Solicitation Questions:
1) Solicitation: Please confirm proposal delivery address.
The written proposal delivery address has been confirmed in RFP SECTION V
PROPOSAL SUBMISSION INSTRUCTIONS, under II. SUBMISSIONS.
To ensure the packages are received properly and delivered to the correct location, vendors are encouraged, though not required, to use tracking number confirmation offered by the postal carriers.
2) Solicitation: CLIN Schedule. General (Billing). With the given CLIN structure in the solicitation, is it the Coast Guard’s intention to have separate billing for each
IDIQ/FFP/Discretionary CLIN? Will the Schedule B at the time of award show how many Firm Fixed Price line items there are for invoicing? This information is necessary for estimating staffing.
It is not the Government’s intention nor want to have separate billing/invoices for each type of CLIN that is performed. The vendors can include any/all CLINs performed and completed during the previous month on the same monthly invoice. However, when submitting monthly invoices, the vendor shall clearly indentify the specific CLINs for which they are billing for on the invoice. The process for submitting invoices will be refined with the awardee during the post-award orientation conference.
3) Solicitation: RFP, page 4, Continuation of SF-1449 Blocks 19-24: Schedule of
Supplies/Services. The NOTE discusses contractor shall not escalate labor rates for wage determinations and CBA. No mention of Exempt wages. Please confirm Exempt wages may be escalated for each additional year.
Yes, exempt wages (not covered by wage determinations or CBA) may be escalated as the vendor sees fit. The solicitation has been revised.
4) Solicitation: Section II (aq). Page 35 of 94. Section II (aq) states ‘The contractor shall provide evidence of licenses and permits to the KO with the submittal of their price proposal documentation’. Please specify which licenses and permits the contractor is submit with the price proposal.
A list of current licenses, permits, and certifications are now listed in TE 27.1. Please note that this list is being provided for assistance with proposals but it is up to the offeror to make sure they have what they need during the course of the contract to comply with all local, state, and federal licenses, permits, and certifications.
5) Solicitation: The Government didn’t provide the contract start date or Periods of
Performance. Would the Government please provide the contract start date and Periods of
Performance?
Please see “Contract Period of Performance” in Continuation of SF-1449, Blocks 19-24, Schedule of Supplies/Services.
6) Solicitation: SF1449 block 20. Block references IDIQ contract and “other” work but doesn’t specific the “subject” work. Will the government clarify what is meant by the term other work and how it relates to work not previously mentioned?
The word “other” has been removed from Block 20. The minimum guarantee will be funded directly on the initial award contract itself and will be applicable to the task first task order issued for the Transition Period. All work will be initiated by issuance of task orders against the contract. The minimum guarantee is further explained on Page 4, Continuation of SF-1449 Block 26: Total Award Amount.
7) Solicitation: RFP page 4; 3rd paragraph starting with “This is a single award
Indefinite-Delivery...” and file named “CLIN Schedule of Prices.xlsx”"“The phrase
“Services to be furnished under this contract shall be ordered by the issuance of task orders by the KO” doesn’t specify which type of service from the choices
(“Discretionary”, “IDIQ” or “Standing”) the government is referring to from the choices referred to under column C (entitled “Type of Work”) in the file “CLIN Schedule of
Prices.xlsx”" In order to be able to estimate the cost of performance, will the government clarify whether any of the Type of Work Categories entitled “IDIQ” within each CLIN
(eg x001, x002, etc) may be ordered on a task order at the same time or within the same month that a single Standing Unit “/Month”? may be order?
Please see explanation added to RFP Continuation of SF-1449 Blocks 19-24: Schedule of Supplies/Services.
8) Solicitation: RFP page 4 5th paragraph starting with “NOTE:” The statement “The contractor shall not escalate labor rates since, at each ordering period, any updated wage determinations/amendments to collective bargaining agreement will be incorporated at which time the contractor may request a wage adjustment in accordance with the Service
Contract Labor Standards and/or Construction Wage Requirements provisions of this contract.” Indicates the government is expecting all personnel to be Non-Exempt from the FLSA. Will the Government clarify that this pertains to CBA Labor rates only and not exempt labor rates.
