# Question Area Para # Date Received Contractor Question Government Response

146 6-Apr-19

The following is on Page 20 of the solicitation:

Consumable materials are goods used in the ordinary course of work performance such as…welding rods… that are consumed/used in the process of repair and do not become an integral part of the repaired vessel.

The steel in the welding rods does become an integral part of the vessel and therefore should not be considered as consumable material.

The government concludes that the welding rods are consumable material.

123-14-001, 123- 12-002, 12-319-

003, & 123-19005 8-Apr-19

QUESTIONS AND ANSWERS #3

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #/ DETAILS QUESTION/ ANSWER

152 251-32-002, Page No. 2

3.4 8-Apr-19

In PPI #32 response, the Gov stated "Each one refers to each plenum trunk as quantified in 3.4.1, 3.4.2, 3.4.3, 3.4.4 and 3.4.5." This response is not clear. Please confirm that the totals noted in paragraphs 3.4.1, 3.4.2, 3.4.3, 3.4.4 and 3.4.5 refer to the total spaces qty (4) for each area listed in 1.2, or is it a combined total for the spaces listed in 1.2.

The repairs in 3.4.1 through 3.4.5 are for each space listed in 1.2 and not a combined total for the spaces.

153 451-67-001, Page No. 1

1.2 8-Apr-19 Location listed in paragraph 1.2 lists locations as 05 Level and Radar Room Number 2, but the waveguide section listed in 1.3 is located on the platform at 120’ – 6” above base line. Please clarify correct location?

Work specification to be revised to remove 1.3.2. Locations will remain the same.

Work spec has been revised via ERRATA 4.

154 512-80-002 5.1.1 8-Apr-19 Gov’t PPI Response #44 is not clear. Please clarify if the Gov’t "will" or "shall" provide OQE for GFM. Government will provide OQE paperwork.

155 611-80-001 3.1 8-Apr-19 Will the government be removing the anchor and chain? If so, when will they be removed and correspondingly reinstalled?

The government will be removing the anchor and chain, based on the schedule of the work by the contractor.

Work spec has been revised via ERRATA 4.

156 980-90-304 3.2 8-Apr-19

Per PPI Response #1 it states there is a mobile crane limitation of 60 tons. WI 980-90-304, paragraph 3.2 references MFTA Winch Room (2-458-0-Q), Towed Array (4000 lbs), MFTA Winch Room, (2-458-0-Q)Tow

Cable, (10,000 lbs) and MFTA Winch Room, (2-458-0-Q) Winch unit 151 (13,740 lbs). These weights exceed the contractor's 50 ton crane capacity for lifting and will require a 100 ton crane to remove this equipment.

Please confirm if the Government will provide the crane or an option to support the installation of this equipment?

This was an incorrect response that has since been changed. The government initially thought that the ship would be moored at B10, however the ship will be at B15/16 which doesn't have the same limitations as B10.

157 992-12-001, Page No. 2

3.12.4, 3.12.5

8-Apr-19 Please clarify the operational test requirements in Paragraphs 3.12.4 and 3.12.5, as they are duplicates?

Work Specification will be revised as only paragraph 3.12.4 will apply.

Work spec has been revised via ERRATA 4.

158 992-31-001, Page No. 2

3.4.2 8-Apr-19 Paragraphs 3.4.2 and 3.4.2.1 state that a chemical analysis must be done. Can the contractor pursue obtaining a "commercial chemical analysis" to allow for a more timely disposal disposition avoiding prolonged storage times?

Contractor can pursue obtaining a "commercial chemical analysis", however there are requirements that must be met. Please refer to Chapter 7 of OPNAV M-5090.1 to understand these requirements.

159 992-31-001, Page No. 3

3.4.2 8-Apr-19

Contractor is required to provide sample for chemical analysis to the Government before disposing of waste water and current length of time to obtain approval to dispose of the waste water is at times > 30 days. Due to this extended time for Government disposition, Contractor estimates it will need additional laydown area of approximately 1,600 square feet to accommodate 4 tanks for waste water, sludge, and debris storage pending disposition from the Government. Please confirm if such laydown area will be provided?

