Sample Task Order 2 Statement of Work
“TEAMS Test Support” September 11, 2009
1.0 OBJECTIVE: The Defense Threat Reduction Agency conducts radiation detection tests at the TEAMS facility, located on Kirtland Air Force Base (KAFB). The objectives of this task order (TO) are to provide test fielding support, technical evaluations, system compatibility, detection capability and maintainability of radiation detection equipment. The tests conducted at the TEAMS test-bed are to detect, combat and defeat radiation threats and devices. Contractor personnel shall be familiar with types of devices, terrorist threats, and methods of delivery terrorists and/or terrorist groups might use against the American homeland and other American interests.
2.0 Description: The contractor shall perform the following tasks and accomplish the technical requirements of this TO over a five (5) year period. The contractor shall prepare and submit a Program Plan, Progress report, cost reports, and test updates.
2.1 The contractor shall provide Standard Operating Procedures (SOP) for each test covering the procedures to be used in the various tasks with emphasis on radiation detection and safety issues. The SOPs shall be updated as changing conditions and procedures require. ( CDRL A004)
2.2 The contractor shall provide test support for the various types of radiation detectors for TEAMS’ multiple customers and programs. The contractor shall participate in test data assessment according to the established plan. (CDRL A001 and A004)
2.3 The contractor shall participate in all technical and planning meetings. The contractor shall present results of data analysis, calculations, and test results at the meetings.
2.4 The contractor shall provide test milestones, program status updates, and test schedules. The contractor shall attend planning meetings and provide Conference Reports.
2.5 The contractor shall maintain 100% accountability of all radiation sources used to support testing.
2.6 Contractor personnel shall be Radiation Worker 1 certified, be familiar with requirements to DOD’s As Low As Reasonably Allowable (ALARA) philosophy, and be qualified for and maintain a secret level clearance.
2.7 Contractor personnel shall have a current driver’s license for operating all TEAMS assigned vehicles, to include: sedans, SUVs, trucks, ATVs and forklifts.
2.8 The contractor shall review DTRA and TEAMS programs, customer programs, and preparation of radiation detector test plans. The analysis of data includes input and interpretation of test results and test requirements.
2.9 The contractor shall develop safety plans, provide safety training as applicable, and maintain safety oversight for all contractor operations. (CDRL A004)
2.10 The contractor shall submit a finalized report that captures data from the test, including equipment tested, manufacturer, test conditions, test performance and test conclusions.

3.9 ANSI N42.12-2003: American National Standard Calibration and Usage of Thallium-Activated Sodium Iodide Detectors. The purpose of this standard is to provide performance standards for calibration of thallium-activated sodium iodide detector systems for assay of radionuclides. http://www.ansi.org
3.10 ANSI N42.20-2003: Performance Criteria for Active Personnel Radiation Monitors. The purpose of this standard is to provide performance and design criteria for monitors that are worn on the trunk of the body to measure the personal dose equivalent, or the dose equivalent rate from external sources, of ionizing radiation. http://www.ansi.org
3.11 ANSI N42.28-2002: American Standard for Calibration of Germanium Detectors for In-Situ Gamma Ray Measurements. The purpose of this standard is to specify performance tests for the calibrations of in-situ gamma-ray measurement systems for a range of test configurations. This standard applies to service providers and their customers performing or requiring radioassay of sources using in-situ gamma-ray spectrometry with HPGe detectors (hereafter referred to as "detectors"). http://www.ansi.org
3.12 ANSI N42.32-2006: Performance Criteria for Alarming Personal Radiation Detectors for Homeland Security. The purpose of this standard is to provide performance specifications, design criteria, and testing methods for the evaluation of radiation detection instruments that are pocket sized and carried on the body. http://www.ansi.org
3.13 ANSI N42.33-2006: Portable Radiation Detection Instrumentation for Homeland Security. The purpose of this standard is to describe design criteria, performance requirements and performance tests for portable radiation survey instruments. http://www.ansi.org
3.14 ANSI N42.34-2003: Performance Criteria for Hand-held Instruments for the Detection and Identification of Radionuclides. The purpose of this standard is to provide general requirements and test procedures, radiation response requirements, and electrical, mechanical, and environmental requirements. Successful completion of the tests described in this standard should not be construed as an ability to successfully identify all isotopes in all environments. This standard addresses instruments that can be used for homeland security applications to detect and identify radionuclides, for gamma dose rate measurement, and for indication of neutron radiation. http://www.ansi.org