See revision to this paragraph in attached Amendment.
9) Solicitation: RFP page 4; 3rd paragraph starting with “This is a single award
Indefinite-Delivery...” and file named “CLIN Schedule of Prices.xlsx” "“The phrase
“Services to be furnished under this contract shall be ordered by the issuance of task orders by the KO” doesn’t specify which type of service from the choices
(“Discretionary”, “IDIQ” or “Standing”) the government is referring to from the choices referred to under column C (entitled “Type of Work”) in the file “CLIN Schedule of
Prices.xlsx” Will government clarify whether more than one of any of the Estimated
Quantities (eg 12) of Type of Work Categories entitled “Standing” within each CLIN (eg x001, x002, etc) may be ordered on a task order at the same time? For instance, is it possible for the Government to order on a task order Qty 2 of SUB CLIN x002AA on the same task order?
Please see explanation added to RFP Continuation of SF-1449 Blocks 19-24: Schedule of Supplies/Services.
10) Solicitation: RFP page 4; 4th paragraph starting with “Estimated Quantities” The government states that estimated quantities may vary depending on the needs of the U.S.
Coast Guard. Will the Government provide the range of variances for each SUB CLIN?
Based on historical and other means, the Government believes these estimates to be close to the amounts actually needed. A range of variances will not be provided.
11) Solicitation: Section II – Contract Clauses, Terms, and Conditions. Page 40 of 94.
The solicitation incorporates FAR 52.222-41, Service Contract Labor Standards (May
2014). However, the solicitation did not provide a copy of the prevailing area wage determination (WD number 2005-2017, revision 21 dated 12/29/2015). Is it the
Government’s intent that all Service Contract Labor Standards labor be proposed as positions within the current CBA, which was provided with the solicitation? If no, will the Government provide a copy of the prevailing area wage determination?
The Collective Bargaining Agreement (CBA) shall be adhered to for all rates listed in the
CBA. For non-exempt positions (non-supervisors/non-managers, etc) not part of the
CBA, the service wage determinations and construction general decisions that are now attached apply to this contract.
12) Solicitation: FAR Clauses. Recommend the Government include FAR 52.248-1
(check) for Value Engineering to the solicitation clauses.
This clause has been added to page 22 of the Solicitation under clauses. It is highlighted in Yellow on there, but is not a construction clause.
13) Solicitation: FAR 52.222-32 Construction Wage Rate Requirements – Price
Adjustments (Actual Method). Please provide a template on how wage determinations are adjusted and implemented on a year-to-year basis.
There is no specific template required for these adjustments. If construction wages and/or their fringe benefits increase/decrease to comply with a revised wage determinations/CBA, the contractor will be allowed 30 days (unless extension is allowed) to provide their wage adjustment request which must supported with appropriate documentation to the contracting officer. This process is virtually identical to how service contract wage adjustments are processed. Any revised wage determinations will be incorporated into the recurring services task order issued annually. Please read the FAR
Clause 52.222-32 for more information.
14) Solicitation: Section III List of Attachments. Pages 45 to 47 of 94. Section III List of Attachments does not include TE 12.3 and TE 26.4. Were these numbers intentionally skipped?
Yes, they were intentionally skipped.
15) Solicitation: SF 1449, Blk 8. Offer Due Date. Would the government consider extending the due date two weeks; due 22 July 2016 0400 PM, Pacific.
The Government has extended the written proposal due date to 30 September 2016 in
Amendment #7.
16) Solicitation: Page 47 FAR clause 52.216-1. Definition of standing work and/or recurring work. Does the government consider CLINs for standing work to mean recurring work?
Yes, the Government defines Standing Work to mean recurring, on-going work in accordance with the requirements of PWS. Please see Appendix A, Definitions.
