In accordance with Section H.26: "All contractor employees seeking to provide services to TSA under a TSA contract are subject to a suitability determination to assess whether their initial employment or continued employment on a TSA contract protects or promotes the efficiency of the agency."
8 RFP C.4.2.2 Will be contractor be responsible for Pre-Design Phase activities for integrated CBISs and OT&E sites? Will the contractor be required to develop high-level methodology to determine EDS equipment requirements, OSR station requirements, and ETD screening station requirements as noted in PGDS version

EQUIPMENT REQUIREMENTS?
The TEDS contractor would be directly tasked to support pre-design phase activities if required in a task order. If the TEDS Contractor is used for full design of in-line systems, TSA will provide assistance in determining the quantities of equipment to be provided based on actual FDRS data.

9 RFP C.4.2.2 During the design phases for fully inline and mini-inline CBISs there are (3) sub-phases; Pre-Design , Schematic Design, and Detailed Design. Will the contractor be held responsible, at the Schematic Design Phase and at the Detailed Design Phase, to provide either a dynamic nonvisual simulation and/or a visual dynamic simulation of the system?
A simulation will not likely be required and would be specifically tasked in the task order if required.
10 RFP C.4.2.2 Will the contractor be responsible to meet all deliverable requirements listed in tables 2.4 and 2.5 of the PDGS v4.2 , pp. 2-9 and 2-10, for all respective fully inline and min-inline CBIS projects including OT&E sites?
Design requirements will be specified by Task order. It is anticipated if the contractor is tasked for a design phase, all deliverables in PGDS pages 2-9 and 2- 10 would be required.
11 RFP C.4.2.3 Would the TSA please clarify the meaning of "immediately" when referring to the time period in which site modifications must be identified?
This will depend upon phase and urgency of the project. As stated "prior to work commencing".
12 RFP C.4.3 To what does "as outlined in the base contract" refer in the sentence that states, "The Contractor shall use certified technicians when handling, installing, and decommissioning the equipment as outlined in the base contract"?
Phrase has been removed from the RFP.
13 RFP C.4.3 Would the TSA please clarify its requirements for being a "certified technician"? OEM Certified. RFP has been revised.
14 RFP C.4.3.7 What are TSA's expectations if the TEDS contractor requests additional supporting documentation in a timely manner but it is not provided in time to meet the 10-day invoice review deadline?
The Government expects the Contractor to notify the Regional RDC and CO in time to ensure the 10 day interval is met.
15 RFP C.4.6 What is the timeline requirement for the contractor to submit the Test Readiness Notification (TRN) to the Government project lead and Acceptance Test Team Contractor notifying that the site is ready for iSAT.
The standard timeline is to submit the TRN by the Wednesday prior to starting ISAT the following Monday. A minimum of 3 business days. RFP has been revised.
16 RFP C.4.6 Will the TEDS contractor be required to perform ORT for the EDS scanners relative to an integrated CBIS, or is this only required for for OT&E sites?
EDS ORT is conducted by the OEM and witnessed by TSA's Acceptance Testing contractor. Only if the OEM is subcontracted by the TEDS contractor would the TEDS contractor be considered by contract relationship to be performing the ORT of an EDS unit.
17 RFP K.6 Per RFP clause K.6, Original Equipment Manufacturers (OEMs) may have a potential conflict of interest in the following (non-exhaustive) areas: (i) preparing specifications or work statements for items being procured under TEDS, (ii) providing evaluation services, and (iii) possessing access to proprietary information and/or has access to information that could provide them with an unfair competitive advantage. Will the TSA confirm that such an impaired objectivity cannot be mitigated? If not, please explain.
TSA cannot confirm whether an OCI issue can be mitigated prior to an evaluation of the circumstances and mitigation plan.
18 RFP F.4 c) Where in the pricing template do a bidder put the costs for the TEDS contractor's costs to develop a "Task Plan"?
Task Orders 01 and 02 do not require Task Plans. Costs to develop Task Plans for future Task Orders will be bid and negotiated at the Task Order level.
19 RFP H.13 Clause H.13 states: "The Contractor is required to procure at its own expense, and keep in effect at all times during the term of this task order, the types and amounts of insurance specified by each airport authority." Does this statement imply that premiums required by specific airports can not be charged to the contract? Does the airport-specific insurance need to be in effect when no work is taking place at the airport?
The Contractor will be reimbursed by TSA for the insurance premiums required by specific airports. Airport specific insurance does not need to be in effect when there is no work.

