MQ-1/9 Production Acceptance and Developmental Test

Services

Vision Statement

Provide Production Acceptance and Developmental Test aircrew and Unit Level support personnel to support ground and flight testing at AFLCMC/WII DET 3 OL. Unit Level support functions include Flight Manual Management, Squadron Aviation Resource Management

System (SARMS) Operations Administration, Standards/Evaluation Management, and Aircrew

Scheduling.

1 Introduction

AFLCMC/WII is comprised of the MQ-1 and MQ-9 aircraft, GCS, and support equipment that has been specially configured to meet mission requirements of Air Combat Command (ACC), US Special Operations Command (USSOCOM), Air Force Special Operations Command

(AFSOC), and Foreign Military Sales (FMS). This Unmanned Aerial System (UAS) is employed around the globe and works in a range of environments from established bases to austere runways. The MQ-1/9 program develops cutting-edge equipment to meet the emerging requirements of ACC, USSOCOM, AFSOC, FMS and various other government agencies.

1.1 Mission

AFLCMC Det 3 OL is located in the Mojave Desert in southern California at a remote airfield devoted to Remotely Piloted Aircraft (RPA) Production Acceptance and Developmental testing in support of AFLCMC/WII at Wright Patterson Air Force Base, OH. The Program Office provides engineering services, program management, logistics support, and test oversight for various UAS customers. The acquired services outlined in this PWS are necessary to ensure maximum program responsiveness and flexibility for missions requiring rapid upgrades to existing or new weapon systems for an array of operational needs.

1.2 Background

The Production Acceptance and Developmental Test Support Services are currently being performed under a Big Safari Sole Source services contract which is executing its last option year in CY15. This contract effort is a new requirement. The Period of Performance (POP) will consist of 30-DayTransition Period, 1 December 2015 to 31 December 2015, Base Year, 1

January 2016 to 31 December 2016, Option Year 1, 1 January 2017 to 31 December 2017, Option Year 2, 1 January 2018 to 31 December 2018, and Option Year 3, 1 January 2019 to 31

December 2019.

This new contract effort is to obtain the services of MQ-1/9 Pilots, Test Pilots, and Sensor

Operators (aircrew) to get the best value test support for the United States Air Force. The contract period of performance (POP) will be for 30-day transition period, 1 year base, and 3 option years. In addition to providing aircrew, the Contractor shall provide MQ-9 Flight Manual

Program support, Squadron Aviation Resource Management (SARM) Operations

Administration, Standards/Evaluation support, and Flight Scheduling support.

1.3 Scope

Program work under this PWS will require coordination and interaction with USAF project managers, prime contractors, subcontractors, and concerned United States Government agencies. All contracts relating to any project being supported under this PWS between contractor support personnel and other involved organizations will be approved in advance by the specific USAF or Government Program project management staff being supported.

2 General Requirements

The places of performance include: Primary: Mojave Desert Flight Test Facility, CA and China

Lake NAS, CA. Alternate or off-site locations: General Atomics Aeronautical Systems

Incorporated Division, Poway CA; Creech AFB, NV; Nellis AFB, NV; and Edwards AFB, CA.

The period of performance shall be 12 months from date of award with three (3) additional 12-month option periods. Each period of performance award will include the baseline contract to support normal operations tempo and a surge operation to support an increased tempo.

Baseline contract: Requires enough aircrew and unit support personnel to execute, on average, three (3) four (4)-hour sorties (flights) and three (3) four (4)-hour ground test events per day, five

(5) days per week given the AFI11-202 Volume 3 12-hour crew rest and duty day limitations.

Temporary increases in operations tempo to a maximum of five (5) four (4)-hour sorties and four

(4) four (4)-hour ground events per day may be required due to programmatic deadlines hindered by weather or other unplanned factors. Baseline contract manning should be sufficient to support these temporary increases in operations tempo for short periods of time in order to meet schedule requirements.

Surges in operations tempo due to Joint Urgent Operational Needs (JUONs), Urgent

Operational Needs (UONs), Quick Reaction Capabilities (QRCs), or similar test efforts will require additional manning and chargeable to the Surge Operations Option Contract Line Item

(CLIN). Surge capability should account for enough manning to consistently perform at five (5) four (4)-hour flight sorties (flights) and five (5) four (4)-hour ground events per day, five (5) days per week given AFI 11-202 Volume 3 12-hour crew rest and duty day limitations.