17) Solicitation: Section IV, Factor 1: Management Approach, Subfactor 1(b)1. Page 53 of 94. It is our understanding that Critical Management staff position descriptions are required ONLY if resumes are used in Factor 2 to show experience in specific functional areas. Can the Government confirm if our understanding of the instructions is correct?
Section IV PROPOSAL INFORMATION REQUIREMENTS of the RFP, FACTOR 1, Subfactor 1, paragraph b. defines “Critical Management Staff” as “…positions that the offeror identifies as critical to the success of the contract.” As part of your organizational plan, we want to know which positions the offeror considers “critical” to successful performance. This could be a corporate or onsite position. We have identified two positions that the Government considers critical, the project manager and the assistant project manager and have asked for position descriptions accordingly. Any additional position descriptions are required only if the offeror identifies some other position as critical to ensuring successful performance. If any person is used to support experience in a functional area, then that adds another reason for being designated as “critical.”
18) Solicitation: Instructions: Use of visual aids for oral presentation. Will Government allow the use of visual aids during the oral presentation? If so, what types of visual aids will the government allow?
Please see pages 60-62, paragraph #3 of the solicitation for this response. Pre-prepared visual presentations are only allowed during Part one of the oral presentations. Please note that the offeror will only be allowed to use the resources provided by the
Government to respond to Part two, the Q&A sessions. “The Government will provide a whiteboard, paper, writing materials and flipchart for the offeror’s use. The offeror shall not bring any computers, tablets, or smart phones into the caucus room.”
19) Solicitation: Section V - Proposal Submission Instructions. Text size does not address table and figure text size. Because traditional text size for figures and tables is typically acceptable at 10 pt font, (by restricting to 12 pt font, images and tables would be larger than they would need to be to still be perfectly acceptable and easy to read), would the government allow bidders to use table font and figure fonts and figure and table titles of 10 pt font Times New Roman for these elements of the written proposal?
Yes, the Government will allow 10 point Times New Roman font for these tables, graphs, and charts, see Amendment revision to this Section. All other pages shall be no less than
12 point Times New Roman font.
20) Solicitation: FAR 52.212-1. III. Format and Page Limitations
Request that the page restriction for Corporate Support be increased to 2 pages.
Request that the page restriction for Position Descriptions be increased to 2 pages each.
Request that the page restriction for Critical Management Staff Resumes be increased to 2 pages each.
The Government accepts the vendor’s request and these page limits will be increased as described above. Please see page 53 of the solicitation for the updated page counts.
21) Solicitation: Section V – Proposal Submission Instructions: The section details the formatting requirements for the proposal. Does the Government have font, line spacing, and margin requirements for the technical for Volume I?
Yes, the Government does have these requirements. Please see the revised, attached
Solicitation with these revisions made.
22) Solicitation: Section V – Proposal Submission Instructions. IV. Proposal
Information Requirements, Factor 2, Subfactor 2: Critical Management Staff Resumes.
The requirements for resume content in a) seem structured more for a company’s experience than a persons. Asking for “Contract No., Dollar Value of Project, and Period of Performance” are generally requirements for company contract experience, and not something people know or include on their resumes. Suggest these requirements be eliminated.
In this case, the experience of critical management is being allowed to be counted as corporate experience. As such, this information is necessary and will not be removed.
23) Solicitation: Section V – Proposal Submission Instructions. IV Proposal
Information Requirements, Factor 3: Staffing. If offeror explains rationale of proposed productive hours and FTE calculation, can offeror use their methodology or does the offeror have to use the Government methodology?
There is no methodology provided in the RFP. There is an illustration provided as an example only. It is very likely that offerors will calculate FTE differently depending on many factors. What is important is that the number of ACTUAL expected “productive hours” is shown with the staffing plan so those differences can be evaluated. The RFP has been revised to request an explanation of how the productive hours were calculated.
24) Solicitation: Section V – Proposal Submission Instructions. IV Proposal
Information Requirements, Factor 3: Staffing. Request clarification if offerors shall include Standing, Discretionary and IDIQ proposed hours or just Standing Work hours on the staffing matrix?
