About this file
This is the fourth set of Questions and Answers (Q&A No. 4) issued by the Los Angeles County Metropolitan Transportation Authority (LA Metro) for Invitation for Bid (IFB) No. OP141432, Union Station Gateway (USG) Data Center HVAC & Power Improvement. The document addresses questions 92 through 100 (the final questions in this set) submitted by potential bidders regarding the scope of work, which includes upgrades to Power Distribution Units (PDUs), HVAC cooling systems, electrical power distribution, lighting control systems, and associated infrastructure at the USG facility located at 785 Vignes Street, Los Angeles, California. The project encompasses work on the second, fourth, and roof levels of the data center and Tech Center. The bid submission deadline was July 17, 2026 at 10:00 a.m., with virtual bid opening scheduled for 12:00 p.m. the same day. Two mandatory pre-bid worksite visits were held on June 17 and July 8, 2026, allowing bidders and subcontractors to assess above-ceiling conditions, raised floor areas, and equipment locations. The contract is structured as a one-year base period firm fixed-price agreement with no renewal options and is funded through state and local sources.
The contract is subject to a mandatory 15 percent Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) participation goal, with 12 percent directed to SBE and 3 percent to DVBE participation. Bidders must acknowledge all issued amendments (including Amendment No. 7) in the bid letter submission. Key clarifications provided in this Q&A set address fire protection system specifications, including pipe schedule requirements (Schedule 40 for all sizes), sprinkler types (Viking VK482 dry pendent sprinklers required in areas with ceilings), and the use of performance-based specifications for fire alarm and suppression systems requiring contractor-developed detailed designs for authority having jurisdiction approval. Additional responses clarify electrical panel configurations, feeder sizing, circuit breaker manufacturers (GE/ABB specified), PDU specifications and testing requirements, structured cabling specifications (Panduit products specified), and HVAC system integration details. The document confirms that Metro will furnish and install specific electrical panels, conduit, wiring, and breakers, while the contractor assumes responsibility for most other construction, testing, commissioning support, and closeout documentation. All contractors and subcontractors must be registered with the California Department of Industrial Relations and pre-qualified with LA Metro prior to bid submission, and the project is subject to prevailing wage requirements.

90. Single Line Diagram E7.11 - Dashed vs. Solid Line Designation- Drawing E7.11 uses both solid and dashed line weights for equipment enclosures and their internal breaker/bus arrangements, in addition to the color-coded power systems identified in the sheet’s Color Code legend. No legend or general note on E7.11, E7.10, or E7.01 defines what the dashed line designation represents.
For example, PDU-B1 (fully existing equipment, with all internal breakers tagged "(E)") is drawn with a dashed enclosure, while the existing Distribution Panelboard "DBCP" (also fully existing, also showing its own internal breaker schedule) is drawn solid. Similarly, the existing UPS-1/UPS-2 battery cabinets are drawn solid, while the new UPS-B / battery cabinet / bypass assembly is drawn dashed. The dashed vs. solid designation does not appear to consistently track new vs. existing status.
Please confirm what the dashed line designation is intended to represent and clarify its application throughout the single line diagram series.
There is no difference. Sheet E7.11 has been revised with changes clouded for box line consistency. See reference documents attached to Q&A set No. 3.

91. Bid Alternate No. 1 [UPS Addition] - Scope Definition-Exhibit 2 (Schedule of Quantities and Prices) lists "Bid Alternate No. 1 [UPS addition]" as a single lump-sum pricing line, with no accompanying scope narrative and no corresponding designation on the drawings.
Please define the specific equipment and work included within Bid Alternate No. 1 - for example, does it include only the UPS-B module itself, or does it also include their associated feeders and conduit?
Please clearly delineate the Bid Alternate No. 1 boundary on the applicable drawings (e.g., E7.11) so that Base Bid and Alternate No. 1 pricing can be accurately separated.
See reference documents attached to Q&A set No. 3, refer to sheet E7.11. The new UPS along with input and output feeders, indicated in dashed lines are a separate scope. If new UPS input and output panels are installed well before the UPS is installed, install the jumper as shown to allow new PDUs to be powered for testing, etc., and possibly for redundant load connection.