20 RFP H.17 and H.20 The two sections address cases in which the TEDS contractor must notify TSA of personnel changes and the actions the TEDS contractor must take in such cases, although the wording in the two sections is not the same. For example, H.17 specifies a 48-hour notification requirement, while H.20 specifies a "not later than one day" requirement. Would the TSA please clarify the requirements for what a TEDS contractor must do when a contractor's employee no longer works on the TEDS contract?
Section H.20 is hereby revised to require 48-hour notification.
21 RFP H.19 Would the TSA please clarify to which contractor personnel the requirement to complete the TSA's "Workplace Violence Protection" training applies? How will contractor personnel access the TSA Online Learning Center? Where should these costs be included in the pricing template?
H.19 is hereby deleted.
22 RFP H.22 Is the training referenced in the sentence, "Contractor personnel will be required to complete online training for SSI, Informational Security and Privacy training, if required by the DHS Component Agency" required for the TEDS contract? Where should these costs be included in the pricing template?
These associated costs for the completion of this training should be included in pricing. TSA cannot specifically direct where the associated costs should be included in the price proposal.
23 RFP H.25 Would the TSA please confirm that the period of performance of the TEDS contract will begin 60 days after contract award to allow for the "Enter On Duty Suitability Determination"? Where should the costs to prepare and submit the "Entry On Duty Suitability Determination" data be included in the pricing template, given the effort occurs prior to the start of the period of performance?
Yes, the period of performance will start 60 days after contract award to allow for "Enter On Duty Suitability Determination" unless a modification is executed for an earlier effective date. TSA does not reimburse separately for the submission of "Entry On Duty Suitability Determination".
24 RFP H.26 If TEDS contractor personnel have already passed an "Enter On Duty Suitability Determination" on another TSA contract (e.g., SESI), will they be required to undergo another one or may they immediately begin work on the TEDS contract?
This matter will be addressed on a case by case basis. Plan for each employee to undergo the "Enter On Duty Suitability Determination". However, if the contract is still active when the TEDS contract is awarded, the contractor personnel may begin once the appropriate information is updated and processed by the Personnel Security Division (PerSec).
25 RFP H.28 Would the TSA please clarify to which TEDS contractor employees the requirement to sign a Computer Access Agreement applies?
Computer access agreements will be required of all employees issued a Government Computer and access to the TSA Network (White Package).
26 RFP H.30 Given that TEDS task orders, other than Task Orders 1 and 2, will be awarded on a non-competitive basis, would the TSA please clarify how the TSA's Task and Delivery Order Ombusdman" may become involved in the TEDS contract?
Section H.30 is hereby deleted.
27 RFP H.5 In which element of the pricing template is the cost of "Compliance with this Special Contract Requirement" to be included?
Costs associated with completion of this special contract requirement are not separately priced.
28 RFP H.9 and H.28 H.9 discusses non-disclosure agreements, as does a sub-section of H.28. How do these requirements relate to each other? Would the TSA please clarify which contractor employees must sign non-disclosure agreements, as the wording in these two sections is not identical?
H.28 is specifically pertains to contractor personnel that are onboarding with TSA and H.9 refers to isolated situations that would require contractor personnel to execute a non-disclosure agreement for isolated situations, as stated in the subject clause, that are warranted by the Contracting Officer.
29 RFP I.11 The DHS Mentor-Protégé program provides monetary incentives to offset the costs of mentoring a qualified protégé. Does this apply to TEDS?
This does not apply to TEDS.
30 RFP I.12 Would the TSA please clarify how I.12 applies to construction work performed inside airport terminals?
I.12 address special precautions for work at operating airports, it does not specifically address work that is performed within the airports.