The Staffing plan has been divided into two parts one applicable to All CLINs for
Standing work & IDIQ and a 2 nd
Staffing plan for the Discretionary CLINs only.
25) Solicitation: Section V – Proposal Submission Instructions: The section details the formatting requirements for the proposal. Since we are limited to 1 page for the
Corporate Support section, will the Government allow an 11x17 to accommodate a graphic?
Yes, the Government will allow larger pages under certain circumstances. Please see the revised, attached Solicitation with these revisions made.
26) Solicitation: Section V, Factor 1, Subfactor 1(a). Page 53 of 94. Where should the copies of the Joint Ventures (JVs) and Mentor/Protégé Agreements be placed within the volume as they are outside of page count?
All JV and/or Mentor/Protégé Agreements shall be placed in Volume I under the Factor
One: Management Approach Section. They can be inserted at the end of Factor 1. These documents will not count against your overall page count.
27) Solicitation: Section V – Proposal Submission Instructions, III. Format and Page
Limitations, Volume II – Cost/Price Proposal. Page 55 of 94. The solicitation instructions state to, “Provide company checking and savings account numbers, names, addresses and telephone numbers of banking institutions, a point of contact with their direct valid telephone number, email address and facsimile number with Release of Information
Authorization signed by an officer of your company for each account.” In lieu of submitting this information, may Offerors provide written documentation from a bank indicating the line of credit available to the Offeror and demonstrating the company’s financial capability?
Yes, that is acceptable. The purpose of requesting this information is to ensure that the offeror has adequate financial resources available to perform. We need a letter from your bank(s) stating you have adequate financial resources, lines of credit, etc., to perform a contract of this magnitude. Offeror must demonstrate they have or can get adequate financial resources to support and perform all requirements of PWS throughout the term of the contract. Offeror shall submit overall financial capability and strength of current relationships with financial institutions. The solicitation has been amended as such.
28) Solicitation: Section V I.5. Page 53 of 94. Section V I.5 states that, "Pages shall be no larger than 8 ½” X 11” including any charts, graphs, and/or matrices. All pages shall be easily readable and in 3-ring binders. Proposals shall be submitted on double-sided, 30% post-consumer fiber paper whenever practicable." May Offerors use 11" x 17" paper where practical to allow for better flow and readability of the proposal?
Yes, the Government will allow larger pages under certain circumstances. Please see the revised, attached Solicitation with these revisions made.
29) Solicitation: Section V, Factor 2: Experience, Subfactor 1: Corporate Experience.
Pages 56/57 of 94. When addressing Corporate Experience for a Joint Venture the
Government identifies “primary member” as the provider of valid corporate experience.
Does the Government define “primary” to mean “the primary” or “a primary” member?
The Government intends for this to mean “one of the primary members of a JV.” Please see Amendment 0002.
30) Solicitation: Section V, Factor 2: Experience, Subfactor 1(a): Corporate Experience.
Page 56 of 94. Instructions state only experience demonstrated by the prime contractor or primary member of a JV shall be discussed. Does the Government define “primary” member of the JV to include any JV member or just the majority member?
This has been revised. Please see updated Solicitation.
31) Solicitation: Section V, Factor 2: Experience, Subfactor 1(b): Corporate
Experience. Page 57 of 94. Subfactor 1(b) states ‘Corporate experience is valid if it was performed by the prime contractor, a major subcontractor, or primary member of a JV. A
“major subcontractor” is one accomplishing 10% or more of the value of the work under the total contract.’ As Corporate Experience includes that of a major subcontractor accomplishing more than 10% of the value of the work, will the Government confirm that
Corporate Experience of a JV includes all JV members.
Yes, Corporate Experience of a JV includes all JV members, see Amendment 0002.
32) Solicitation: Section V, Factor 2: Experience, Subfactor 1: Corporate Experience.
