10-Jan-13 Section B- Supplies or Services and Prices
PWS Section 4:
Specific Tasks and related CDRLs
Q: Section B provides a Max Quantity of 133,858 Labor hours. Section 4 of the PWS describes the services and products DAU requires, but it does not quantify the work by functional area.

A: Requirements for this effort are dependent upon emerging direction, policy, and statues for the DoD Acquisition workforce. Therefore there is no way to quantify the work by functional area. Offerors may refer to the LADSS Industry Day slides dated 22 May 2013 for a projection of requirements. The slides are posted to FBO for reference.

Question
1.10.14 Section M, 5.2.1, Pg. 7
This element of Section M states, "The Offeror’s sample Course Design Document (CDD) for a learning asset includes gaming and/or simulation and demonstrates the capability to research, analyze, develop and integrate new and existing content across DoD acquisition functional, cross-functional and topical areas, providing innovative, professional adult learning approaches.
Q: For ease of evaluation, will the Government identify the specific learning asset that the sample CDD should address?
A: The offeror should decide what type of learning asset to address and provide a sample maintenance plan of how they would maintain the learning asset. Only one sample maintenance plan is required.
1.10.14 Section L-5.2 and
L-5.2.1, Pg. 10
Q: The first paragraph of Section L-5.2.1 requires the offeror to address only items one and two in Section L-5.2, not item 3. Paragraph (1) immediately following this paragraph states that the CDD should include sustainment, affordability, and obsolescence (which are covered in item 3). These items are not traditionally addressed in a CDD; they are addressed much earlier in planning and again in post-development sustainment plans. Our assumption is that the sample CDD should not address item 3, affordability and obsolescence, for this proposal. Please verify that this assumption is correct.
A: Section L-5.2.1 will be updated to include all three items in Section L-
5.2.1. The CDD should address item 3 obsolescence.
1.10.14 Section M, 7.2, Relevancy, Pg. 10
This element of Section M states "Relevancy as it pertains to past performance information is a measure of the extent of similarity between the service/support effort ... and the solicitation requirements."
Q: Since the PWS for this effort focuses on researching, analyzing, designing, developing, delivering, revising, maintaining, and integrating DAU curriculum learning assets, is the offeror correct in assuming that past performance should focus on this aspect of relevance rather than less relevant areas including instruction delivery or IT support for training?
A: Yes, Past performance should focus on researching, analyzing, designing, developing, delivering, revising, maintaining, and integrating DAU curriculum learning assets .

The key personnel requirements in the PWS and the DRFP do not reconcile.
The DRFP states the following as key: PM, DPM and SMEs. The PWS references the following as Key Personnel: PM, Lead TO PMs, Lead ISD, and SMEs. Please identify the correct key personnel labor categories.
A: Section H-14 and the PWS will be updated to include the following key personnel Program Manager, Task Order Project Manager, Instructional System Designer, and SME's.
1.10.14 Section M, Factor
4, Cost/Price, Pgs.
12-14
Q: How will additional proposed labor categories be considered in the price evaluation?
A: If an offeror's approach requires using unique labor category that does not map to the RFP labor categories then the offeror may propose the unique labor category. However, a complete description and justification of unique labor categories is required. On the Pricing Exhibits, unique labor categories should be added at the bottom of the list of RFP labor categories. The proposed Fully Burdened Labor Rate (FBLR) for unique labor categories are subject to the same price evaluation methods in Section M Paragraph M-8.0 as well as all other FBLRs. A notional representative evaluated proposed price and probable cost based on a notional set of hours that represents the Governments approximation of the potential quantity and skill mix of hours necessary to fulfill future TO requirements for the entire five years of the ordering period.
1.10.14 PWS, Section

Q: Are GDIT and Booz Allen Hamilton precluded from bidding on this effort?
A: That is a matter between those companies and the government.

Section L 8.2, Pg.
FAR Clause 52.215-12, Subcontractor Certified Cost or Pricing Data, requires the Prime Contractor to obtain Certified Cost or Pricing Data from Subcontractors with subcontracts valued at $700,000 or more. Section L.8.2 states “At this time, the SSEB anticipates adequate price competition.

Question
10-Jan-14 Pricing Exhibit, Overhead Exhibit B5
Q: If the offeror's teammate (major subcontractor) is a small business which uses labor rates developed in the commercial marketplace versus rates built up using various overhead burden cost pools, will the proposal be viewed as being non-responsive to the L-1 GENERAL INSTRUCTIONS TO OFFERORS requirement for disclosing the basis of all projections, rates, ratios, percentages, and factors in sufficient detail to facilitate the SSEB's ability to mathematically verify these estimates and assess them for cost realism?
A: Yes, a proposal could be determined unacceptable if it does not facilitate the SSEB's ability to mathematically verify these estimates and assess them for cost realism. In order to verify the cost realism, the Government needs to be able to verify that direct labor cost (wages) are realistic and that taxes and benefit cost (indirect cost) are also realistic.
An offeror may modify the Exhibits to match its accounting system. For example, if a small business had only two cost categories wages and G&A, that would be acceptable-if the offeror could show that all necessary cost are accounted for in these two categories.
