Rules of Engagement One-On-One Sessions
• Location: Bldg 1222, 2nd Floor Conf Rm
• Dates/Time: 28-29 Apr, pre-scheduled 40 minute time blocks
• Waiting Area: Bldg 1222, 1st Floor Multi-Purpose Room
• Please be ready 15 minutes before your scheduled session
• Ground Rules:
– Government will only accept business cards (no marketing info)
– Duration of one-on-one meetings limited to 40 minutes

What It Is…
• Requirement to train airmen for Special Ops/Combat Rescue Operations by providing…
– Aircrew Instruction – initial qualification, refresher, and currency
– Cybersecurity – security for all aspects of simulators to include ATOs
– Student Services – registrar, scheduling, publications
– Contractor Logistics Support (CLS) – operational mx, supply chain mgmt, & eng spt
– Training Services Support Center (TSSC) – DRs, DCRs, and minor mods
– Concurrency Modifications – Ensure concurrency with weapon system & avoid obsolescence
– Courseware – development and maintenance of course materials
– Database Generation System (DBGS) – unclassified training databases
– Distributed Mission Operations (DMO) –connect to DMO network
– Commercial Training – non-standard aircraft training
– Handling of classified media at the Secret level; up to Top Secret at Andrews

What It Is NOT…
• AFSOC and USSOCOM ATARS requirements at Hurlburt Field, Cannon AFB, Harrisburg ANGB, Kadena AFB, and Mildenhall AFB will remain on ATARS II until 30 Sep 17; AFSOC ATARS follow-on planning will begin Sep 15
• CV-22 and J-variant concurrency mods
• CV-22 and J-variant TSSC
• CV-22 CLS
• Mission rehearsal
vs. ATARS II
• Similar scope; reductions in magnitude
– Reduction of MDSs
– Reduction in locations
– Reduction of DMO and CLS requirements
– Elimination of mission rehearsal

UH-1N HTAWS/TCAD
Concurrency Modification
• Actual modification (not hypothetical)
• Required to maintain concurrency with UH-1N weapon system avionics
– Helicopter Terrain Awareness Warning System (HTAWS)
– Traffic Collision Avoidance Device (TCAD)
• Modification required for 2 devices at Kirtland
– UH-1N Weapon System Trainer (WST)
– UH-1N Operation Flight Trainer (OFT)
• Simulate; not stimulate
– Includes functionality, performance, latencies, instrumentation, information content, displays, fidelity, and procedures resident in the UH-1N
Incentive Option
• Contractor earns years
vs. loses years, since we are funded with annual appropriations
• Contractor earns a single evaluation rating for each identified performance criteria during each of the evaluation periods
• Each Evaluation Criteria has a point value, contractor must earn a minimum number of points to become eligible for the option
– Evaluation Periods 1 and 2 combined determines eligibility for option period 4
– Evaluation Period 3 determines eligibility for option period 5
– Evaluation Period 4 determines eligibility for option period 6
– Evaluation Period 5 determines eligibility for option period 7
• FAR 17.207 still applies
What Changed from DRAFT RFP
• Removed all MC-130H requirements
• Adjusted DMO banded hours
• Added OPFOR CLIN with bands
• Updated Asset List
• Updated Technical Subfactors to require related experience
• Minor clarifications/changes to PWS, maintenance/software agreements, CDRLs, removal of CV-22 GFP (except for classroom training aids)
• BSAs and CBAs in work
• PFT data will be provided in bidder’s library