Page 57 of 94. Subfactor 1 states ‘If there is no check beside in either column, it means that experience in these areas will be considered “extra credit”.’ The Government has indicated extra credit will be considered for areas not checked in the functional areas table, however Section VI Factor 2, Subfactor 1, the Government does not indicate how this “extra credit” will be used or applied in assessing the overall capabilities of the
Offeror. Will the Government please provide evaluation criteria associated with “extra credit”?
The term “extra credit” has been changed to “preferential consideration.” For evaluation purposes, this may result in higher confidence. Please see the revised, attached
Solicitation with these revisions made.
33) Solicitation: Section V. Instructions to Offerors, Page 53 of the RFP. Discrepancy between the number of onsite key personnel positions called out in the PWS. On page 53 of the solicitation, the Government states there are eight on-site key personnel positions identified in the PWS 7.3, however, in the PWS 7.3 there are 12 key personnel positions.
Will the Government please clarify the number of key positions?
You are correct; there are twelve (12) key personnel per the PWS and HSAR 3052.215-
70. This Solicitation is amended accordingly.
34) Solicitation: Section V-Proposal Submission Instructions. The Government did not specify a minimum font size or type for written submissions. Does the Government require a minimum font size for written submissions?
This has been addressed in Amendment #2 of the Solicitation. Please see that section for details.
35) Solicitation: Section V-Proposal Submission Instructions. The Government did not specify whether tables of contents are included in the page limitation for written submissions. Are tables of contents included in the page limitation for written submissions?
Table of Contents is not included in the total page count. See revision to Section V – I.3 in the attached Amendment.
36) Solicitation: Section V-Proposal Submission Instructions. Past Performance
Questionnaire (PPQ) form is included on a page that lists solicitation information from the Proposal Submission Instructions section. Will the Government reissue a PPQ as an attachment that does not contain additional solicitation information?
Yes, the PPQ form has been provided as an attachment.
37) Solicitation: Section V-Proposal Submission Instructions, Factor 6: Cost/Price. The
Government has requested that offerors “Provide company checking and savings account numbers, names, addresses and telephone numbers of banking institutions, a point of contact with their direct valid telephone number, email address and facsimile number with Release of Information Authorization signed by an officer of your company for each account.” It is against our company policy to release our checking and savings account numbers. However, we are able to provide a signed letter from our financial institution that contains information on our line of credit and average account balance, along with our banking point of contact. Will the Government please clarify if a signed letter from our financial institution and our banking POC will be sufficient to meet this requirement?
Yes, that is acceptable. The purpose of requesting this information is to ensure that the offeror has adequate financial resources available to perform. We need a letter from your bank(s) stating you have adequate financial resources, lines of credit, etc., to perform a contract of this magnitude. Offeror must demonstrate they have or can get adequate financial resources to support and perform all requirements of PWS throughout the term of the contract. Offeror shall submit overall financial capability and strength of current relationships with financial institutions. The solicitation has been amended as such.
38) Solicitation: Subfactor 1: Organizational Plan (a). Not enough page count to accurately reflect roles and functions for each organizational element. Having a page count of 3 pages including the organizational chart to explain roles and functions for each organizational element is virtually impossible on a contract with the complexities such as
Kodiak BOSS. Will the government expand the allotted page count for this section from
3 pages to 7 pages in order to allow bidders to accurately reflect their proposed organization as well as explanations of each organizational element?
The page count for Organizational Plan has been increased to 5 pages with one page for the organizational chart. See attached Amendment. Please make every effort to be succinct in your explanations.
39) Solicitation: Section V proposal submission instructions, # 5. 8.5 x 11 is not large enough to put an accurate organizational chart with the required detail. Using 8.5 x 11 paper for a detailed organizational chart would make the chart very difficult to read and would not accurately reflect the proposed organization, functional areas, and critical staff.
Would the government consider allowing the organizational chart to be printed on 11.5 x
17 or allow more pages to accommodate the necessary detail for the proposed organizational chart to allow bidders to accurately reflect their proposed organizations and all organizational elements so that it is readable?
This has been addressed in Amendment #2 of the Solicitation. Please see that section for details.
