Q&A for RFP FA8509‐10‐R‐21507

1) To meet the PWS 4.6.10.2 requirements, is the contractor responsible for a stress analysis of the seat/frame itself, or only the attachment structure used to interface the seat to the aircraft? The PWS states “All parts of the LSCS design…”

The seat is COTS so there will be no stress analysis of the seat, however the contractor will be responsible for stress analysis on both the frame and the frame to aircraft interface.

2) Is any crash loads testing of the seat assembly required; i.e. FAR 23.562 lumbar load survivability sled crash testing?

No, testing was accomplished on the previous contract.

3) Are the PWS 4.4, quality requirements applicable to the aircraft-to-seat interface design only, or will the contractor be expected to alter the seat/frame design to meet these requirements if needed?

The seat is COTS so it will not change however the contractor is expected to address quality requirements for the frame/frame to aircraft interface.

4) For what components does the Government expect MTBF data per the PWS 4.4.1 requirements?

Any components that change from the original design.

5) Will the contractor be expected to stock any spare seats or parts for PWS 4.12.4 ICS?

This requirement is to maintain the seat between the trial installation and fielding of the TO. Although this is not intended to be a requirement to provide an entire seat set as a spare, the contractor should be prepared to maintain the seat.