31 RFP I.4 (a) To what "Schedule" does this paragraph refer? "Schedule" refers to Section B - Supplies or Services and Prices/Costs.
32 RFP I.4 (b) To what minimum and maximum quantities does this paragraph refer? Minimum and maximum quantities are identified under Section B.2 -
Minimum/Maximums for the RFP.
(a) The minimum guarantee for each base IDIQ contract will be one million dollars ($1,000,000) over the entire contract term/period.
(b) The specific products and quantities will be identified in each TO issued under the base IDIQ contract.
(c) A combined maximum ceiling of four hundred and fifty million dollars ($450,000,000) is established as the cumulative total of all orders issued under all three (3) contract awards.
33 RFP I.5 (c) Section F.3 states that the TEDS contract duration is five years. What does paragraph I.5 allow the Government to do, given that I.5 (c) states, "The total duration of this contract, including exercise of any options under this clause, shall not exceed 5 years"?
Section I.5 is hereby deleted.
34 RFP L.3.1/M.2.1 TSA requires offerors submit a proposal for each region they intend to bid and an "all" proposal if they intend to compete for all three regions. Considering the importance of supporting each region, what evaluation criteria will TSA use to evaluate an "all" proposal that is different than the three regional proposals? If regional awards have been determined through three successive regional best-value evaluations, will a successful "all" offeror override the three regional evaluations? Will the "all" proposals be evaluated against only other "all" proposals?
The option to submit an "all'' proposal is hereby deleted from the RFP.
35 RFP L.4.a RFP Section L.4 a.states "The SOW Cross Reference Matrix maps each requirement from the SOW to the appropriate place in the proposal (Vol., Sect., Page and Paragraph) addressing the requirement." Given that Offerors' numbering structure typically extends to the fourth level (e.g. 1.1.1.1) and may have more than one paragraph within these sections, will the Government clarify that multiple paragraphs within these sections do not require additional numbering and/or lettering? (note: by permitting us the freedom of not numbering or lettering multiple paragraphs under the lower level headings, the outline is much more reader/user friendly)."

36 RFP M.2.1 Section M.2.1 indicates that the "...TSA reserves the right to assign performance risk to an Offeror winning one region when considering its proposal for any remaining regions." Please clarify how this performance risk rating will be assigned/assessed. Additionally, since this risk rating appears to only come into play once one region has already been "won", can you provide more information about the order in which the award decisions, by region, will be made?
Performance risk will be assigned in accordance with the TSA's source selection plan which is source selection sensitive. TSA will not identify the order of evaluation. As stated in M.2.1, "A best value trade-off determination will be made separately for each region and for the proposal for all regions. A trade-off decision will then be made between proposals for the separate regions and the proposal for all regions."

Together, factors 1, 2 and 3 are significantly more important than factor 4." Is it correct to assume that Factors 1, 2, and 3 are each individually more important than Factor 4?

38 RFP C.3.11.1 Would the TSA please clarify how the security requirements of C.3.11.1 apply to a TEDS contractor and its handling of Government Furnished Property?

No, one Program Management Plan will be required by the Contractor for the IDIQ contract.
41 RFP/TO 2 Pg 5/para 4.2 TSA invites us to "provide for additional Key Personnel…" May we include their resumes with the PM resumes in VOL I/Section 3?
No.
42 Attachment J.4 1.0 Why does the TSA believe that "[a]ny modifications to the SOW requirements of the Base Contract are applicable to this TO only" and not to other task orders awarded under the base contract?
Section has been updated to reflect Modifications to the Base Contract will be applicable to all Task Orders.
43 Attachment J.4 Section 5.0 The TO-01 deliverables section references CDRL TEDS A008 for the Quality System Plan with the corresponding DID # DI-E-08. It further references the TEDS SOW Section 3.7 which covers Data Management, which appears to be inconsistent.
The TO-02 and the RFP reference the Quality Assurance Plan (QAP) as being a component of the Program Management Plan (CDRL 01 and CDRL A008 respectively). Is the intent that the Government requires a separate Quality System Plan for TO-01? If so, will the Government be providing DID DI-E-08?
Reference to DID # DI-E-08 has been removed. Yes, the Government will require a separate Quality System Plan for TO-01.
44 Attachment J.5 10.0 To what text does the reference to "paragraph 10.10.1" refer? Section has been updated to reflect Section 4.9.1.
45 Attachment J.5 14.0 Would the TSA please explain the differences between the list of deliverables in Attachment J.5 Section 14.0 and RFP Section C.7?
CDRLs referenced in both RFP Section C.7 and Attachment J.5 Section 14.0 will only require one submittal by the Contractor.
46 Attachment J.7 Would TSA consider increasing the page limit for Past Performance Statements to five pages per citation? If not, given Att. J.7 was provided in a table format, is it permissible to reduce the font size in the provided table to no smaller than 8 point font (Section L 3.2.2b (Margins and Fonts)) to allow for additional content to fit within the current 3-page restriction? The current font size is 11 pt.

