On the 5MG Water Tank at C. Wayne Combee WTP in Lakeland, FL, the tank was proposed to be 3 feet from the top of bank of an existing stormwater pond. This project included both settlement analysis and slope stability analysis for the tank loads so close to the pond.

Capability of Respondent’s Staff HSC project managers and engineers develop project implementation plans to identify critical success factors. The key to keeping a schedule with high-quality submissions is to actively communicate with the team of key milestones of the schedule and monitor quality daily to avoid re-work and delay. Typically, the project schedule will include a “pencils down” internal review date prior to any submission to allow both the PM and the QC manager time to review and adjust. It is anticipated that the QC manager and QC reviewers are not directly involved in the project. Review meetings should convey a consolidated set of comments that can be readily incorporated into the next phase of the work. Quality control is an essential component to accurate deliverable and adherence to schedule.

HSC performs QA/QC for all deliverables and supporting work that generated the deliverable. The project manager collaborates with QA/QC officer to ensure that all materials have a QA/QC review, the QA/QC form is filled out to document the reviewers through the QA process. The project manager is responsible for ensuring that all QA/QC documents are saved to the project folder include the file naming convention to maintain chain of custody. Before the QA/QC form is signed by QA/QC officer, the officer confirms with PM the deliverable status. HSC retains deliverables and supporting materials for projects for five (5) years in a reasonably accessible location. HSC utilizes a cloud-based time and budget management system that is updated and can be monitored by the project manager daily. This software provides a one stop location for a project manager to track earn value, deliverables & status of tasks, decision logs, action item logs and the risk register. It also allows close control of who is working on the project and budget compliance. In addition, a weekly budget summary is provided prior to a weekly management meeting, where tasks and workload are assigned to all personnel is discussed.

Comments received from the City and other agencies during preliminary design will be incorporated in the preparation of 60%, 90% and final drawings, specifications, bidding and contract documents, and construction cost opinion. Our experience with water projects includes the understanding that one of the crucial success factors of a project is collaboration with the operations staff to evaluate the existing issues or root cause and perform a life cycle cost evaluation of the current and future operating conditions and make recommendations on how to optimize project and design approach.

HSC is keenly aware the first step to bring projects in on time and within budget is proper project planning by developing a strong working scope of services. HSC lays out specific scopes of services and budgets that are carefully adhered to. To assist with this, HSC uses software and a management program to provide current and accurate budget and scheduling information. The second process involves communication and reviews of work progress. These reviews will not only be conducted internally

15 | P a g e among our team members but will also involve City staff to ensure that there is a mutual understanding of project expectations and necessary adjustments. Finally, HSC staff develop a knowledge base as another key project implementation process.

The project is not complete until the design is successfully bid and constructed. In the last year HSC has kicked off the construction of McIntosh Trails and strive to provide the City as much support as needed during this critical phase. The construction cost estimates for the McIntosh Park Trails project were just lower than the estimated and allowed a preferred alternative bid option to be implemented on the project. The HSC team includes a licensed Florida Certified General Contractor who can work with the Contractor to achieve scheduling milestones. This process all starts at project bidding through providing clear documents that not only state the design elements but also clearly provide the goals of the City.

Design projects typically include support on bid solicitation, conduct pre-bid meeting, evaluate bids, recommend bid award, process Notice of Award, provide responses to Bid questions and clarification, process Notice to Proceed and conduct pre-construction meeting. To facilitate the City streamlining staff resources HSC can support shop drawing and submittal reviews, monthly progress meetings, resident or periodic site observations, substantial and completion inspections, punch-list preparation, response to Contractor requests for information, progress payment review, record drawings and project file maintenance.

The importance of startup services and working with the Contractor assures the project meets the intent of the design. HSC utilizes the latest drone technology to document regular construction progress. This simple but effective tool helps facilitate communication and minimize change orders.

Our team will process contract completion documentation including release of liens and final payment and preparation of certifications of completion, as-built drawings and as required by regulatory agencies.

Relevant Experience

HSC is pleased to offer Plant City a diverse array of engineering, scientific, and technical resources to support general engineering, stormwater, wastewater and water professional services. Our team of engineers and scientists have great experience with studies, design and permit of water treatment plants in Florida, study, design and permitting of wastewater treatment plant upgrades, designing stormwater treatment ponds, hydraulic modeling services (worked on all of Polk County system models).

HSC has done projects throughout central Florida.

Through these projects, we have developed a great working relationship with the Water Management Districts and are familiar with their standards and processes.

A key need to develop and implement infrastructure projects is funding assistance to offset project costs. Our team has developed a successful funding approach that includes a comprehensive review of funding sources and the requirements of those respective sources such as match requirements, Davis Bacon and other federal requirements, maximum award amount etc. HSC successfully supported Clay County Utility Authority to obtain $3 million in legislative appropriation through a combination of agency briefings, executive white papers, and discussions with legislative aids. Our funding plan experience includes not only grants (appropriations, WMD cost share, DEO and stormwater) but also financing through State Revolving Fund (SRF) and Water Infrastructure Finance and Innovation Act (WIFIA).
