 DSL service manual. It is Proprietary material that only Sperry Marine can distribute. The OEM (Sperry Marine) will provide on Site.

- For WI 431, Reference 2.4 “SRD-500 AS-Built installation drawing” is named “MS0113-L15-1434_E”. Please see attached (or in the CD).

- References for WI 433 are in folder “WI 0405 Gyro Install”. The folder was mislabeled.

- For WI 460, VOYAGE DATA RECORDER GIV SERIES TECHNICAL AND OPERATING MANUAL is Proprietary material. Sperry Marine will provide onsite.

- For WI 504, Both Hyd Boom Cyl First Telescoping YMD-8842 and Hyd Boom Cyl Second Telescoping YMD- 8843 can be found in Reference 2.3 Tech Manual TG811-BL-MMC-010

- In WI 504, Please delete reference 2.10 (Appleton Crane Boom Rebuild) as it is not referenced in the Statement of Work). Paragraph 7.11 it states “Re-install Crane Booms 1,2,3,4 in accordance with OEM Representative Guidance.” No need for reference 2.10 if the guidance is by the OEM Representative.

- For WI 511, 516-8499012 is the wrong reference for this ship. Please use 8387114_Refrigeration and Purge Pumpout System Diagram (Byrd) instead.

- For WI 515, 551‐8387003 is the wrong reference for this ship. Please use 551-8387104 instead. This drawing pertains to the USNS RICHARD E BYRD (as provided from the original CD).

- For WI 605, 46 CFR 160.151‐35 and 46 CFR 160.151‐57 are chapters found in the Document provided (46 CFR 156‐165 Rev 2001)

- For WI 620, Drawing # 802‐7488866‐N (REV N) was listed but use the latest rev of this Drawing (U).

- For WI 645, 802-8498848 is the General Arrangement for the Matthew Perry. You should have a copy of 802- 8387103 in the CD. This is the General Arrangement for the BYRD.

- For WI 852, Ref 2.1.4 Carrier Fan Coil Product Data was provided. File is called “38hdr-4pd Product Data”

- For WI 903, please delete reference 2.1.18 as, it is not referenced in the Statement of Work. (Section 7)

- For WI 909, Ref 2.1.1 Suface Preparation Specifications Vol 2 can be found in SSPC.org. MSC is not allowed to distribute documents to the contractor, such as; generic copyrighted documents that are commercially available from SSPC.org, NFPA.org, IMO.org, IEEE.org, including ASTM Documents, ABS Rules and Guidelines. Each contractor is responsible to purchase their own license to gain access these documents.

QUESTION #11:

F-2 PLACE OF PERFORMANCE

The place of performance for this contract shall be the contractor’s facility

Bidder's Question: Due to potential pier facility scheduling conflicts and to maximize competition, will the Government provided pier facilities to the contractor within the confined of San Diego Bay to facilitate the Non-DryDocking portion of the USNS Richard E. Byrd ROH & DD Availability? The Government supplied pier facility would be needed from about December 1-15, 2017

Bidder notes that recent Government ship repair solicitations have allowed the use of Government provided facilities within the confined of San Diego Bay for Non-DryDock related work.

MSC will not provide pier facilities at Naval Station San Diego for this solicitation. MSC decided prior to issuing the solicitation that all work shall be conducted within the contractor’s facility. In section C-1 and F-2 of the solicitation MSC indicated that the place of performance would be the contractor’s facility. Additionally, FAR Clause 52.215-6 allows the offeror to choose or add another performance location to its offer.

MSC would not be able to adequately evaluate an offeror’s proposal with this consideration compared to an offeror not able to have the same consideration. There would be several Work Items in this package where cost consideration would be a concern. Additionally, there may be other factors not known at this time where access to a military facility may be impeded or limited to a contractor due to situational aspects associated with a military base. If MSC arranged pier space and the ship failed to utilize that space within the arranged time period, MSC may be liable for the missed time framed if Naval Station San Diego needed pier space for other higher taskings.

QUESTION #12:

For Work Item 552 Para. 3.2.1 States for the contractor to purchase the gaskets to accomplish the work.

Para. 7.6 States “7.6 Replace all gaskets with EPDM gaskets. Gaskets will be provided by the vessel. The 3M 1099 gasket adhesive is contractor provided.”

Please clarify as to what material will be the Contractors responsibility and what will be supplied by the Vessel (MSC).

Paragraph 7.6 should read “…Gaskets will be provided by the Contractor…”

Rev1 will be issued to reflect that the Gaskets will be provided by the Contractor.

QUESTION #13:

For Work Item 620 Para. 1.1 describes the work to be accomplished in the Port and Stbd MMR’s.

Para. 3.1.1 Locations show the work to be accomplished in the Mess deck and surrounding areas.

Please clarify as to where the work is to be accomplished

ANSWER:

This work item describes the requirements for the removal of the Deck Top Clear Coating and re-coats (Resealing) decks in 01 Deck (Mess Deck area).

Rev2 will be issued to reflect the Abstract Change.

QUESTION #14:

WI 607 Para. 3.1.1 has four (4) locations listed.

WI 652 Encl. 2.2.1 has 13 locations listed (01-61-4, Off. Mess is listed twice).

Both work items share similar locations:

CPO Mess (01-58-4)

Crew Mess (01-64-2)

Officers Mess (01-61-4

Please clarify as to which decking system is to be accomplished for these three (3) locations.

WI 607 will keep the locations for the CPO, Crew and Officers Mess.

WI 652 has been revised to exclude the CPO , Crew and Officers Mess.

Also, the squarefootage has been revised to reflect the exclusion.

Rev1 will be issued to reflect the change of Scope of work.

QUESTION #15:

Work item 107 Paragraph 7.6.1, states “In the gray water collection tank, replace the existing support brackets with new, zinc, and install missing brackets. Replace fill pipe, suction pipe, and sprinkling pipe”.

• Contractor notes that neither the Specification or the references provided do not identify any quantities of support brackets, zincs, to be replaced.

Can the government supply a reference that identifies the quantities, size, shape and material type of the of the items that are to be replaced?

For bidding purposes:

-Replace 6 feet of 6" Fill piping (using 45 and 90 degree elbows). See pictures

-Replace 10 feet of 2.5" suction pipe (along with the Bellmouth). See pictures

-Replace 30 feet of 3/4" of sprinkler piping. All Fasteners should be big enough to secure ¾” piping. Currently, all fasteners are secured against angle Iron Brackets that is welded to the Tank. See pictures

-Replace 6 zinc anodes (aprox 10”x2”x3”)

QUESTION #16:

Work Item 601 Paragraph 4.2, Government Furnished Material (GFM) does not list the material identified in reference 2.1, MSC Drawing No. 651-8392583, Second Deck Cargo Hold No. 6 Bulk Stowage and Cabinet Space Modifications, Item 14, 150 each, Batten, Telescopic, that states will be provided as GFM.

Can the Customer provide clarification regarding the disparity between the Specification as written and the Bill of Material listed in reference 2.1?

Para 3.2.3 states “Item 14 of the List of Material found on Reference 2.1”. This paragraph was meant to supersede the drawing to designate Item 14 as CFM. (Customer Furnished Material).
