STATEMENT OF OBJECTIVES (SOO)
FOR
MODULAR AIRCREW COMMON HELMET (MACH)
29 May 2007
1.0 INTRODUCTION
1.1 The scope of this SOO is for the System Development and Demonstration (SDD) and subsequent production of the MACH system in accordance with the MACH contract and performance specification. It is intended to provide offerors a starting point from which to develop and propose a Contractor Statement of Work (CSOW), Contractor Work Breakdown Structure (CWBS), Integrated Management Plan (IMP), and a linked Integrated Master Schedule
(IMS).
2.0 BACKGROUND
2.1 MACH shall be an operational system capable of meeting all rotary and fixed wing mission requirements. Joint forces require the ability to easily and rapidly transition between required capabilities (e.g. symbology displays, cueing, and night vision) or use these devices simultaneously for optimum capability. The MACH will provide a common, modular solution to permit units to tailor helmet capabilities to suit mission requirements. In addition, the MACH will establish/be the baseline for all future Helmet Mounted Devices (HMD) to design to in order to meet future capabilities/needs.
3.0 CONTRACTOR TASKS
3.1 The contractor shall accomplish the described tasks during performance of this contract.
4.0 SYSTEM DEVELOPMENT AND DEMONSTRATION (SDD)
4.1 Design, fabricate, qualify, manufacture, and produce a MACH system that meets the Key Performance Parameters (KPPs) and as many of the non-KPP thresholds and objectives as practical within cost and schedule constraints as defined in the MACH Performance Specification PRF-TA-MACH-001-08A. Requirements identified as SDD options in the contract schedule shall be addressed upon exercise of their respective SDD options. (CDRL A025)
4.1.1 AH-1W Interface SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an interface which effectively integrates with the AH-1W tracker and sighting system identified in section 3.2.1 and Appendix A of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)

4.1.2 AH-64 Interface SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an interface which effectively integrates with the AH-64 tracker and sighting system identified in section 3.2.1 and Appendix A of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)
4.1.3 Night Vision Cueing Display (NVCD) Interface SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an interface which effectively integrates with the NVCD helmet mounted display system identified in section 3.2.1 and Appendix A of the MACH Performance Specification within cost and schedule constraints. (CDRL, A025)
4.1.4 F-35 Helmet Mounted Display Interface SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an interface which effectively integrates with the current F-35 helmet mounted display system identified in section 3.2.2 of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)
4.1.5 Maxillofacial Shield SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce a maxillofacial shield in accordance with section 3.4.5 of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)
4.1.6 Independent Volume Control System SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an audio system capable of independent volume control according to the objective in section 3.5.6 of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)
4.1.7 External Audio SDD (Contract Option) – Design, fabricate, qualify, manufacture, and produce an integrated external audio system according to section 3.5.8 of the MACH Performance Specification within cost and schedule constraints. (CDRL A025)
4.2 Following successful completion of Development Test and Evaluation (DT&E), manufacture and deliver complete MACH systems for a Government Operational Assessment
(OA).
4.3 Program Management
4.3.1 Employ a sound management and program administration approach that fully integrates the CWBS, CSOW, IMP and IMS. Proactively monitor and maintain IMS for reporting at meetings and in response to Government inquiries. (CDRLs A010, A025, A027)
4.3.2 Develop a risk management plan that identifies contractor program risks, plans and implements mitigation action, and monitors progress to identify deviations from the plan. Track, monitor and maintain risk status for reporting at meetings and in response to government inquiries. Risks shall also be maintained and tracked in the monthly Contract Status and Management Report. (CDRLs A009, A025)
4.3.3 Implement effective security measures to protect sensitive MACH program information from unauthorized disclosure.