40) Solicitation: RFP, page 56, FACTOR 3: Staffing (Written). The offeror shall also identify the average number of productive hours utilized to calculate a single FTE with calculation (see explanation below chart). There is no explanation below the chart. Is there further information regarding the chart?
The explanation for this was actually located two paragraphs above this said reference now. This sentence is revised accordingly.
Wage Determination (WDs) and Collective Bargaining Agreement (CBA)
Questions:
1) WD/CBA. So as to accurately price Paid Time Off in accordance with the applicable CBA(s), will the Government provide all current CBA Seniority Roster(s)?
Although Amendment #2, page 56, made a revision to rectify this situation. It will be changed again in the next Amendment and additional information for bidding purposes will be provided.
2) WD/CBA. Wage Determination with CBA, page 17, Article 2 Seniority, 3.07
Severance Pay. The cost of severance pay cannot be estimated based solely on the information provided. Would the government supply a seniority list without names to assist in estimating the cost over the life of the contract?
3) WD/CBA. Section 4.06 of the CBA pages 31 and 32, Pension Surcharge and supplemental charge. The CBA has a certain level of ambiguity with regard to the application of the pension surcharge and supplemental charge. Question: Could the
Government please clarify the total cost of the hourly surcharge needed to be applied to
CBA labor.
The CBA contains a $5.75 base pension surcharge. In addition to that charge, there is a supplemental surcharge that is added to this amount every year listed in the CBA.
Effective 1 October 2015, the base charge plus the supplemental charge of $2.68, adds up to a total of $8.43.
4) WD/CBA. Would the government please provide the pertinent SCA and DBA wage determinations
Please see the attached Wage Determinations and CBA wage determination for applicable wage rates.
5) WD/CBA. FAR 52.222‐17, Nondisplacement of Qualified Workers (May 2014)
(E.O. 13495). Flow down required in accordance with paragraph (1) of FAR clause
52.222‐17. "Nondisplacement of Qualified Workers Under Service Contracts; The regulations require that workers on a federal service contract, who may otherwise lose their jobs as a result of the completion or expiration of a contract, be given the right of first refusal for employment with the successor contractor.
Since the Federal Government’s procurement interests in economy and efficiency are served when the successor contractor hires the predecessor’s employees – as their studies have shown that a carryover work force reduces disruption to the delivery of services during the period of transition between contractors and provides the Federal Government with experienced and a trained work force that is familiar with the Federal Governments personnel, facilities and requirements, they (the Government) benefit – all offerors should be provided with the list of the CBA’s certified service employees during the solicitation phase of this procurement.
Since all Offers will see immediate reductions in the cost of hiring new workers due to this regulation, all Offers will need to be provided the same information about the current incumbent work force. The incumbent (and those offerors they team or collaborate with) have an unfair competitive advantage over other offerors without this cost saving information. If the union will not provide the current seniority list to all Bidders and thus giving the incumbent a significant competitive advantage over all other bidders (since they would be the only one to know actual employee seniorities), the government will not have the benefit of an offerors best industry practices and efficiencies thus causing the price to the government to be higher than it might be otherwise.
As these are the major direct costs bid to the government, please provide all Offerors the following:
The number of incumbent employees (from the list the contractor is required to provide the government upon request);
The current position these employees are qualified for;
The employee wages and benefits; and
A copy of the current contractor's seniority list.
6) WD/CBA. Are all offerors required to submit their proposals in accordance with the current CBA?
Yes, all offerors shall submit their proposal in accordance with the CBA for applicable positions and for positions not covered on the CBA, they should be in-line with the attached Service Contract and Construction Wage rates wage determinations.
7) WD/CBA. CBA Letter of Agreement # 6 & 7. Please provide letter of agreement #6
& 7 that states the current pay scale for Laborer, Grounds Maintenance, Comms Lead and
Apprenticeships.
This information will be provided in the next amendment.
8) WD/CBA. Demographic of workforce. Please provide the CBA demographics by shop so offerors can age the workforce appropriately.
