Responses to FA8620-15-R-4005 RFP Questions
Q: Is the offeror required to provide the Past Performance Information within a standalone volume or shall it be submitted within the online PPI tool only?
A: Past Performance will need to be submitted as a standalone volume. The information generated from the PPI tool shall constitute the required 3 Hardcopies and 1 electronic copy as asked for in Section L Table 2.2.
Q: Will automatically generated pages from the PPI tool count against the 30 page count for this section?
A: The automatically generated pages from the PPI tool will count against the 30 page limit. Any information entered into the PPI tool shall mirror the data submitted to satisfy Section L Paragraph 5.0 and section L, Attachment 3.
Q: Is the Specific Content part of the Past Performance Information tool, or is this to be a separate written narrative?
A: The information pertaining to specific content will need to be included in the PPI tool as described on page 22 of 32 in section L (Attachment3). The information required for specific content shall be provided along with 5.3 Relevant Contracts to provide a disciplined way to evaluate the past performance on specific contracts with minimal searching.
Q: If the Specific Content is to be provided as a separate written narrative, does it count against the 30 page count?
A: Yes, this will be counted as part of the 30 page limit.
Q: Is there a set-aside associated with the contract?
A: This is a 100% Small Business Set-aside
Q: RFP, Section L, 5.2 states, “each offeror is requested to submit the information shown in Attachment 3 for each relevant contract 10 days prior to the date set for receipt of proposals.”
Please confirm that only references submitted through the past performance tool are required 10 days early and that offerors are not required to send in hard/electronic copies of the past performance volume 10 days early.
A: It is requested that the PPI be submitted via PPI tool 10 days prior to date of proposal receipt. The CD-ROM and (3) Hardcopies are not required until 29 May 2015 at 2:00 PM EST when the entire proposal is due. However, in accordance section L, Paragraph 5.3 the Past Performance Volume may be submitted 10 days early and electronic submission is acceptable, but will not be treated as the official proposal until the hardcopies and CD-ROM are received.
Q: The RFP states the transition period is to be 30 days. Is this 30 calendar days or billable days?
A: 30 Calendar days
Q: Do the Sensor Operators require any type of FAA certification (i.e. class II)?
A: Sensor Operators require a FAA Class II Physical
Q: RFP, Section L, 1.0 states, “this level of effort has historically been supported by 17 MQ-1/9 Pilots, two of which are Test Pilots, and 12 MQ-1/9 Sensor Operators.” Please confirm the implication that the effort has been supported by 17 Pilots and 12 SO’s at each primary location.
A: This support is only at the primary duty location near Lancaster CA.
Q: In order to meet the requirements of PWS 3.1-3.2, is it the Government’s intent to provide access to courseware, Flight Evaluators, Simulators, and Aircraft during the transition period (specifically to maintain currency of incumbent personnel and/or to qualify non-incumbent personnel)?
A: Yes, however the contractor company is responsible for maintaining FAA certifications
Q: Will all incumbent personnel be current at the end of the incumbent contract?
A: With rare exceptions, yes
Q: Are the support personnel expected to support the entire unit or solely the contractors associated with this effort? For example, are the schedulers expected to schedule all personnel or only the contractors?
A: The unit-level support personnel support the whole unit.
Q: Will the Government provide incumbent resumes or a point of contact for incumbent personnel?
A: No, any communication between the incumbent and prospective offerors is between those parties.
Q: Does the government require a consent letter for each individual Past Performance submitted by a subcontractor or one (1) letter for each subcontractor authorizing use of Past Performance Information (PPI)?
A: The Government requires only one (1) consent letter from each subcontractor authorizing use of Past Performance Information (PPI).
Q: It seems clear that the PPI must be submitted ten (10) days early via the PPI Tool as described in the RFP. What is not as clear is whether the CD-ROM and (3) Hardcopies must also be delivered ten (10) days early or on 29 May 2015 when the entire proposal is due. Please clarify.
A: It is requested that the PPI be submitted via PPI tool 10 days prior to date of proposal receipt.