52 RFP L.4.c/M.4.2 TSA indicates that an offeror proposing one, two, or three regions should "specifically address how it anticipates performing the entire scope of work…" Would TSA please clarify that an offeror proposing a single region need only perform the entire scope of work for that region alone (or similarly if an offeror proposes two regions or three regions). It could otherwise be interpreted to mean than an offeror for a single region would need to explain how it would perform for multiple regions and the entire TEDS scope of work.

53 RFP C.7 To what system is TSA referring when it says that "The Contractor shall leverage its automated data management system"?

54 RFP H.23 This section addresses the requirement for a Continuity of Operations Plan (COOP), but a COOP is not listed in C.7 as a deliverable. Is the COOP a deliverable under the TEDS contract? Does it apply to the overarching contract or to each task order? Is the cost to develop it to be included in any part of the pricing templates? Would the TSA please confirm if the "Annual or Periodic COOP Exercise" is required, and if so, if the cost to conduct it is to be included in any part of the pricing templates? Would the TSA please confirm its requirements for "surge capacity" and where in the pricing templates the surge resources are to be priced?
The COOP is not a contract deliverable but shall be available for review by the government if requested, and it applies to critical work being performed (i.e.
under Task Order). The requirement for an "Annual or Periodic COOP Exercise" is hereby deleted. In the event surge capacity is required and results in a change to a TO, any cost impact would be addressed at that time.
55 RFP H.27 To what TEDS contractor systems is the Government requiring access? Should the TEDS contractor's costs to support "Government access [for] independent validation test of controls, system penetration testing by the Government, Federal Information Security Management Act (FISMA) data reviews, and access by agency Inspectors General for its reviews" be included in the pricing templates?
Section H.27 is hereby deleted.
56 RFP H.27 What is the timeframe in which we should expect the "contracting officer in coordination with the CISO" to approve a TEDS contractor's submission, which will then allow the TEDS contractor to use "contractor-owned laptops or other media storage devices to process or store PII"? Since we may have to store PII to meet the "Enter On Duty Suitability Determination" submission requirements, will there be enough time during the 60 days between contract award and the start of the period of performance to get the CO+CISO approval and get the "Enter On Duty Suitability Determinations" completed?