9) WD/CBA. SCA & DBA. Please provide the SCA and DBA wage determinations that are incorporated in the RFP.
Please see the attached for all the wage determinations that are part of this contract.
10) WD/CBA. 4.17 Response Premium. The CBA states all designated response positions shall receive $1.80 for all compensable hours (2080 hours per year) plus if that positions is in a shop that has 3 or less employees in a standby rotation will receive $1.00 additional dollar per hour. Since numerous requirements in the PWS will require response positions (fuel operations, booming, emergency service calls, snow removal, ice control, etc.) will the government please provide the historical percentage of the workforce that receives response premium pay?
11) WD/CBA. Summary Plan Information for the Plan Year beginning July 1, 2014 for the Employers and Employee Representatives of the Alaska Teamster Employer Pension
Plan. As you can see from the document, the plan is in critical status and severely underfunded leaving considerable liability to the Kodiak BOSS Contractors. The offeror would like to ask the Government if they will allow withdrawal liability as a reimbursable cost/expense.
The Government will not agree to reimburse pension fund withdrawal liability.
12) WD/CBA. General. This contract has staff covered by a collective bargaining agreement that will obligate the successful offeror/employer to contribute to a Taft-
Hartley defined benefit pension plan. When the contract period of performance ends, by law the employer is deemed to have automatically withdrawn for participation in the plan. It is well known that the Teamsters plan is, and will likely remain, significantly underfunded. Accordingly, the liability will greatly exceed the amount of contributions made for the employees over the contract period of performance. It is impossible for an offeror to estimate the potential amount of liability because the liability can only be determined after contract closeout. Will the government consider the final amount of liability reimbursable upon submission of a post-contract performance request for equitable adjustment?
The Government will not agree to reimburse pension fund withdrawal liability.
CLIN Schedule of Prices Questions:
1) CLIN Schedule of Prices:
Will all the IDIQ minimum amounts listed be accomplished and therefore must be staffed?
IDIQ quantities (for Standing and IDIQ CLINs) are our best estimate of how much of a service we will need based on historical information adjusted for recent scope revisions. However, the exact quantity and when exactly we need it is unknown. The vendor should staff to all Standing work CLINs as well as to the estimated quantity for IDIQ CLINs. It is only the Discretionary CLINs that may require the contractor to provide additional staffing.
Sub CLINs with (Discretionary Item) listed: Is the contractor required to put a price in for these items? When will contractor know if they will be used? Should staffing be included in our overall staffing?
Yes, the vendor is required to put a price in for these Discretionary Items. Please see the respective PWS sections on if/when these will be ordered and the lead time given to each one before services commence. A separate staffing schedule has been added for the Discretionary items, see RFP revision.
Sub CLINs (Discretionary Item): How much lead time will the contractor be given if these are exercised so we can get personnel and materials in place? 1 month, 1 week or at beginning of each option year?
Please see the respective PWS sections on if/when these will be ordered and the lead time given to each one before services commence. A separate staffing schedule has been added for the Discretionary items, see RFP revision.
Does the Government expect staffing to be based only on Standing type of work or include the IDIQ and Sub CLINS (Discretionary Item)?
A separate staffing schedule has been added for the Discretionary items, see RFP revision.
The unit prices include everything (i.e. overhead, materials, fees etc)
Yes, all unit prices shall be all inclusive (i.e. labor rates, fringe benefits, overhead, profit, etc.), unless otherwise noted. Escalation should also be accounted for, except for escalation on labor which will be adjusted annually, as necessary, in accordance with the FAR price adjustment provisions.
Will Government be adding CLINs or SUB CLINS for materials or Travel?
No, we do not intend to add more CLINS for materials, travel, or other. Your unit prices must reflect these costs therein.
2) CLIN Schedule of Prices: Is it correct to assume CLIN x004 Standing
Requirement includes all the paragraphs up to including 5.4 to 5.4.2.B, 5.4.2.D to
5.4.3.C?
