In preparing our response to the above referenced RFP, and upon closer scrutiny, its appears the Development Phase Funding profile presented in Attachment L-13 is inconsistent with the SDD Required Delivery Schedule specified in Section F .

Specifically, the Section F Delivery Schedule identifies the delivery of Operational Assessment (OA) Test Articles 20 months after receipt of order. The projected contract award date is 03 March 2008 with a twenty four (24) month period of performance concluding on 02 March 2010. Accordingly, OA Test Articles are due on 02 November 2009 with all DT&E testing completed prior to that delivery.

As presently phased, FY 10 dollars cannot be applied against the extensive DT&E test effort required by Section 4 of the MACH P-Spec which also includes the cost of all test facilities both government and non government. Clearly, the FY 10 funding falls outside the preponderance of the SDD efforts.

To align the SDD funding profile with the Government’s SDD delivery schedule, would the government consider either extending the SDD schedule through FY 10 or moving FY 10 dollars into FY 09?

With contract award in March of FY 08 and a 24 monthly period performance for SDD extending to March of FY 10, the money if phased correctly. Note that the funding profile depicted is not solely for SDD, as it will be utilized to fund the IOT&E Option line items as well, if exercised. If during the execution of the effort money needs to be re-phased or timelines need to be adjusted, the appropriate arguments and documentation will be generated and evaluated at that point.