The government will need to understand all of the contractor's laydown requirements as requested in an earlier question. Please provide the full extent of laydown area required with justification to

Zachary.M.Tucker@navy.mil so that the government can determine what is available.

160 CDRL C002, Page No. 1

Blocks 9 and

8-Apr-19 Please confirm that Block 9 was intentionally left blank and no Distribution Statement is required to be noted in Block 16.

Confirmed. CDRL C002 requires COTS manuals to be used as-is or with supplementation to support COTS equipment used by DOD as specified in the DID. Since no supplementation or specific distribution is needed for this contract, they can be delivered 'as-is' by the contractor.

161 DD254 (TBD) 8-Apr-19 Will this availability require a DD254 to execute this contract? If so, when will it be provided? It will not require a DD254.

162 Attachment J-5 (QASP), Page No. 1

8-Apr-19 Please confirm if the QASP Penalties are uncapped, and if penalties were to be assessed when would the contract be adjusted for the unilateral deductions; (1) as they are assessed or (2) at the end of contract period of performance?

QASP penalties are uncapped and they will be assessed as the penalties are incurred, not at the end of the contract's period of performance.

Attachment J-9 (Security), Page

No. 1 6 8-Apr-19

It appears this process is for obtaining a NAVSEA badge. Will ALL employees be required to obtain a NAVSEA badge for access to the ship? If contractor employees have current Pearl Harbor Naval Shipyard DBIDS credentials, will these same employees be required to obtain specific USS MICAHEL MURPHY DBIDS credentials?

1) Red/Yellow/Green unclassified or Controlled Industrial Area badges (NAVSEA badges) will not be required to access the ship. However, as stated in paragraph 4.8 SECURITY REQUIREMENTS - The contractor shall comply with the "Security Requirements Applicable for Pearl Harbor Naval Shipyard & IMF's Controlled Industrial Area, Other Sensitive Areas, Controlled Nuclear Information Areas, and/or Nuclear Work Areas" under Attachment J-

9 when accessing the Controlled Industrial Area (ex. Building 1663 - Hazardous Waste Facility). Per Attachment J-8, PHNSY & IMF C/400 Local Standard Item No. 099-01PH, paragraph 3.1.4 requires the contractor to transport hazardous waste to PHNSY & IMF Bldg 1663 if applicable which is located in the Controlled Industrial Area requiring appropriate CIA badge (NAVSEA badge).

2) For security purposes, the same employees should obtain DBIDS under the awarded USS MICHAEL MUPRHY contract number.

164 551-61-001 8-Apr-19

551-61-001: (Masker Air Testing): The scope of this work requires a “fault isolation” of the system.

Normally, ship’s force/Gov’t performs this work. Contractor has never done this work, so the required schedule is not known; will this take one day, 5 days, or 2 weeks?? If Gov’t directs contractor to do this scope of work, then this work item has a Schedule and Cost impact to roughly 22 other work items that will result in missing the required 20% reports. In order to meet the 20% report requirement for this work item, a bidder would need to run the engines which requires the halon system to be operational; to support the fault isolation. For the 22 affected work items, they require the tagging out of the engines and/or Halon systems, and therefore will have to wait until after fault testing. There is insufficient time to meet 20% report requirements for the affected work items.

For the schedule scenario described above, bidder assumes 20% reporting requirements and QASP penalties/fines will be waived. In addition, if above described schedule issues impact final delivery, bidder assumes contract liquidated damages fines will also be waived.

The government has removed this work item from the work package. Work spec has been cancelled.

Work spec has been revised via ERRATA 5.

