About this file

This is a Questions and Answers document (Set 3) issued by the Los Angeles County Metropolitan Transportation Authority (LA Metro) in response to bidder inquiries regarding Invitation for Bid (IFB) No. OP141432 for Union Station Gateway (USG) Data Center HVAC and Power Improvement. The project scope encompasses upgrades to Power Distribution Units (PDUs), HVAC cooling systems, electrical power distribution, lighting control systems, and associated infrastructure at 785 Vignes Street, Los Angeles, across the second, fourth, and roof levels of the data center. The work includes replacement and expansion of HVAC systems, integration with existing chilled water systems, installation of new electrical panels and PDUs, structured cabling (fiber and copper), fire protection system upgrades, and building management system controls integration. The data center must remain fully operational during construction, with work limited to pre-approved maintenance windows and specific hours (6:00 a.m. to 4:00 p.m., Monday through Friday). Two mandatory pre-bid site walks were held on June 17 and July 8, 2026, and the original bid due date was July 17, 2026, with virtual bid opening at 12:00 p.m. This is a one-year firm fixed-price contract with no renewal options, and the selected contractor must furnish all labor, materials, equipment, and services while maintaining detailed coordination with Metro representatives throughout execution.

The contract is subject to a mandatory 15 percent Small Business Enterprise/Disabled Veteran Business Enterprise (SBE/DVBE) participation goal, calculated against the total bid price including all allowances, bonds, insurance, overhead, and profit; Local Small Business Enterprise (LSBE) certified bidders receive a 5 percent bid-price preference. All subcontractor certification forms must be submitted at bid time, and bidders must acknowledge all issued amendments in the bid letter. Metro will furnish and install specified electrical panels, conduit, wiring, and breakers for pod expansion cabinets, while the contractor is responsible for temporary storage, coring operations, all permits and coordination, record drawings, operation and maintenance manuals, equipment training, and closeout documentation. The project specifications span Divisions 01-09, 21-23, and 26-28, with technical requirements detailed in the "SUMMARY OF WORK 9.1.2026" document and corresponding drawing sets; Amendment No. 7 addressed numerous specification and coordination clarifications. Contractors and subcontractors must be registered with the California Department of Industrial Relations and pre-qualified with LA Metro prior to bid submission, with performance bonds, payment bonds, and certificates of insurance required at award.

86. Per Sheet E6.01, new Panel NP-A is identified as 208/120V, 3-phase, 4-wire and is shown as being fed from existing Panel NP, which is identified as 480/277V. In addition, existing Panel NP is shown on Sheet E7.11 as being fed from existing Distribution Board DBCP, identified as 480V, 3-phase, 3-wire, 1000A. Please clarify the correct voltage and phase/wire configuration for DBCP, NP, and NP-A.

New panel NP-A is 480V 3W+G. Sheet E7.11 has been revised with changes clouded to include wire and conduit sizes for panel NP-A. See reference documents attached to Q&A set No. 3. No

87. Please provide the conduit size, conductor size, and any other feeder requirements between existing Panel NP and new Panel NP-A (refer to Sheet E7.11).

88. Sheet E6.05 includes a Copper Feeder Schedule (0– 600V). Please confirm whether this schedule applies to this project. If it does, please identify the corresponding feeder designations, as no feeder tags or designations appear to be shown on the drawings.

Use the feeder schedule for mechanical loads. Use single-line diagram Sheet E7.11 for electrical loads. Sheet E7.11 has been revised with changes clouded to correct wiring (removed neutrals) and reduce conduit sizes. Drawings can be found in Q&A Set No. 3. No

89. please provide Spec Sections 26, 27, 28 Div 26, 27, 28 specs have been provided in "SUMMARY OF WORK 9.1.2026" see page 553 to 689

Yes, Amendment No

90. Single Line Diagram E7.11 - Dashed vs. Solid Line Designation- Drawing E7.11 uses both solid and dashed line weights for equipment enclosures and their internal breaker/bus arrangements, in addition to the color-coded power systems identified in the sheet’s Color Code legend. No legend or general note on E7.11, E7.10, or E7.01 defines what the dashed line designation represents.

For example, PDU-B1 (fully existing equipment, with all internal breakers tagged "(E)") is drawn with a dashed enclosure, while the existing Distribution Panelboard "DBCP" (also fully existing, also showing its own internal breaker schedule) is drawn solid. Similarly, the existing UPS-1/UPS-2 battery cabinets are drawn solid, while the new UPS-B / battery cabinet / bypass assembly is drawn dashed. The dashed vs. solid designation does not appear to consistently track new vs. existing status.

Please confirm what the dashed line designation is intended to represent and clarify its application throughout the single line diagram series.

There is no difference. Sheet E7.11 has been revised with changes clouded for box line consistency. See reference documents attached to Q&A set No. 3. No

IFB No. OP141432 15 Q&A No. 3

91. Bid Alternate No. 1 [UPS Addition] - Scope Definition- Exhibit 2 (Schedule of Quantities and Prices) lists "Bid Alternate No. 1 [UPS addition]" as a single lump-sum pricing line, with no accompanying scope narrative and no corresponding designation on the drawings.

Please define the specific equipment and work included within Bid Alternate No. 1 - for example, does it include only the UPS-B module itself, or does it also include their associated feeders and conduit?

Please clearly delineate the Bid Alternate No. 1 boundary on the applicable drawings (e.g., E7.11) so that Base Bid and Alternate No. 1 pricing can be accurately separated.

See reference documents attached to Q&A set No. 3, refer to sheet E7.11. The new UPS along with input and output feeders, indicated in dashed lines are a separate scope. If new UPS input and output panels are installed well before the UPS is installed, install the jumper as shown to allow new PDUs to be powered for testing, etc., and possibly for redundant load connection.
