Q&A for RFP FA8509‐10‐R‐21507 (4) dated 2 Aug 2010
Q - Can the Government identify the native format of the LCWS drawings (i.e., AutoCAD, Pro/E, etc.)?
A – Native format is AutoCAD
Q - Can the contractors assume that error free native files will be delivered that will open without issues such as loss of parametric relationships between the model files and component part files?
A – Native files are error free, the files are drawings.
Q - If native files are not compatible with the contractors current CAD software, can the contractor assume that there is a complete set of error free neutral files available?
A – Yes, Government possesses error free neutral files for the drawings.
Q - Since the drawings are not signed off by the AF Release authority, can we assume that the contractor can make all necessary edits using our internal Configuration Management processes without having to write Air Force ECOs?
A – Yes, the contractor will be expected to edit the drawings as necessary for all MDS’s IAW CDRLs.
Q - What is the format and availability of existing technical data for the airframe and the COTS seat i.e., CAD files, drawings, etc?
A – The Government has AutoCAD files in native and neutral form for the COTS seat and the seat assembly. The data supplied is in drawing format.
The COTS seat is detailed via vendor item control drawing which is included in the tech data package and is in drawing format.
The airframe drawings are not available for solicitation purposes, but can be available to the awardee.
Q - I see from #2 on previous Q and A that crash load testing was performed. There is no further need for crash testing, correct?
A - Correct
Q - We will have multiple sub-contractors with various core competences for this bid. Please verify that 50% of the work must be performed by the Prime Contractor. The 50% requirement is on total work package. Correct?
A – Yes, refer to FAR Clause 52.219-14 incorporated on amendment 0001.
Q - Travel and per diem costs are reimbursable. Do these need to be quantified in the proposal or is it acceptable to be negotiated post award? Does reimbursable travel include all of the mandatory meetings defined in the solicitation but not on specific CLIN items? Please explain.
A – Travel and Per Diem costs DO need to be quantified in the proposal. Reimbursable travel includes any and all travel.
Q - What order will the installations take place?
A – The order of installation will be based on aircraft availability and mission requirements. The Government will provide guidance of aircraft availability to the awardee.
Q - Will you consider adding a CLIN item to cover over and above situations outside of the contractor’s control, i.e., non-availability of aircraft, non-conforming aircraft or other government imputed delays/changes?
A – No additional CLINs will be added to the RFP.
Q - Will the government ensure concurrent or sequential access to all aircraft at each location to timely complete the installations in one trip at each location?
A – It is the intent of the Government to install the seats in one trip to each location, however, installations must be completed based on availability of the aircraft. It is possible that a mission requirement may prevent an installation.
Q - The option can be exercised up to 365 days post award. While desiring to remain competitive, we would rather revisit the pricing for parts and labor at the time of exercising the option AND NOT INCLUDE ESCALATION IN THE ORIGINAL OFFER. Is it permissible to stagger pricing in order to ensure costs are covered should the option be exercised late in the tenure of the contract?
A – The pricing of options is to be included in the original proposals and staggered pricing will not be considered.
Q - The RFP reference number is FA8509-10-R-21507. This number has been changed to FD2060- 10-R-21507. I did not see an amendment with this information. Is there one?
A – The FD2060-10-21507 number that is sometimes referenced is the Government’s Purchase Requisition number. The RFP/Solicitation number has not been changed and remains FA8509-10- R-21507 along with its amendments -0001, -0002 & -0003.
Q - On the MC-130W base effort, we have noticed there is no Trial Kit listed prior to the Proof Kit. Is this an error or is the end-user not wanting a Trial Kit for this effort?
A – Refer to PWS paragraphs 4.7 and 4.8 (a). The Trial Kit will be provided as GFP.
Q - The part numbers below are missing drawings. Can you please provide drawings or vendor CAGE codes for below listed part numbers:

376017-6
A - Cage Code for HL18PB6-7 is 73197 (Hi-shear Corp)
