SCHEDULE OF CHANGES

BLOCK 14. DESCRIPTION OF AMENDMENT: This amendment is issued to incorporate the changes as cited below:
1. Section L, Clause YA-L001, Proposal Preparation Instructions - Information To Offerors (ITO), Paragraph 4.1, Design, first paragraph is changed to read:
"Offeror(s) shall describe in detail their proposed design. Offeror(s) shall use the Government provided Performance Specification (PS) to develop their technical solution. The Offeror(s) technical solution, based on the Government's Performance Specification will be put on contract at time of award. Offeror(s) shall specifically explain how their design will meet the Key Performance Parameter (KPP) and Key System Attribute (KSA) thresholds. KPP and KSA thresholds cannot be traded off. If the Offeror is proposing tradeoffs to eliminate or reduce Other System Attributes (OSA) threshold requirements, those requirements that were eliminated or reduced must be identified. Offeror(s) will describe how their proposal incorporates tradeoffs in an effort to minimize risk and/or reduce life cycle costs. Offeror(s) shall also provide the rationale which substantiates the decision(s) to trade the requirement(s). Offeror(s) shall explain how technologies selected in the design are procurable and producible, to include a listing of the technologies and available sources. The offeror(s)' design must incorporate Technology Readiness Level (TRL) 6+ or greater technologies. TRL 6 is defined as:"
2. Section L, Clause YA-L001, Proposal Preparation Instructions - Information To Offerors (ITO), Paragraph 4.3, Total Life Cycle Cost is changed to read:
"Offeror(s) shall describe how their design will minimize Total Life Cycle Cost. Assume that 75,568 garments will be procured through 2030."
3. Section M, Clause YA-M002, Evaluation Criteria, Paragraph (1), Subfactor 1.1, Design Approach, Paragraph (a) is changed to read:
"a. Evaluation Factors and Subfactors and their Relative Order of Importance Award will be made to the offeror(s) proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. Four factors will be used in this evaluation: Mission Capability, Proposal Risk, Past Performance, and Cost/Price. The first three factors are of equal importance. Cost/Price, although an important factor, is of less importance. In accordance with FAR 15.304(e) - Evaluation Factors and Significant Subfactors, the evaluation factors other than cost or price, when combined, are significantly more important than cost or price, however cost/price will contribute substantially to the selection decision. Within both the Mission Capability factor and the Proposal Risk factor, Subfactors are listed in descending order of importance."
4. Section M, Clause YA-M002, Evaluation Criteria, Paragraph (1), Subfactor 1.1, Design Approach, subparagraph (e) is changed to read:
"(e) Has a design approach that minimizes Total Life Cycle Costs."
5. The Request For Proposal (RFP) remains as written except for the changes indicated above.
