| In order to properly price the MACH system program for this verification requirement, the contractor must be provided the performance specifications for all the equipment defined in Appendix A. Otherwise, the offer will not know which performance specification requirements must be tested and which requirements can be qualified via similarity, or which requirements are not affected by the MACH system |
When will the performance specifications be made available?
As stated previously, detailed specifications for the referenced items are not required to prepare a proposal as offerors are not being asked to develop new HMDs or life support equipment, only HMD interfaces and integration of the MACH with the life support equipment. Therefore, no additional performance specifications will be released.
| The SDD Phased Funding Profile appears to be misaligned with the Performance Spec Test requirements and Section F required Delivery Schedule which calls for the delivery of CLIN 0001 Operational Assessment Test Articles 20 MARO. Would the Government consider shifting the delivery date of the OA Test Articles to 24 MARO to enable the Contractor to make better use of the full extent of the SDD period of performance and the funding available under GFY10? |
| No, shifting of the OA Test Articles 4 months is not being considered. If during the execution of the effort money needs to be re-phased or timelines need to be adjusted, the appropriate arguments and documentation will be generated and evaluated at that point. |

| Could the Government please define which systems they control the rights to and state when the documents, drawings and GFP, as requested, will be available? |
| After review of the data available to the government and the restrictive markings associated with them, we will not be releasing any additional data to industry. The government does not own the rights to any of the HMDs listed in the equipment appendix of the specification. All documents (due to distribution restrictions) and drawings will be releasable, according to their distribution requirements, only to the successful offeror and then only upon the exercise of the option CLINs. GFP requests will be worked upon award of a contract and will be made available as soon as possible according to the successful offeror’s need date. |

| PSpec section 4.7.2.3.1 verbage does not include details of the ‘mid male’ manikin size whereas the Table IX calls for the ‘mid male’ to be used – please correct this omission. Also please correct the wording to allow for the use of the ‘solid neck’ in addition to the ‘hybrid III’ neck. Please also confirm that the windblast tests are to be conducted with the ‘basic MACH system’ i.e. NVG Interface but no NVG Module and that the total number of tests is 24 |
| The term “Mid Male” describes the manikin that uses an ADAM headform. The line, “Windblast shall be conducted with a Case 1, 5th percentile female manikin with 5th percentile female Hybrid III neck and JSF-SF-81 head; and with a Case 6, 95th percentile manikin with 95th percentile male Hybrid III neck and JSF-LM-110 head,” will be updated in the next revision of the specification to include the use of a solid-neck as well as the ADAM headform where called for in Table IX of the MACH Performance Specification. In your proposal, this pending change can be identified and documented as an assumption in your technical volume. |
The windblast tests are to be conducted with the basic MACH system. The contractor should base the proposal on a total number of 24 windblast tests per the MACH Performance Specification.
Proposals should reflect the updated information contained in this response.
