| We are requesting the Government’s confirmation that, based on the fact that the MACH System Performance Specification specifically states in paragraph 4.6.1 that the “equipment”, shall pass, “their corresponding performance specification”, the following: |
1. “Equipment”, is defined as the individual equipment listed in Appendix A of the MACH System Performance Specification.
2. “their corresponding performance specification”, refers to the performance specifications for each individual equipment listed in Appendix A of the MACH System Performance Specification.
3. Each performance specification for the individual equipment listed in Appendix A of the MACH System Performance Specification may require some amount of performance/destructive testing that may differ from the requirements listed in the MACH System Performance Specification including, but no limited to:
a. Impact
b. Penetration
c. Stability
d. Windblast/Ejection
e. Functionality, following non-destructive testing
4. Therefore, each item listed in Appendix A of the MACH System Performance Specification shall be interfaced with the MACH System, and the following testing must be performed:
a. All testing indicated in section 4 of the MACH System Performance Specification
b. Any testing indicated in the Appendix A individual equipment performance specifications that:
i. Is not included as part of the MACH System Performance Specification, for example:
1. Display resolution for JHMCS
2. JSAM Quantitative Fit Factor (QFF)
3. Oxygen Mask Slippage
ii. Differs significantly (i.e. is more severe) than the testing performed as part of the MACH System Performance Specification
Please confirm the above interpretation. If this is the Government’s intent, then we repeat our request for the Appendix A equipment performance specifications in order to properly price the tests required of the paragraph 4.6.1 requirement.
If it is not the Government’s intent to require performance test compliance with 1 - 4 above, will the Government please clarify its intent to require the offeror only demonstrate mechanical interface compatibility of the MACH with each individual equipment in Appendix A, without the need to conduct performance testing in accordance with either the MACH Specification or the performance specification of the individual Appendix A equipment.
It is the government’s intent that the offeror demonstrate that the equipment contained in Appendix A physically/mechanically integrate with the MACH. The functionality of each item in Appendix A will then be verified IAW their respective Performance Specifications. Additional testing of the Appendix A equipment will not be required, except where specifically called for in the MACH Performance Specification (e.g., Ejection Sled Testing and Mass Properties).
