Question
9-May-14 General Q. I have a question regarding the RFP for Learning Asset Development and Sustainment (HQ014713R0005) released today on May 9. I know the question due date is 4:00 PM CST on May 16 and the proposal due date is 2:00 PM EST on June 9. Is the use of CST and EST for questions and proposals, respectively, correct?
A. Yes the questions are due CST and the proposal is due EST.
13-May-14 General Q. What is the final date / time that industry questions towards this RFP opportunity will be accepted by MDA?
A. The deadline is 16 May 2014 @ 4:00 pm CST. The Government will entertain questions past 16 May with no guarantee tht it will be anwsered.
13-May-14 Section L, 1.3 & 2.1
Q1. The PPIS forms are due two weeks before the proposals as noted at the end of Section L-2.1. That date, May 26, is Memorial Day and Federal offices will be closed. Can the forms be sent in on Tuesday, May 27?
Q2. Also, will there be a pre-proposal conference at Ft. Belvoir as noted in Section L-1.3?
A1. The government will post an anouncement to FBO clarifying that PPIS will be due 10 Jun 2014 by 2:00 PM EST as stated in Section L-2.
A2. The government at this time does not intend to hold a preproposal conference. If this does change, the appropriate information will be posted to the FedBizOps website.
13-May-14 General Q. Our company is a training company with major Army training contracts. We are possibly interested in biding on HQ0147-13-R-0005. We know that the RFP is on the street, so the amount of questions you can respond to is very limited. I have several questions. If you can answer any of these questions I would be very appreciative.
1. Is this a new requirement?
2. Is their an incumbent?
3. Can you identify the incumbent?
A1) Yes, this is a new requirement, A2) No, there isn't an incumbent, and A3) N/A
14-May-14 General Q. Will the government consider updating the NAICS code to 611710 so that SBs that are at the $14M size standard can be included in Prime Contractor Teaming arrangements. A. The government has reviewed the NAICS codes to determine the most appropriate NAICS that corresponds to the DAU Statement of Work and NAICS 611430 is the only NAICS code that represents the requirements of the DAU Statement of Work.

Question
14-May-14 Section L-2.1, pg 73-74
Q. Section L-2.1 states "The table below shall serve as the Offeror’s guide for proposal organization and content by volume, with associated due dates.
Proposal volume pages shall be numbered." The PPIS (Vol III) and Past Performance (Vol III) are listed as being due on June 9, 2014 along with the remaining documents, however, the note on page 75 states: *** Note that the Past Performance Information Sheets are due 2 weeks earlier than the remainder of the Past Performance Volume and the other proposal volumes.
Question: Can the government clarify that PPIS are due on May 26 (two weeks ahead of the final due date of June 9)? Also, since May 26th is the Memorial Day holiday would the Government move the due date to May 30th considering that no one will be present to accept the delivery?
A. The government will post an anouncement to FBO clarifying that PPIS will be due 10 Jun 2014 by 2:00 PM EST as stated in Section L-2.1.
16-May-14
Section L 7.2, pg.
Q. Last sentence in this paragraph implies Past Performance Questionnaires (PPQ) are due to MDA by the proposal due date. Please confirm that the due date is June 9th so it can be added to the PPQ Transmittal letter.
A. The proposal due date is 10 Jun 2014. The attachment will be updated with the proposal due date.
16-May-14
Section H-14, pg.
Q. The list of key staff includes program managers - plural. Does the government anticipate that Offerors will assign more than one Program Manager to this contract?
A. The offeror should propose the number of personnel which the offeror feels is representative of the effort set forth in the RFP.
16-May-14
Section L-6.1.2, pg.
Section M-6.1.2,
pg. 112
Q. These two paragraphs were revised to include a statement that ÒOnly DoD experience will be consideredÓ. Inasmuch as Past Performances are not similarly constrained to DoD experience in M-7.2, is it consistent that personnel delivering required PWS services in those cited contracts are not considered sufficient for this DoD client? While we understand that knowledge of DoD/DAU is desirable, the Learning Asset Development services described in this RFP are hardly unique to DoD or DAU. Will the government reconsider this restriction? A. No, the requirement is as stated in the RFP; only DoD experience will be considered.
15-May-14 Section L-3.10, Q. When one CD is requested, does the government mean one CD/DVD or one set of CDs/DVDs? Since Section L-2.1 says that each volume should be on a separate DVD-R.
A. One set of DVD-Rs.