Yes, all requirements are included up to 5.4.3 with the exception of 5.4.2.C Recyclable
Materials which is listed separately.
3) CLIN Schedule of Prices: Is it correct to assume CLIN x005 Standing includes all the paragraphs up to including 5.5 to 5.5.2.A, G, H &J and 5.5.3 and 5.5.3 A?
Yes, that is correct; CLIN x005 includes all requirements under 5.5 not listed separately.
4) CLIN Schedule of Prices: Is it correct to assume CLIN x006 Standing
Requirement includes all the paragraphs up to including 5.6 to 5.6.3.A?
Yes, that is correct; CLIN x006 includes all requirements under 5.6 not listed separately.
5) CLIN Schedule of Prices: Is it correct to assume CLIN x007 Standing
Requirement includes all the paragraphs up to including 5.7to 5.7.2.F, 5.7.2.H thru
5.7.3.D?
Yes, that is correct; CLIN x007 includes all requirements under 5.7 not listed separately.
6) CLIN Schedule of Prices: PWS Paragraphs 5.7.2.H thru K, 5.7.3 and 5.7.4.E are not in the current CLIN and Sub CLIN Structure and Government requires the contractor to perform these requirements. Where are they to be priced and staffed?
CLIN x005 includes all portion of Section 5.5 not separately identified on the CLIN schedule.
7) CLIN Schedule of Prices: Is it correct to assume CLIN x008 Standing
Requirements includes all the paragraphs up to including 5.8to 5.8.2.A.5, 5.8.2.B to

36) CLIN Schedule of Prices: Missing “Type of Work” identifier. Would the government please provide the “Type of Work” for the following Sub CLINs; X007NN, X013NN, X014NN, X018NN, X020NN, X022NN?
The CLIN Schedule of Prices has been updated to reflect these identifiers.

Clarification for this has been added to the CLIN description on the CLIN Schedule of

39) CLIN Schedule of Prices: SUB CLINs X003AA thru X003AX with Units of
Measure = “EVENT”. SUBCLINS do not contain a PWS paragraph reference nor explain what an Event is and what the range between the minimum and maximum orderable value is. Will the government clarify the term event for seven (7) SUB CLINS x003AB/C/E/F/L/M/V?
The descriptions of these CLINs have been added to the PWS in section 5.3.4.

Measure = “/mile, /acre, /cu yd, / (1/4) acre, /sq yd, /sqft, /linear ft” SUBCLINS do not provide a minimum or maximum orderable value per order. As such the costs, for instance, to trim 100 linear ft. vs. 20,000 linear per occurrence, differ drastically. Will the government, in order to establish a fair and reasonable price, establish minimum and maximum values of quantities orderable for each order under the IDIQ CLINS x005AF/G/H/K/L/M/N/O/P/Q/R/S/T/U/V and W?
42) CLIN Schedule of Prices: SUB CLIN X017AB. PWS 5.17.4.A provides for the maximum qty value on any Task Order but not the minimum. Will the government provide the minimum quantity of gallons for SUB CLIN x017AB?

Quantities displayed on the Schedule of Prices do not match and are in some cases missing in the Referent document Technical Exhibit 19.4. Will the government provide clarification as to all discrepancies between the two documents? For instance, Sub CLIN x019AUA shows a quantity of 1,500 as opposed to a quantity of 500 in TE 19.4.
This was in error and TE 19.4 has been revised accordingly to match the CLIN Schedule of Prices.

SUB CLINS x021AB thru x021AH and SUB CLINS x021NP thru x021NV and SUB
CLINS x022AA thru x022AH? It is to the benefit of the Government to order larger quantities, will the government specify the minimums?
to the amounts actually needed. Since these are IDIQ CLINs, we are not exactly sure when these will be needed or the exact quantity at any given time. Because of this, minimum quantities orders cannot be provided.
47) CLIN Schedule of Prices: SUB CLIN x019BB thru x019BF and x023AA. The
PWS does not provide the minimum nor maximum quantities per order available.
