Question 1: Is the page count table correct? What do the *'s refer to? The page limit seems very low based on the RFP requirements. p. 38 of 50 from RFP REQUIREMENTS FOR
PROPOSAL FORMAT Use 8 1/2 by 11-inch paper with text on only one side. Number all pages. The following conditions apply:
Proposal Volume Page Limit No. of Hard Copies No. of CD's
Volume I *15* *Original plus 3* *4*

REQUIREMENTS FOR PROPOSAL FORMAT Use 8 1/2 by 11-inch paper with text on only one side. Number all pages. The following conditions apply:
Proposal Volume Page Limit No. of Hard Copies No. of CD's
Volume I *20* *Original plus 3* *4*
Volume II *10* *Original plus 3* *4*
Volume III *5* *Original plus 1* *2*
Question 2: I didn't see any references for a site visit in the RFP. Will there be a Site
Visit/Industry Day for the program?
Government Response: No. The Government has adequately described the requirements in the
PWS and has provided PWS Figures 1.1, 1.2 and 1.3 to describe a typical site and provides a sketch of a typical DGPS site.
Question 3: At the March Industry Day, following Mark Powell‘s discussion of NDGPS, the
DHS Small Business advocate spoke about how large contracts such as this would have mandatory small business subcontracting goals. The final NDGPS RFP includes neither small business goals nor a requirement for a subcontracting plan (FAR 52.219-9 is marked ―na‖).
Question: Was this an oversight and will the Government be issuing an amendment to include these requirements? If so, please confirm (a) in which proposal volume the Small Business
Subcontracting Plan should be submitted and (b) that the Small Business Subcontracting Plan will be outside of page count for that volume. Because the answer to this question directly impacts team development, we respectfully request the Government provide a response as soon as possible.
Government Response: Yes. See RFP amendment A00001.
(a) Volume III – Administrative and Price Proposal
(b) Small Business Subcontracting Plan is an attachment and considered to be outside the
Volume page count.
RFP amended to include:
- FAR 52.219-9 and FAR 52.219-8 has been checked.

RFP Section 3.4, page 36 calls for offerors to provide a series "of forms or reports from previous contracts performed." As the forms or reports could easily exceed the 15 page limitation for Section 1.1, the offeror believes it is the intention of the Government for offerors to provide these in an Appendix to its proposal, and that such "forms or reports from previous contracts performed" are not within the 15 page limitation for Volume I. Please confirm.
Government Response: Yes. Forms and reports are considered to be appendices/attachments and are not part of volumes page count.
Question 10: Reference1: RFP Section E.4, pages 36 and 37 Reference2: RFP Attachment IV
Question: RFP Section E.4, pages 36 and 37 state the offeror is to provide a resume only for the Program Manager and the Technical Manager. However, RFP Attachment IV states that resumes are required for the Program Manager, the Technical Manager, Engineering Technician
VI, Engineering Technician IV, and Electronics Technician Maintenance III (two resumes for that labor category). Which set of proposal instructions are correct? Please advise.

The offeror requests that the Government modify this requirement to be within the past 5 years. DGPS support contracts for the maritime environment are awarded on an infrequent basis. By extending the period of consideration for relevant experience from 3 years to 5 years, this would allow for offeror‘s to provide a greater set of relevant project experience.
Government Response: Clarification: Government will not be modifying from 3 years to 4 years. Note: RFP sentence on page 37 has been changed to read ―To be considered relevant, the offeror must have been performed within the past three (3) years within the maritime environment / electronic navigation environment‖.

Would the government accept for the resumes to be included as an appendix to Volume I and exclude resumes from the page limit? If a proper resume is submitted at two (2) pages per resume the resumes could take up to 12 pages of Volume I.
Government Response: See question 1 and 10.
Question 13: Reference1: RFP Section E.4, page 38 Question: Given the scope of list of contracts and required three to six relevant contract references, the offeror requests that the
Government extend the page limitation for Volume II from 5 pages to 10 pages, to allow the offeror‘s to effectively describe their depth of experience.