A. In general, a game has a winner/loser, or a way to "win" within prescribed rules. A simulation may have better/worse outcomes, but it doesn't have competition and rules guiding that competition. Simulations concern lived experiences, games are about winning. Learning asset artifacts are guidebooks, fact sheets, case studies, podcasts, video vignettes, software tools and gaming/simulation resources. A definition and description of Performance Learning Tools are located in the PLT Guide which is located in the Bidder's Library. At this time, the government feels the provided definitions are sufficient and revision of the PWS Appendix is not required.

16-May-14 Excel Pricing Tables: Questions 31, 32, and 50
Q. Can the Government please clarify exactly what major subcontractors need to provide in a sealed package? We recommend Pricing Exhibits B1, B3, B4, B5, and B6 (excluding B2 and B7). We also recommend major subcontractor sealed packages include narrative detailing their cost elements. Please confirm that a sealed package including these elements would include the information the Government requires to evaluate the pricing of major subcontractors.
A. Section L-8 of the RFP states: The term “Offeror” in the price volume instructions is defined as and includes the prime offeror and proposed “Major Subcontractors.” Thus, major subcontractors must follow the RFP instructions in the same manner as the prime where applicable. A sealed package including the elements cited in the question is required so that the Government can evaluate major subcontractors' proposals.

Section J / Attachment 1 / page 19 / Paragraph 4.7
Q. Task Order 1 Performance Work Statement lists the Project Management Plan as one of six deliverables. Section J, Attachment 1, Paragraph 4.7 Special Studies and Expert Content Support states: "In response to the Government issued Task Order, the contractor shall develop and deliver a Task Order Management Plan (CDRL A0007)..." Is it the Government's intent that future task orders will require both a TOMP and PMP? Was TOMP inadvertently left out of Task Order 1 Performance Work Statement as a deliverable?
A. No, future task orders will not require both. There was an error in BLOCK 5 of CDRL A0007 and Section 3.0 of TO 01 PWS. These sections will be updated to indicate that a PMP (CDRL A0002) is required only at the basic IDIQ Contract Program Management level and TOMP's will be required ONLY for future Task Orders.
16-May-14 Section L Addendum, Attachment 1 / Page 4 / Paragraph 3.0
Q. There are two Performance Work Statements (PWS) in effect with this RFP.
The Task Order 1 PWS lists a subset of deliverables from the overall contract PWS. Is it the Government's intent that these are not required for this initial task order?
A. Those deliverables listed in TO 0001 PWS are required for TO 0001.

Question
16-May-14 RFP Section L-6.3 /
Q. Is it the Government's intent for contractors to utilize the contract ceiling as the total contract value in determining small business participation for percentages and dollars? A. Yes.
Section L, Para L-
2.1 and L-4
Q. Within the L-2.1 Table and in L-4 there is mention of a Sample Maintenance Plan. In the table this maintenance plan seems to be a standalone plan yet in para L-4 this maintenance plan may be part of the CDD. In L-5.2.1 the RFP states “The sample learning asset CDD shall also address the offeror’s learning asset maintenance and sustainment approach over time…. Is the Sample Maintenance Plan a standalone document or part of the CDD?
A. The Sample Maintenance Plan is stand-alone as indicated in the L-2.1 Table. L-5.2.1 states that the CDD shall address the offeror's learning asset maintenance and sustainment approach. The stand-alone plan (L- 2.1) documents the contractor's maintenance and sustainment approach.
Section L, Para L- 5.3
Q.Since this Plan deals with the Sample Task Order is this part of the 30 page limits for the Technical Volume or the part of the 25 page limit for the Sample task order?
A. See Table L-2.1, the Sustainment Maintenance Plan (Tab 3) is excluded from Volume I page count (Max number of pages 5).
Section L, Para L- 5.3
Q. Subpara 1 states "the proposal clearly states and provides credible evidence… to effectively plan and execute the elements of Task Order 0001 to include cost, schedule, performance, resourcing and risk." Are costs associated with Task Order 0001 supposed to be included with this portion of the proposal or only with the cost proposal?
A. Only with the cost proposal.