57 RFP H.29 Would the TSA please specify to which predecessor contracts H.29 applies? How is a TEDS contractor supposed to identify service employees of another company who may be entitled to a right of first refusal of employment under the TEDS contract?
The incumbent contractors are Boeing (HSTS04-09-D-ST2232), Lockheed Martin (HSTS04-09-D-ST2234), Raytheon (HSTS04-09-D-ST2233), and Leidos (HSTS04-09- D-ST2235). The TEDS contractor has to work with the above contractors to meet this requirement.
58 RFP L.4 e. 1) and M.4.4 M.4.4 has a 75% completion requirement for past performance citations, which does not appear in L.4 e. 1). Would the TSA please confirm that the 75% completion requirement should also be part of L.4 e. 1)?
Section L.4 e.1) is hereby revised.
59 RFP L.4 e. 1) Does the 10% participation requirement apply also to teaming partners or just major subcontractors?
The 10% participation requirement only applies to major subcontractors.
60 RFP M.2.1 Would the TSA please clarify what "in succession, not simultaneously" means? In what order will the three regions be competed?
TSA will evaluate one region at a time. TSA will not reveal the order of evaluation of the three regions.
61 RFP M.4 What rating system (e.g., adjectival) will the TSA use for each non-price evaluation factor? If an adjectival (or equivalent) system will be used, what are the possible levels that will be assigned for each factor?
TSA will use an adjectival rating system in evaluating proposals. The particulars are considered Source Selection Sensitive and will not be disclosed.
62 RFP M.4.1 The text states, "Small business Offerors will receive the highest rating under this factor." Does the TSA mean that all small business offerors will receive the highest rating for Factor 1 (Management Appraoch) automatically? Can a large business offeror achieve the same highest rating as a small business offeror for Factor 1?
Section M.4.1 has been revised to clarify that small business offerors will be determined to have a major strength under Socio-Economic Considerations under the Management Approach Factor instead of receiving the highest rating for the Management Approach Factor.
63 RFP M.4.5 Would the TSA please clarify what is meant by "Weight multipliers of 1, 1.5, and 2, as designated in the TSA's Source Selection Plan, will be applied consistently to every pricing worksheet for every proposal"? What is the purpose of these weighting factors?
The extended fixed unit prices will be multiplied by weight multipliers to assign value and weight to specific services.
64 Attachment J.5 3.0 So that bidders know what to price for Task Order 2, would the TSA please clarify the differences between the "overarching IDIQ level PMS" covered by Task Order 2 and program management services (PMS) covered in other task orders to be issued?
Overarching IDIQ level PMS are those program management services that are performed to manage the contract. Other task orders to be issued will include additional program management services that are performed to manage the specific task order.
65 Attachment J.5 4.0 RFP Section 3.1.1 states the TEDS contractor's program management plan (PMP) should address "the requirements of individual TOs" and "how the TO will be effectively and efficiently managed." Please confirm if this means that separate PMPs will be submitted for each task order or whether there is only one PMP for the whole contract as implied by Attachment 5 Section 4.0.
Separate PMPs will not be required for each individual Task Orders however based on the individual requirements, the PMP may require updating when certain Task Orders are awarded.
66 Attachment J.5 4.1 How does schedule management apply at the IDIQ level? (RFP C.3.3 states that schedule management applies to individual task orders.)
RFP Section has been updated to include IDIQ level scheduling requirement.
67 Attachment J.5 4.1 What scope of work will be covered by the "first draft baseline IMS," which "is due for review 15 days from TO [2] award date"?
This will be determined based on the Governments requirements at the time of award.

Excel Row 62 Excel row 62 in the pricing templates for each region seems to be a duplicate, and asks for pricing for Site Lead - Stand Alone CBT for CAT X & I even though the prior row is asking for the same information. Will the TSA please confirm that Row 62 should ask for CAT II-IV?
Row 62 should state "Site Lead - Stand-Alone CBT (CAT II, III, and IV)". See Response to #51.

Excel Row 73 The RFP indicates that fee on future task order is a negotiable item. Would the TSA please confirm that any negotiated fee will be under the maximum fee proposed under the IDIQ, and will not exceed the provided cap?

The tabs which calculate the TWP for years 2 through 5 are linked to the unit prices for year 1. Would the TSA please a) confirm that this is intended, or b) provide a corrected pricing template?
It was not intended. See Response to #51.
71 RFP M.4.5 The RFP states that TO 1 and TO 2 are anticipated to be awarded based on the Offeror's proposed unit pricing. However, there does not seem to be an explicit statement communicating how the TSA will use the proposed unit pricing in future task orders other than TO 1 and TO 2. Would the TSA please clarify how it intends to use the proposed unit pricing in future task orders?
Proposed unit pricing will be incorporated into the contract and will be used to price future task orders.
72 RFP SEC M/4.1.1. TSA recommends we pursue a DHS mentor-protégé relationship with a qualified small business. Will we get full credit by submitting an existing approved DHS mentor-protégé letter?
Existing relationships may be considered favorably.

It is up to Offerors to determine how they address these factors in their fixed unit prices.
