About this file
This document provides details for a federal contract opportunity to provide environmental remediation services at closed military bases. The Air Force is seeking contractors to perform cleanup activities at 40 closed bases through six new regional contracts under the BRAC Environmental Construction Optimization Services. Work will include conducting five-year reviews, maintaining land use controls, and advancing sites to completion. The pre-solicitation notice identifies a 10-year period of performance from July 2020 to July 2030 with an optional three-year extension. Contracts will be awarded on a single-award IDIQ basis for each of five continental U.S. regions and one Alaska region. 1.1 Scope
The former Brooks Air Force Base (AFB) (now known as Brooks-City Base [i.e., Brooks]) is not listed on the National Priorities List (NPL). On 22 July 2002, Brooks AFB was transferred from federal ownership to the Brooks Development Authority (BDA), a local defense base development authority under Texas statute. As a result of the property transfer, the name of the installation changed from Brooks AFB to Brooks City-Base. At this time, the Air Force leased the occupied land and facilities on Brooks City-Base from the BDA. In 2005, Brooks City-Base was recommended for closure in the 2005 Defense Base Closure and Realignment Report (United States 2005). The Air Force mission ceased at Brooks City-Base on 15 September 2011. The BDA is developing Brooks City-Base as a business center for research and technology.
The restoration program at Brooks is currently managed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Regulatory oversight is provided by the Texas Commission on Environmental Quality (TCEQ) and the United States Environmental Protection Agency (EPA). Remedial activities at CERCLA sites are being performed in accordance with the existing Record of Decision (ROD). There are two sites at Brooks included in this PBR TO which require preparation of a Five-Year Review and Land Use Control/Institutional Control (LUC/IC) inspection.
LF007 (Landfill #5) is also identified as Solid Waste Management Unit (SWMU) 5 in semiannual monitoring reports. The landfill is estimated to be 25.4 acres and is located in the south-central portion of the base. The landfill was used from 1962 to 1970 and consisted of waste disposal trenches where glassware, used medical supplies, packing material, paper, paints, thinners, un-rinsed pesticide containers, oils, solvents, and contaminated fuels were disposed of. The trenches where materials were disposed of reportedly ran east-west and were 75 feet wide, 350 feet long, and approximately 20 feet deep. Approximately two feet of fill was placed over the trenches when the landfill was closed. The site is covered with a soil cap.
LF008 (Landfill #6) is located in the southeast corner of Brooks City-Base (south of the former runway) in an undeveloped commercial area and is estimated to be 15 acres. The landfill operated as a Municipal Solid Waste landfill from 1971 to 1985. Six trenches compose the landfill. Five were excavated for waste disposal and each was 50 feet wide, 20 feet deep, and 400 feet long. The trenches were filled with a variety of solid wastes, shop and laboratory wastes, and small quantities of hazardous wastes. One trench was used for the disposal of demolition material (hard fill). Unknown quantities of contaminated fuel and leaded gasoline were also disposed of in the landfill and oil contaminated soils were spread out in the area. The site is covered with native soil.
Upon review of the 2002 Deed transferring the Brooks AFB’s property to Brooks Development Authority, at a minimum, these IRP sites will require a Five-Year Review in 2020 and every five years thereafter (all other sites have been closed):
· LF007 – Site Name: Landfill #5 – Requires post-closure care and controls at the site to include no disturbance of the landfill cover, no development of water wells, no drilling for shallow groundwater, maintenance of the landfill cover and deed restricted to nonresidential development.
· LF008 – Site Name: Landfill #6 – Restrictions include maintenance of the landfill cover, limited groundwater well development and TCEQ approval prior to any ground-disturbing activities. No residential development is to occur on property and TCEQ approval prior to any industrial development.
In addition to the requirements presented in this PWS, this scope includes the following:
· No additional requirements.
Contractors are not responsible for the following:
· No additional base-specific exclusions.
