Q&A for RFP FA850910R21507 (5) dated 11 August 2010

Q - For all of the meetings including the PDR, CDR,etc., will these meeting topics include the design packages for all of the aircraft types or for each model?

A – Yes

Q - What is the duration expectation of these meetings?

A – The Government cannot state the duration. The offeror is required to propose as deemed necessary.

Q - We would like to know if a different order of installations may be available. After reading through the PWS and the CLIN items, would it be permissible to conduct installations on CLINS 18-25 1st or is the order concretely pre-established?

A – The order which the aircraft receive installation should not be a concern at the proposal stage. Proposal should include the time offeror requires to complete all of the installations.

Q – What is the preferred way to highlight key personnel with relevant past performance in support of the LCWS to the Performance Confidence Assessment Group (PCAG), in order to give their knowledge and insight weight with regards to our proposal?

A – Employee has to be currently employed by the offeror in the same capacity as past performance contract key personnel as stated in Section L…”the quality of such key personnel’s performance as verified by the Performance Confidence Assessment Group will be considered if the submitted contract involves the key personnel performing the same role currently being proposed on the instant acquisition. Any such key personnel must already be employed by the offeror.”

Q - We are working through final pricing and are concerned that there is an apparent mismatch of quantities between CLIN 0003 and PWS 4.8(a).

· CLIN 0001 calls for production and install of 1 kit proof kit.

· CLIN 0003 calls for 10 production kits.

· PWS 4.8(a) calls for install of 12 full kits plus one GFE “B” kit.

It appears to us that CLIN 0003 is short one production kit.

A – CLIN 0003 should be 11 production kits. Solicitation amendment 0004 will reflect this change.