4.3.4 Create and maintain a restricted-access MACH website for exchange of program information, to include CDRL item delivery. The contractor shall be responsible for assigning login IDs and passwords for approved personnel. The 648 AESS shall approve all government personnel requests for website access.
4.3.5 Implement effective security measures to protect sensitive MACH program information from unauthorized disclosure.
4.4 Engineering
4.4.1 Employ a sound and effective systems engineering approach that develops, qualifies, manufactures, and deploys a MACH system solution(s) that satisfies the MACH Performance Specification. (CDRLs A007, A011, A008, A020)
4.4.2 Establish a technical performance measurement (TPM) metric for each of the technical parameters identified in the Request For Proposal (RFP). Additional TPMs shall be identified and included as the MACH system design matures. Proactively track, monitor, and maintain TPM status in the monthly CSMR and for reporting at meetings and in response to Government inquiries.
4.4.3 Employ sound systems safety engineering design practices and document a system safety hazard analysis and mishap risk assessment to ensure the MACH system is operationally safe, suitable, and effective for use in the intended operational environment. (Use MIL-STD-882 for guidance) (CDRLs A016, A018)
4.4.4 Develop and Implement an effective environmental, safety, and health management approach for the MACH system in accordance with the Government’s Program Environmental, Safety & Health Evaluation (PESHE). (CDRL A018)
4.4.5 Apply Cost As An Independent Variable (CAIV) principles to meet technical requirements at a price that is acceptable to the Government. Demonstrate that the MACH system has an affordable production, fielding, and sustaiment cost. Report on findings and recommendations at meetings and in response to government inquiries.
4.4.6 Establish an Interface Control Working Group (ICWG) to proactively manage MACH system compatibility with life support equipment identified in the Performance Specification.
Employ adequate resources (e.g., cost, schedule & personnel) for multiple CONUS trips to collect compatibility/integration data for design and system qualification.
4.4.7 Establish an Aircraft Integration Working Group (AIWG) to proactively manage MACH system qualification and integration on Government aircraft identified in the Performance Specification. Employ adequate resources (e.g. cost, schedule & personnel) for multiple trips to collect compatibility/integration data for design and system qualification.
4.4.8 Employ a sound and effective system configuration management/control process that provides the Government sufficient insight and traceability of the MACH system configurations throughout development and production. The configuration management/control process shall extend to all sub-contractors and suppliers. (CDRLs A005, A023, A024)

4.5 Human Systems Integration (HSI)
4.5.1 Environment, Safety, and Occupational Health (ESOH) – Identified environmental, safety, and health risks will be eliminated, minimized or controlled to acceptable levels within cost, schedule, and performance constraints. Operations, maintenance, support and disposal activities for the MACH shall require no hazardous material (HAZMATs). Any substances and procedures used for operation and maintenance shall be identified, and shall not pose any health risk. All health risks associated with operation, maintenance and support shall be identified during development and design, and shall be eliminated or mitigated to acceptable level as agreed by a government HSI team. 4.5.2 Training – Develop a training program to ensure that the MACH system is properly used and maintained. This training program should be developed with Air Education and Training Command (AETC) involvement. The government will provide a POC at AETC to work with during the development of the training plan. The training program shall satisfy requirements for qualifying and sustaining operators, maintainers, trainers, and support personnel skills, knowledge, and task accomplishment capabilities. The total systems training concept and structure must ensure delivery of timely and effective instructional methods, facilities, personnel, and tools for the life-cycle training at all levels and locations IAW the approved training plan.
All training plans and materials must meet mission requirements and be delivered no later than 90 days before the first MACH system IOT&E delivery. (CDRLs A014, A019)
4.6 Test and Evaluation
4.6.1 Support and participate in the Government’s Test Planning Integrated Test Team (ITT) process and activities. (CDRL A007)
4.6.2 Conduct all development testing, to include windblast and sled testing, to demonstrate that the MACH system meets the requirements in the Performance Specification. (CDRLs A007, A008)
4.6.3 Employ a sound and effective failure reporting and corrective action system that will identify, report, track, and provide corrective action status for all MACH system deficiencies and all test failures. (CDRL A011)
4.6.4 Provide logistical and training support for Government OA.
4.7 Logistics Planning
4.7.1 Develop a logistics support strategy sufficient to effectively field and sustain the MACH system. This support strategy should identify all support equipment required to maintain the MACH system. (CDRLs A003, A021)
4.7.2 Identify and recommend logical spare/repair parts sufficient to meet system/equipment operation and supportability in accordance with the Air Force Initial Provisioning Performance Specification (IPPS). MIL-PRF-49506 should be used as a guide. Format must be consistent with existing government Provisioning data system (D220). Support a Government Provisioning Guidance conference. Provide the data providing the definitive identification of dimensional, Statement of Objectives (SOO) Page 4 29 May 07 material, mechanical, electrical, or other characteristics for provisioning of the MACH system.

