Mr. Bill Martinez, RD-CXTN, Technical Program Manager, 505-846-5569 bill.martinez@abq.dtra.mil

Mr. Rudy Chavez, BE-BCOQ, Contracting Officer,

(505) 846-8457 rudy.chavez@abq.dtra.mil Technical Evaluation Assessment Monitor Site Test Support (TEAMS) Pre-Proposal Conference

Overview TEAMS Test Support (Mr. Martinez) TEAMS Background (Site History, TEAMS Brochure Handout) TEAMS Mission Statement Current TEAMS Information New Contract Requirements Site Tour (Walking) Questions and Answers (Mr. Martinez and Mr. Chavez)

TEAMS Background TEAMS was activated on 1 Jan 2002 by DTRA/NS (formerly CSN) to support the Unconventional Nuclear Warfare Defense (UNWD) program.

Before UNWD moved here, TEAMS was called the Technical On-Site Inspection (TOSI) Site and supported a CXT calibration lab and warehouse (1998-2003).

Prior to that, TOSI served as the training facility for INF and START Treaty Verification Monitors (1986-1998).

TEAMS Background (cont’d) The TEAMS site and its staff (government and contractor personnel) support a wide variety of Chemical, Biological, Radiological, Nuclear and High Explosive (CBRNE) detector programs. No live chemical agents are employed or tested at TEAMS. Explosives are limited to 425lbs and are transported to the site at time of test.

TEAMS currently supports 6 active programs and customers from DOD, NNSA, National Labs, civilian companies. It also provides technical assistance to KAFB Entry Control Point (ECP) radiation detectors and three ECP camera systems.

TEAMS is located on KAFB. It encompasses 24 acres with a fenced perimeter, 24/7 security access, and includes cameras and monitoring equipment.

The site includes 21 structures, including the TEAMS site office and multi-media/conference center.

In addition to buildings, TEAMS also has Detector Row (a suite of 16 different types of radiation detectors), and the Crucible and Cauldron radiation search exercise areas 50/60hz electrical power infrastructure, 2 miles of paved roads, three septic tanks and several fire suppression systems TEAMS staff conduct numerous tours and demonstration of TEAMS capabilities and programs for VIPs, potential customers, and site visitors

TEAMS stores 11 types of low energy radiological sources (total quantity of sources is 63) and has access to 8 nuclear medicine sources from the Albuquerque Regional VA hospital TEAMS staff supports radiation training for the Defense Nuclear Weapons School for field exercises and student training TEAMS provides basic support for DTRA’s real world missions TEAMS maintains and operates a large inventory of site test support equipment including instrumentation, vehicles, generators, forklifts and storage facilities

TEAMS MISSION STATEMENT

Provide a low cost, premier, multi-use site where preliminary evaluation, assessment, demonstration, training, fielding, and integration are performed for commercial-off-the-shelf, government-off-the-shelf and Research and Development (R&D) systems to detect, combat and defeat terrorist Weapons of Mass Destruction (WMD), Chemical, Biological, Radiological, Nuclear, and High Explosives (CBRNE) threats for DTRA, DOD, non-DOD Agencies and their Contractors

Current TEAMS Information

TEAMS transferred to CXT from NS (formerly CS) in June 2007
TEAMS is upgrading from just providing test support to providing training sites for DNWS (as detailed in Slides 10 and 11) and adding the capability of actively planning and conducting tests
The site is currently supported by one government and one contractor employee.
Expect significant testing by DTRA/RD-NTD, the Defense Nuclear Detector Office (DNDO) and the Defense Nuclear Weapons School (DNWS) starting in FY09-10 and beyond
The contractor skill set required to support TEAMS’ change/expansion will be critical

New Contract Requirements TEAMS Customers Require Two Types of Test Support

Research and Development Provide access as required to site, offices, and test areas Provide sources for use as prescribed by the Principal Investigator Set up/Tear Down/Store R&D Equipment Provide engineering or technician assistance as requested