Note: One “sortie” counter is defined as 3 to 4 hours scheduled and/or logged flight time duration. Additional flight time over 3 hours constitutes additional sorties as follows: 0-3 hours =

1 sortie (1 crew), 4-8 hours = 2 sorties (2 crews), each additional 4 hour increment over 8 hours equals an additional sortie requiring one more crew. This time does not include any preparation activities, pre-mission briefs, pre-launch/ground procedures, post flight ground checks, or debriefing. Example(s): Scheduled takeoff of 0700L and land of 1000L = 1 sortie. Scheduled takeoff of 0700L and land of 1200L = 2 sorties. A ground test can also be counted as a sortie under certain conditions i.e. if engine runs are required, or pilot and sensor operator specific checklists and tasks need to be accomplished as build up to a flight event.

All contractor pilots are required to be FAA Licensed Commercial Pilots with Instrument ratings in addition to being current and qualified on the MQ-1/9 Unmanned Aerial System.

Developmental Test Pilots shall be graduates of a formal Test Pilot School.

Due to the complexity of the UAS Flight Manuals, the Flight Manual Managers shall possess prior MQ-1 or MQ-9 (or both) Pilot or Sensor Operator qualifications with Instructor and Test &

Evaluation experience in addition to experience working with Air Force Technical Orders 00-5-1 and 00-5-3; and familiarity with MIL-DTL-7700.

Production Acceptance Testing for Foreign Military Sales (FMS) customers may be necessary.

FMS Testing will only be for Production and Acceptance Testing.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the

Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.

2.2 Business Relations

The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration.

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at AFLCMC Det 3 OL and the Contractor's corporate offices.

2.3.2 Contract Administration

The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support contracts or task orders. The Contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.

2.3.3 Personnel Administration

The Contractor shall provide the following management and support as required: The

Contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The

Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract tasks at offsite locations as mentioned above and necessary to support AFLCMC Det 3

OL. The Contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).

2.4 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (CO), Contracting Officer

Representative (COR) and Program Manager (PM).

2.5 Contractor Personnel, Disciplines, and Specialties

The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of certifications, education, training, and experience.

The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories as defined in the standard Labor Categories document, labor rates, and man-hours utilized in the performance of each PWS line item issued hereunder will be the minimum necessary to accomplish the task.

Estimate of nominal labor hours by labor category:

a) MQ-1/9 Aircrew (Pilots, Sensor Operators, Test Pilots): 40 Hours per week

b) Unit Level Support (Scheduler, Ops Admin, Flight Manual Managers): 40 Hours per week

The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.

Contractor personnel will ensure they always identify themselves as such by prominently wearing contractor badges above the waist, verbally when on the phone, on their cubicle/office nameplates, and in their email signature block.

2.6 Location and Hours of Work

Accomplishment of the results contained in this PWS requires work at AFLCMC Det 3 OL in the

Mojave Desert in San Bernardino County, CA. Normal workdays are Monday through Friday except US Federal Holidays which include:

Aircrew (Pilots and Sensor Operators) may be required to fly sorties at all hours depending on scheduled test mission requirements. Aircrew flight duty days will be based upon AFI11-202

Volume 3 12-hour crew rest and duty day limitations. When not on the flying schedule, contractor aircrew shall adhere to the normal core hours of work as described below.

Workers typically work a “9/80” schedule, that is nine (9) nine (9)-hour days in a two (2) week period for a total of 80 hours. Flextime workers start not earlier than 0700 and not later than

0800. Core hours of work are from 0800 to 1600 daily. All employees (with exception of aircrew on flight schedule) are expected to be available during core hours.

Temporary increases in operations tempo to meet programmatic timelines due to unforeseen delays (weather, maintenance, technical issues, etc.) should be absorbed by the current contractor aircrew foregoing additional duties or training opportunities. These short duration (up to six (6) months) increases in operations tempo may require extended (up to 10 hours) days for certain contractor personnel.

Indefinite surge operations to support Quick Reaction Capability (QRC) or Joint Urgent

Operational Need (JUON) efforts may require additional contractor aircrew/support personnel to support increases in operations tempo (six (6) months or longer). The additional contractor personnel to support indefinite surge operations will be charged to the Surge Option CLIN.

2.7 Travel / Temporary Duty (TDY)

Travel to other government facilities or other contractor facilities may be required to support the contracted effort. All travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the Government (subject to local policy procedures), and is on a strictly cost reimbursable basis. Costs for travel shall be billed in accordance with the regulatory implementation of Public Law 99-234 and FAR 31.205-46 Travel Costs (subject to local policy & procedures; may reference FAR).