4.7.3 Integrated Logistics Support Working Group (ILSWG) – Establish and participate in an ILSWG consisting of key logistics personnel from the contractor and the government. The ILSWG shall coincide with other major program reviews.
4.8 Manufacturing Planning
4.8.1 Develop sound and effective processes and practices for manufacturing/production that will meet the Low Rate Initial Production (LRIP) and Full Rate Production (FRP) requirements, and ensure producibility of the final MACH system.
4.8.2 Employ sound and effective quality assurance practices for system design, development, manufacturing/production, and deployment to ensure the MACH system is operationally safe, suitable, and effective. Ensure these practices are levied on all sub-contractors. Monitor and maintain quality assurance practices (including those of sub-contractors) for reporting at meetings and in response to Government inquiries. (Use AFI 63-501 for guidance)
4.9 Conduct the following meetings (all meeting shall be chaired by the Air Force):
4.9.1 Contract Kickoff Meeting – Conduct a kickoff meeting within 20 days of contract award to ensure understanding of the contract requirements, the administrative procedures which will be used, and the roles of the Government personnel who will be involved in administering the contract. (CDRLs A001, A002, A026)
4.9.2 Program Management Reviews (PMRs)/Technical Interchange Meetings (TIM) – Conduct a PMR/TIM every three (3) months to discuss program status, to include schedule, cost, and technical performance. These meetings shall be conducted at the contractor’s facility.

4.9.3 Systems Requirements Review (SRR) – Conduct a SRR to ensure that all system and performance requirements derived from the Performance Specification are defined and consistent with cost (program budget), schedule (program schedule), risk, and other system constraints.
The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.4 System Functional Review (SFR) - Conduct a SFR to assess the system functional requirements as captured in the system specifications (functional baseline), ensure that all system requirements and functional performance requirements derived from the Performance Specification are defined in the functional baseline and consistent with cost (program budget), schedule (program schedule), risk, and other system constraints, and ensure that the MACH system can proceed into preliminary design. The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.5 Preliminary Design Review (PDR) – Conduct a PDR to assess the system preliminary design as captured in the performance specifications for each configuration item in the system (allocated baseline), ensure that each function in the functional baseline has been allocated to one or more system configuration items, ensure that the MACH system can meet the stated
Statement of Objectives (SOO) Page 5 29 May 07 performance requirements within cost (program budget), schedule (program schedule), risk, and other system constraints, and ensure that the MACH system can proceed into detailed design.
The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.6 Critical Design Review (CDR) – Conduct a CDR to assess the system final design as captured in product specifications for each configuration item in the system (product baseline), ensure that each product in the product baseline has been captured in the detailed design documentation, ensure that the MACH system can meet the stated performance requirements within cost (program budget), schedule (program schedule), risk, and other system constraints, and ensure that the MACH system can proceed into system fabrication, demonstration, and test.
The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.7 Test Readiness Review (TRR) – Conduct a TRR to assess test objectives, test methods and procedures, scope of tests, and safety, confirm that required test resources have been properly identified and coordinated to support planned tests, and ensure that the MACH system is ready to proceed into formal Development Test and Evaluation (DT&E). The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.8 System Verification Review (SVR) – Conduct a SVR to assess the MACH system final product, as evidenced in its production configuration, to determine if it meets the requirements documented in the Functional, Allocated, and Product Baselines, and review the readiness of manufacturing processes, the quality management system, and the production planning (i.e., facilities, tooling and test equipment capacity, personnel development and certification, process documentation, inventory management, supplier management, etc…) to verify that the MACH system can proceed into Low Rate Initial Production (LRIP) within cost (program budget), schedule (program schedule), risk, and other system constraints. The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.9 Technical Order (TO) Guidance Conference – Conduct a TO Guidance Conference to review the contract to ensure mutual understanding of the requirements, review applicable specifications and established Air Force TO policy, review basic planning data to ensure mutual understanding of the program and intended users requirements, and establish contacts to provide subsequent guidance and information. The meeting shall be conducted at the contractor’s facility.

4.9.10 TO In-Process Reviews (IPRs) – Conduct TO IPRs to ensure draft TOs are compatible with engineering source materials, verify accuracy of descriptive data, verify that TO content, style and format are in accordance with applicable specifications and other contractual requirements, and identify issues concerning depth of coverage, missing data, data that needs amplification, etc. The contractor shall hold a minimum of two IPRs to support a 30% and 90% review of TO materials. The meetings shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)
4.9.11 TO Pre-Publication Review – Conduct a TO Pre-Publication Review to examine the TO reproducible copy prior to preparation of reproduction media to ensure incorporation of changes resulting from verification, and conduct a final check on contract compliance. The meeting shall be conducted at the contractor’s facility. (CDRLs A001, A002, A026)

4.9.12 Weekly Teleconferences – Conduct weekly program teleconferences with the government to discuss program issues, status, and direction. Frequency of teleconferences can be adjusted as appropriate when agreed upon by both the government and contractor program manager.

