1. Purpose

This Quality Assurance Surveillance Plan (QASP) is a Government developed and applied document that will ensure systematic quality assurance methods are used in this performance-based contract and subsequent task orders issued for Defense Acquisition University (DAU) Learning Capabilities Integration Center (LCIC) efforts by the Missile Defense Agency (MDA). This QASP establishes procedures to utilize in ensuring the contractor performs in accordance with the basic contract Performance Work Statement (PWS), provides quality products in response to requirements and standards, and ensures the Government only pays for acceptable levels of service.

This program will be centrally managed by the DAU LCIC Learning Asset Program Manager and the MDA Procuring Contracting Officer.

This QASP will assist the Government in reporting of contractor performance throughout the life of each task order under this contract.

2. Authority

Authority for issuance of this QASP is provided under Federal Acquisition Regulation (FAR) 46.4, which provides for inspections and acceptance of articles, and documentation specified by the MDA Procuring Contracting Officer (PCO).

3. Scope

To fully understand the roles and responsibilities of the parties, it is important to first define the distinction in terminology between Quality Control Plan (QCP) and the QASP. The contractor, through their QCP, is responsible for management and quality control actions necessary to meet the quality standards set forth by the contract as well as the individual task orders.

The QASP on the other hand, is put in place to provide Government surveillance of the contractor’s quality control efforts to assure that the contractor delivers the results specified in the task order.

4. Government Resources and Responsibilities

The Government is responsible for implementing this QASP. The LCIC Learning Asset Program Manager manages all activities for the LCIC. The MDA PCO is the only person authorized to enter into, administer, or terminate contract actions for this program. The Government resources under this QASP and associated responsibilities are identified below:

4.1 Procuring Contracting Officer (PCO):

A person duly appointed with the authority to enter into, administer, or terminate contract actions such as basic awards or task orders and make related determinations and findings on behalf of the Government.

Responsibilities: Ensures performance of all necessary actions for effective contracting, ensures compliance with the terms of the basic contract and task orders, and safeguards the interest of the United States in the contractual relationship.

Assures the contractor receives impartial, fair, and equitable treatment under the basic contract. Determines the final adequacy of contractor performance.

4.2 Contracting Officer’s Representative (COR):

An individual designated in writing by the PCO to act as the authorized representative to assist in the administration of specific contracts, as specified by appointment. The source of authority for the COR is the PCO. The COR position shall be executed by a designated full time LCIC COR who will manage one or more LCIC contracts.

Responsibilities:

1. Routinely coordinates and communicates with LCIC leadership, Center Directors and Performance Learning Directors (PLDs), and other personnel within the DAU business units concerning task order performance.

2. Reads carefully and understands the terms and conditions of the contract, including all modifications.

3. Maintains access to and/or makes available technical publications and regulations included in the contract.

4. Coordinates and communicates with the contractor, PCO, and all Government personnel appropriately assigned to monitor the contract performance; documents activities accordingly in writing.

5. Works with the LCIC PLDs and other DAU business unit personnel in resolving technical issues pertaining to the contract.

6. Monitors the contractor’s progress and performance on the contract, including the submission of required reports or other documentation:

a. Reviews monthly contract quality assessment reports and validate supportability of any identified performance issues.

b. Consolidates monthly contract quality assessment data.

c. Conducts review of monthly reports with the contractor Program Manager.

d. Coordinates and conducts quarterly review of contractor performance.

e. Delivers Contractor Performance Assessment Reporting Systems (CPARS) input data to MDA Contracting Officer.

f. Works any recommended program changes with the designated LCIC and other DAU business unit personnel.

g. Works actions that affect contract cost, terms, or conditions with the MDA Procuring Contracting Officer (PCO).

7. Notifies the PCO in writing of unsatisfactory contractor performance and/or deficiencies, along with recommended corrective action.

c. All correspondence initiated concerning performance of the contract and/or TO.

d. Access to technical publications and regulatory guidance referenced in the contract.

g. Quality Control Plan (QCP) of the contractor.

h. Quality Assurance Surveillance Plan (QASP).

4.3 Task Order (TO): LCIC PLDs will serve as project leads for their cognizant task order.

5. Methods of QA Surveillance

Each Performance Objective below will have unique quality standards and surveillance methodology. Enclosure 1 will be used to ensure consistent, timely, and accurate collection of contractor performance data for each of the defined Task Order Performance Objectives.

6. LCIC Quality Performance Standards

a. Assessments will be based on both objective and subjective data and information, such as functional and program performance evaluations and feedback, customer comments, quality of products, and general technical interchange and engagement with other Government and contractor personnel.

b. The principal goal of the LCIC assessment process is the establishment of a performance measure and feedback process that supports the execution of the Contractor Performance Assessment Report System (CPARS) process. The LCIC assessment will be:

· Accurate: All assessment data collected must be reflective of actual contractor performance.

· Fair: The assessment must be based on known baseline requirements and approved contract/task changes executed by modification.

· Comprehensive: Data shall be comprehensive enough to facilitate identification of shortfall root causes (not just the fact that a shortfall exists).

· Relevant: Data must be reflective of those quality assessment areas identified in the PWS; based on objectives, standards, and assessment frequency understood by all parties.

· Repeatable: The processes, forms, analysis methodology, and reporting must be consistent across all LCIC contracts and task orders throughout the life of this effort.

· Timely: Assessment reporting cycle must remain consistent across all LCIC contracts to ensure timely notification of issues and to enable timely resolution.
