Please verify the inclusion of these hazardous abatement requirements given the extent of containment that is required to support throughout the ship. Since all hazardous abatement is not known per the words "but not limited to" we would need to know ALL anticipated hazardous abatement to confirm available specialty services.

Para 3.5.6 states "Consider materials, debris, and/or residue associated with ventilation systems to contain toxic/hazardous substances including but limited to cadmium, chromium, and PCB’s." Inclusion of Hazardous abatement requirements is covered under NSI 009-03, (Toxic and Hazardous Substance; control) which is a Cat

I NSI.

QUESTIONS AND ANSWERS #3

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #/ DETAILS QUESTION/ ANSWER

212 526-80-003 3.1.1 25-Mar-19 Para 3.1.1 calls for installation of PCMS. There is no PCMS listed as GFM in para 5 or S/A kits. Will the

Government provide the PCMS material and provide a temperature controlled environment for storage?

Yes, the government will provide the PCMS and storage.

213 528-11-001 3.4.1 25-Mar-19 Para. 3.1.4 states, "Ship shall be connected to a facility capable of receiving effluent at a minimum rate of 50 gallons per minute, prior to effluent transfer off ship." Please describe the type of "facility" required when work will be conducted at the Naval Ship Yard?

Work item has been revised by deleting paragraph 3.4.1 as it isn't needed.

The Government believes the paragraph and Work Item number stated were incorrect, however, WI 528-11- 001 Para. 3.1.4 contains the language in question. The Government assumed this t

LANGUAGE NEEDED.

Work item was revised via ERRATA 4.

214 634-11-002 ALL 25-Mar-19

See WI Ref. 634-7027371 Rev G, Deck Covering in notes indicating both are required. The WI is silent on the square foot area that requires Terrazzo decking and Quarry Tile needed. Please provide square footage requirements for both types of deck tiling. Also, can the Government provide pictures from the USS Michael Murphy to support this WI?

The approximate values are included in the ERRATA revision 4 For the scullery: 40% Terrazzo and 60% Red Quarry Tile. For Galley: 30% Terrazzo and 70% Red Quarry Tile.

Work item has been revised via ERRATA 4.

215 980-11-003 3.1.10 25-Mar-19 Per this WI paragraph 3.1.10, can you please provide the AIT schedule in support of this requirement or at least the timeframe associated with AITs work schedule.

Currently, the government has not received the AIT's schedule. The Government will provide once received.

216 980-90-304 3.9 25-Mar-19 Storage units must be placed in close proximity to the ship but no further than 500 feet. This is not possible as Qty (4) connex boxes square footage would inhibit work space to support other temp services for the ship. Please confirm this requirement.

Confirmed quantity of four (4) connex boxes; connex boxes can be placed across from ship outside of fire lane.

If proposed lay-down plan is further than 500 feet, an RCC will be issued.

Paragraph 3.6 reads to do repairs in each trunk listed in 1.3.1 through 1.3.4 located in 1.2.3 through 1.2.7.

These trunk spaces are viewed as a system and not individual spaces. Therefore, the quantities of repairs across all spaces are interpreted to include and limited to a total of "10 LF of weld repair, 160 SI of BMR, 32 SF of bulkhead replacement, 32 SF of deck replacement, 50 LF of structural stiffener replacement, 25 SF of perforated sheathing replacement, 5 SF of eductor nozzle cap foundation and flange joint replacement, 25 LF of exhaust duct stiffener replacement, 50 SF of bulkhead insulation replacement, 25 SF of lagging pad replacement, 25 SF of exhaust duct lagging replacement, 50 SF of perforated sheathing insulation replacement, and 4 EA lagging pad metal band replacement." If this is incorrect, please clarify the use of the referenced word "each" trunk in 3.6.

"Each" refers to each duct as listed in 1.3.1 through 1.3.4.

The quantities listed are totals/overall, not for each trunk. The "each" is just referring to the locations where the ducting is located. Between all of the locations, the listed requirement is the limit.

221 259-10-002 3.5 28-Mar-19

222 472-90-001 2.11 28-Mar-19 Please provide LAR 80156/DDG112/1179478 which supersedes LAR 80156/DDG112/1178232.

LAR 80156/DDG112/1179478 which supersedes LAR 80156/DDG112/1178232 which is still waiting for an update from Planning Yard, not yet available in NSEDR

For proposal purposes, please utilize LAR 80156/DDG112/1178232. An RCC will be issued for any differences.

223 512-00-001 3.2.1 28-Mar-19

Paragraph states, in part, "Video recording shall be used to document all inspection findings that are not visible as a result of ventilation duct and system component removals." In light of security requirements invoked in the solicitation which prohibit cameras, will the contractor be able to bring video recording devices aboard the ship to accomplish this requirement? If yes, please provide requirements to obtain approval in a timely manner from award. If no, request deletion from Specification.

Yes, Contractor shall initiate a request for obtaining the security requirements for video recording. Normally, this is a 4-6 week process. The process for obtaining the security requirements will be provided after contact award.

224 RFP 3 28-Mar-19

1. Since the USS MICHAEL MURPHY contract will be executed at Pearl Harbor Naval Shipyard, how will DBIDS access be handled?

2. Will contractors be granted credentials on an avail period of performance basis or will such approvals be done on an annual basis?

3. Will contractors with existing credentials supporting other on-going Navy efforts be given separate DBIDs access credentials?

1) The KTR will need to submit the DBIDS request along with justification of why access to base is needed. In the past, the turnover time has been approximately 2-3 weeks, sometimes 4 weeks, to make it through the system so the contractor needs to be submitting personnel listings early enough to support the timeline. There are two forms required for submission.

2) It depends on how long the Avail is going to last. If over a year, then the DBIDs credential can only go up for a year. About a month before it expires, the KTR will need to submit another DBIDS request.

3) Yes, KTR will need to submit a different DBIDS request based on the navy project they are working on. In addition, once DBIDS approval comes from Pass and ID (via email), the KTR will then need to submit a letter via the shipyard for the approved KTRs to get down to the ship. This letter does not get generated until DBIDS approval has been received.

More details and required forms will be provided upon contract award.

Work Spec has been revised via ERRATA 8.

227 588-21-002 3.3 12-Apr-19

The specification states Contractor shall remove RSDs; however, this is normally done by Ship's Force.

Please clarify if it is Ship’s Force or Contractor who will be physically disconnecting, removing and reinstalling the RSDs?

If Ship's Force, then will Ship’s Force be removing at contractor request, or will Ship’s Force be removing with contractor support, or is contractor removing with Ship’s Force support?

KTR is responsible for removing and storing equipment off the ship. SF will assist with removal and installation.