6.0 LOW RATE INITIAL PRODUCTION (LRIP) (Contract Option)
6.1 Manufacture and deliver production representative MACH systems for Government Initial Operational Test and Evaluation (IOT&E). (CDRL B004)
6.2 Manufacture and deliver MACH systems to establish Initial Operational Capability (IOC).

6.3 Employ sound and effective processes and practices for manufacturing/production that will meet the LRIP and Full Rate Production (FRP) requirements, and ensure producibility for the final MACH system.
6.4 Employ a sound and effective system configuration control process that provides the Government sufficient insight and traceability of the MACH system configurations throughout development and production. (CDRLs B007, B009, B010)
6.5 Employ a sound management and program administration approach that fully integrates the CWBS, CSOW, IMP and IMS. Proactively monitor and maintain IMS for reporting at meetings and in response to Government inquiries. (CDRLs B005, B011)
6.6 Employ sound and effective quality assurance practices for system manufacturing/production, and deployment to ensure the MACH system is operationally safe, suitable, and effective. Ensure these practices are levied on all sub-contractors. Monitor and maintain quality assurance practices (including those of sub-contractors) for reporting at meetings and in response to Government inquiries. (Use AFI 63-501 for guidance)
6.7 Support and participate in the Government’s Integrated Test Team (ITT) process and activities in the form of attending meetings, commenting on documentation, and consulting on proper use/wear of the MACH system.
6.8 Implement a training program during IOT&E, with AETC involvement, to ensure that the MACH system is properly used and maintained.
6.9 Provide logistical support and training support for IOT&E. Employ a sound and effective failure reporting and corrective action system that will identify, report, track, and provide corrective action status for all MACH system deficiencies. (CDRL B006)
6.10 Data Package (Contract Option) - Deliver a complete production reprocurement package to enable competition of future production contracts. Drawings and associated lists shall not contain any proprietary parts, subassemblies, materials and/or processes. (CDRL B008)

6.11 Implement an integrated logistics support strategy sufficient to effectively field and sustain the MACH system. .
6.12 Implement effective security measures to protect sensitive MACH program information from unauthorized disclosure.
6.13 Conduct the following meetings (all meetings shall be chaired by the Air Force):
6.13.1 Physical Configuration Audit (PCA) – Conduct a PCA to examine the actual configuration of the MACH system, verify that the related design documentation matches the item as specified in the contract, and confirm that the manufacturing processes, quality control system, measurement and test equipment, and training are adequately planned, tracked, and controlled. The meeting shall be conducted at the contractor’s facility. (CDRLs B001, B002, B012)
6.13.2 Production Readiness Review (PRR) – Conduct a PRR to evaluate the full, production-configured system to determine if it correctly and completely implements all system requirements from the performance specification and review the readiness of manufacturing processes, the quality management system, and the production planning (i.e., facilities, tooling and test equipment capacity, personnel development and certification, process documentation, inventory management, supplier management, etc.) to verify that production capability forms a satisfactory basis for proceeding into Full Rate Production. The meeting shall be conducted at the contractor’s facility. (CDRLs B001, B002, B012)
6.13.3 Full Rate Production Readiness Review – Conduct a FRP Readiness Review to demonstrate that control of manufacturing processes, reliability standards, and logistics and sustainment plans for the MACH system are mature enough to proceed beyond LRIP. (CDRL B001, B002, B012)
6.14 Production Article Testing (PAT) - Conduct PAT to ensure that manufactured MACH systems meet established technical and quality criteria. (CDRL B013)

8.0 FULL RATE PRODUCTION (FRP) (Contract Option)
8.1 Manufacture and deliver production MACH systems to meet user delivery requirements.

8.2 Employ a sound management and program administration approach that fully integrates the CWBS, CSOW, IMP and IMS and includes an effective cost control and reporting system.

10.0 PERIOD OF PERFORMANCE
10.1 Period of performance for the System Development and Demonstration (SDD) Phase shall not exceed 24 months after contract award.
10.2 Period of performance for the combined IOT&E and Low Rate Initial Production (LRIP) options shall not exceed 12 months after exercise of contract option.
10.3 Period of performance for the combined Full Rate Production (FRP) options shall not exceed 24 months after exercise of contract option.