165 623-80-001 8-Apr-19

623-80-001 (Accommodation Ladder Securing Pin): Bidder estimates not being able to accomplish static load testing; i.e., setup of static test maybe impossible. Weight test requirements (Static Load Test) for the pier side attachment points could be blocked by the placement of the Yokohama, causing the Yokohama to interfere with the setup of the accommodation ladder. Test for the outboard side will require a 100 ton Crane; Government answered PPI stating that 60 ton Crane was max allowed on Pier B-15/16. Bidder has worked with government before to use 100 ton crane on B-15/16. If bidder can’t use 100 ton crane, bidder will need the ship to rotate and reposition to allow the outboard side to become the inboard side and to ensure the Yokohama is still out of the way to allow for testing. Bidder does not moor the ships and therefore has no control on where the Yokohama(s) will be placed. Bidder’s technical assessment is that bidder doesn’t need to test the same pin twice; i.e., the work item is to fabricate one pin, if the pin tests SAT on one side the pin will test sat on the other side (the only test that might be needed is a fit up why bidder is weight testing the pin twice? Is the purpose of the second test to test the ship’s equipment that bidder is not working on?

For the scenario described above, bidder assumes QASP penalties/fines will be waived. In addition, if above described schedule issues impact final delivery, bidder assumes contract liquidated damages fines will also be waived.

The 60ton limit was based on the thought that the MPH would be going to B10. As she is scheduled to go to B15/16, the weight restriction limits are based on the "axel load limits". As the SLAD will also be worked, the current plan is to be moored STBD side to pier. The government will ensure that there are no interferences

(Yokohamas, etc) that will impact the operation/testing of the SLAD. The accom ladder will be outboard, and current plan is for FMR to conduct the testing, once repairs are completed.

Please contact Zachary.M.Tucker@navy.mil for reference detailing axel load limits of the B15/B16 area.

166 634-11-002 8-Apr-19

634-11-002 (Galley deck): 20% report impact; square footage unknown. Bidder requests additional information about Square footage requirements. If entire deck is required, then the the amount of interference to be removed (Terrazzo and Quarry tile) will not support getting the decking removed in time to support the 20% reports requirement.

For the scenario described above, bidder assumes 20% report requirements and QASP penalties/fines will be waived. In addition, if above described schedule issues impact final delivery, bidder assumes contract liquidated damages fines will also be waived.

As this work isn't as critical as the tank work, the government can waive the 20% report requirements, however, the final delivery will still be required to be met as this work is attached to the HB00 Key Event;

HABITABILITY.

Work item has been revised via ERRATA 4.

174 303-80-001 3.1 28-Mar-19 Please provide an example of an installation matrix. Please define the extent of the work required to develop the matrix.

Please contact Zachary.M.Tucker@navy.mil for Reference.

175 303-80-001 2.3 28-Mar-19 Reference 2.3 contains several errors. Contractor cannot discern quantities due to missing and inconsistent errors in column "O" as an example. Please provide corrected reference.

Please contact Zachary.M.Tucker@navy.mil for Reference.

176 583-11-001 2.6, 5.1.4 thru 5.1.279 28-Mar-19

The material listed in 5.1.4 through 5.1.279 is a partial list of the material listed in 2.6. With the exception of the contractor procuring figure piece number 6-25-4, in reference 2.6, is the Government providing all remaining material stated in 2.6?

No. The government is only ordering the material listed on the revised work item via ERRATA-5. After the initial inspections are completed, any material deficiencies will need to be annotated on the CFR listing the material that is needed.

Work spec has been revised via ERRATA 5.

177 583-11-001

2.3, 2.6,

5.1.18 to 5.1.279, 5.1.47

28-Mar-19

Using references 2.3 and 2.6 when compared to the figures and part numbers in 2.6 it appears that some figure references are incorrect. Please confirm and correct all incorrect figure references listed in paragraph

5.1 starting from 5.1.18 to 5.1.279. For example, in 5.1.47 it calls out figure 6-16-12 which is a cap screw, but description calls out a hose clamp.

Please ensure that the contractor is using REV 9, as it was issued in December 2018. Tech Manual REV 9 Parts Listing does line up with the work item. However there are some administrative mistakes on the work item that will be corrected.

178 583-11-001 5.1.18 28-Mar-19 Paragraph 5.1.18 material references figures 6-5-2 and 6-37-1; however, 6-37-1 does not exist in the tech manual listed under reference paragraph 2.3, where is this Plug being used?

6-37-1 exists as a part of the Main Hoist Gearbox from Table 7-29. Please ensure that the contractor is using

REV 9, as it was issued in December 2018.

