Q&A for RFP FA850910R21507 (7) dated 17 Aug 2010
Q - Per Q&A: Government will not issue GBL. As I understand, GBLs purpose to serve as document of title to clear customs?
A – It is the contractor’s responsibility to acquire an import/export license.
Q - Can we use a Government freight forwarding company for shipping?
A- Shipping methods are at the discretion of the awardee.
Q - Is contractor responsible for door to door shipping to Kadena AFB and RAF Mildenhall?
A – Yes, refer to PWS paragraph 4.9.2.
Q - Can you please validate CLIN 2005 for 13 months ARO which references CLIN 2001/CLIN 2002 however months ARO differ.
A - For solicitation purposes, the Travel CLIN should be valid through 18 months ARO to cover the referenced CLINs 2001/2002. However, note that the date will be converted to a firm date at the time of award.
Q - In regard to Drawing 200811253 for Troop Seat Overhaul. Is that for reference only and not for procurement?
A - The purpose of 200811253 is to show how all the individual parts that can be procured via VICD (Safety Harness, Zipper Back, Seat Pan Fabric, Headrest Cover, Upper Crossmember Cushion, and Inertia Real Cable Assy) together as one seat assembly. Essentially you can buy the Seat already made or buy piece parts, and if its built via piece parts, this is the drawing to show how to assemble it.
Q - Please confirm that Defense Base Acts (DBA) Insurance will cover our employees while performing services in Japan and the UK.
A – US Government’s Legal response: DBA does not apply. A practical observation is that the contractor will most likely be required to have workers compensation coverage, and their insurance carrier can probably advise them if coverage will extend to the overseas work.
Q - We note that on the cover page of the RFP it says “CLINs 0001 – 0017 Will be awarded on the basic contract. CLINs 1001-2005 will not be executed at this time and will considered options that can be awarded within 1-365 days after award of the basic contract.” We assume that it was intended to say 0001-0025 were basic and that 16-25 were left out unintentionally. I am confident this is the case but thought it prudent to ask. The CLINs as written would seem to suggest the base program is 1-25. Please confirm.
A – Yes, it should read “CLINs 0001-0025…”