179 583-11-001 5.1.30 28-Mar-19 Please correct paragraph 5.1.30 material references figures 6-5-19 & 6-43-17 however, figure 6-43 doesn’t exist.

There have been multiple revisions to the tech manual which has different numbers for the parts. As a result, the material orders have changed.

Work spec has been revised via ERRATA 5.

180 583-11-001 5.1.75 28-Mar-19 On paragraph 5.1.75, please identify the correct part that will be provided for figure/piece number 6-15-51 because reference 2.6 lists the part number as 6 F650X-SS while reference 2.3 lists the material as 6 F50XX-

SS.

The 5.1.75 material item part number matches up with the TM Rev 9. The 2.6 reference doesn't call out this item number. The current version of ref 2.6 is provided in the event the this question refers to an older version of ref 2.6.

Work spec has been revised via ERRATA 5.

181 123-00-002 3.7.1.1 12-Apr-19 Please clarify para 3.7.1.1 where it references a Grade 5 CRES Class 316 bolt. What is a Grade 5 CRES Class

316 bolt?

CRES material is mentioned in 2.4, “S9086-CJ-STM-101/CH-075, Fasteners” of work item 123-00-002.

182 150-11-002, ERRATA 3

3.3 12-Apr-19 Paragraphs 3.3 and 3.5 have no 009-12 requirements invoked. Please confirm if 009-12 requirements apply for this base metal repair and plate replacement. If yes, please revise the specification.

3.3.2 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A, Lines One through 7. 3.5.2 Accomplish the requirements of 009-12 of 2.1, including Table 2, Column A, Lines One through 7.

Work spec has been revised via ERRATA 5.

183 167-11-001 3.4 12-Apr-19

Paragraph states to fabricate up to 2 new BERP plates using GFM listed in 5.1.2. Government Q&A response stated the 2 EA BERP Plates shall be 78” x 78” x 0.25”. GFM listed in 5.1.2 is 0.5” in thickness and does not provide sufficient square footage to fabricate 2 EA plates. Will the correct material and quantity be provided as GFM?

Will Ship’s Force be removing the encapsulated life rafts at the start of the availability at A+0 or sooner?

Specifically, the life rafts that are FWD of the mid-ship QTR Deck require removal to allow for removal of the

Louvers (WI 251-31-001). These life rafts are positioned on both sides of the louvers at this location per drawing # 801-7026515; thus removal of the louvers for repair is contingent on timely removal of the life rafts. If removing, please confirm expected date of removal so work can timely commence on WI 251-31- 001.

No, SF will not be removing the life rafts. The contractor is responsible for interference removal and installation; along with storage and testing as required.

GOVERNMENT FURNISHED PROPERTY (GFP)

8500 square feet of outdoor space allocation at the repair basin in the vicinity of B10 - B12. This space will include electricity (up to 220v) provided by PHNSY. The contractor may use this allocation for office trailer(s), and/or connex box(es), and laydown as determined by the contractor. Any equipment, office trailer(s), and connex box(es) need to be provided by the contractor.

1. Is the subject area in the vicinity of B10-12 presently encumbered with material & equipage? If so, what is the timeline for the vicinity to be vacated?

2. Recommend 20,000 sq ft, for sufficient lay down in support of an SRA.

1. Currently, B10 - B12 is being used. It will be vacated, so there is the possibility of additional space being authorized

2. The Government needs to understand the 20K sqft request and what it entails. Please contact Zachary.M.Tucker@navy.mil with this information. Once this info is provided, then the government can determine whether there is sufficient additional space required/available for the contractor. This WI requires that an accommodation ladder must be able to be rigged to the testing position required.

Interference on the pier-side must be taken into consideration by the Gov’t for completion of this work item (i.e. Yokohama fender). If you do not take this into consideration, then this test will not be accomplishable.

Please advise on path forward regarding this WI.

Agreed. As the SLAD will also be worked, the current plan is to be moored STBD side to pier. The government will ensure that there are no interferences that will impact the operation/testing of the SLAD. The accom ladder will be outboard, and current plan is for FMR to conduct the testing, once repairs are completed.
