(a) Definitions. As used in this clause-
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web- Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
(Contracting Officer: Insert applicable document type(s)).
Note: If a “Combo” document type is identified but not supportable by the Contractor’s business systems, an “Invoice” (stand-alone) and “Receiving Report” (stand-alone) document type may be used instead.)
(2) Inspection/acceptance location. The Contractor shall select the following inspection/acceptance location(s) in WAWF, as specified by the contracting officer.

CDRL GENERAL INSTRUCTIONS
1. SCOPE. This Contract Data Requirements List (CDRL) establishes the data to be delivered by the contractor and the submittal, approval and distribution requirements of all the CDRL data items contained herein.
2. GENERAL. From time to time during the performance of this contract, the Contracting Officer unilaterally may change the place of delivery and the technical office for any line item of contract Exhibits (DD Form 1423-1-1) hereto, at no change in contract price, notwithstanding the provision of the clause of Section I entitled “Changes”. If there is a change in the place of delivery the contractor and the Contracting Officer may mutually agree to an extension of the data submittal requirement date.
b. From time to time during the performance of this contract, the Contracting Officer unilaterally may increase or decrease the number of addressees and/or increase or decrease the number of copies (regular or reproducible) specified for any data item of the CDRL hereto, at no change in price provided that the increase in the total number of copies (regular or reproducible) for an individual line item of data shall not be greater than two hundred percent (200%) of the total number of copies (regular or reproducible) initially specified in the CDRL nor shall the decrease in the total number of copies (regular or reproducible) for an individual item of data be greater than fifty percent (50%) of the total number of copies (regular or reproducible) initially specified in the CDRL. In the event of an increase greater than 200% or of a decrease greater than 50%, the parties will negotiate any equitable adjustments in accordance with the procedures of the “Changes” clause.
c. Unilateral actions pursuant to (a), and (b) above shall be by the issuance of a Contracting Officer’s letter followed by a Supplemental Agreement to this contract, which will reference this clause as its authority. Any action directed by this clause shall be effected by the contractor beginning with the first submission of the particular data item or items after receipt of Contracting Officer’s direction.
4. DATA SUBMITTAL APPROVALS. The following definitions apply to Block 8 of the DD Form 1423-1:
a. The use of an "A" in Block 8 indicates that government approval of the identified document is required to assure that the contractor is sufficiently prepared to proceed to the next phase of the contract in addition to verifying compliance with the DID and CDRL requirements. To this end, the Office of Primary Responsibility (OPR) designated in Block 6 of the DD Form 1423-1 will consolidate the evaluations performed by the data recipients with their own and respond through the Contracting Officer (CO) to the contractor. The CO letter will contain the same information as is reflected on the submittal letter.
b. Approval of contract data submittal(s) does not constitute certification of technical data. Declaration of technical data conformity shall be accomplished by the contractor following government response to data submittal(s), if a response is required. If government response is not required, certification of technical data shall be accomplished upon final submittal of the relevant data.
c. If there is an “N”, or an “N/A” in Block 8, these data items are considered non-approval, however this does not relieve the contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to review and approval by the procuring agency for departure of said compliance.
d. The government will formally respond to the contractor after receipt of any data that is technically disapproved. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.
5. REVISIONS TO DATA SUBMITTALS AND RESUBMITTALS OF DATA
a. Unless otherwise specified, data submittals that are disapproved by the government shall be revised and resubmitted by the contractor within thirty (30) calendar days after receipt of CO letter. If the contractor cannot resubmit within thirty (30) calendar days, the government shall be notified within fifteen (15) calendar days and a new suspense date will be established.
b. Data submittals that are approved contingent upon revision shall be revised and distributed within thirty (30) calendar days after receipt of PCO letter. If the contractor cannot resubmit within thirty (30) calendar days, the government shall be notified within fifteen (15) calendar days and a new suspense date will be established.
c. Resubmittal will reference original submittal letter number.
6. DATA PREPARATION
a. Data submitted by the contractor shall conform to the quality requirements specified on the CDRL for each data item. If the data preparation instructions contained in Block 16 of the DD Form 1423-1 are different from the instructions contained in the DD Form 1664, the DD Form 1423-1 instructions shall govern.
b. Whenever Block 14b, Reproducible, is checked, data shall be delivered by one of the following electronic methods unless otherwise specified on the DD Form 1423-1. The order of precedence is:
1) Electronically via on-line access with the contractor’s website unless otherwise mutually agreed to between the contractor and the government prior to delivery.
2) Data may be provided in other electronic media such as CD-ROM, tapes or other suitable media, including paper, when mutually agreed between the contractor and the government. Unless otherwise specified, all final reports and documents that are in paper shall be prepared on standard 8 1/2 x 11-inch document size; 3-hole punched, bound bond paper and shall be sufficiently legible to be suitable for reproduction of a direct copying machine.
c. Electronic data shall be provided in a format that is compatible with AFLCMC/WII Program Office software.
7. DOCUMENT REVISIONS. The contractor shall comply with the following requirements in the revision of documents provided in response to the data requirements specified in the CDRL.
a. Revisions shall be in the form of change pages or reissuance of the complete document dependent upon agreement between the government and the contractor.
b. A "revisions" page shall be provided in the front of each revision that shall contain, as a minimum:
(1) A brief description of the reason for revision, including the applicable authority; e.g., ECP, change order, supplemental agreement.
(2) Revision identification letter or number and revision date.
(3) Appropriate administrative instructions; e.g., security information, revision instructions, etc.
c. Each revised page shall have the specific changes identified by a vertical line in the right-hand margin and include appropriate identification to the applicable revision by either date, revision number or letter. (Dates, document number and revision appear on the upper right hand corner of each page of controlled documents such as specifications.) If a revision is the complete reissuance of the document, no vertical lines shall be in the margin.
d. Anytime a revision is submitted, the title page of the document shall indicate the number or letter and date of that revision. Latest revision symbol and date shall be visible on or through the front surface of the document.
e. The letter of transmittal for each revision shall also reference all previous correspondence specifically relating to the documentation being submitted.
8. DOCUMENTATION MARKING. DoDD 5230-24, Distribution Statements on Technical Documents, specify certain distribution statements be physically applied to data to control distribution. These statements are in addition to any other distribution statements required by this contract to be placed on each document. Block 9 of each DD Form 1423-1 indicates the relevant distribution statement applicable to the data to be submitted. The contractor shall mark the DoD 5230-24 distribution statements on each CDRL deliverable as annotated in Block 9 of the DD Form 1423-1 including any elaborating instructions in Block 16. The DoDD 5230.24 export control warning notice shall be applied when indicated in the DD Form 1423-1. The following Destruction Notice shall be applied to unclassified/limited distribution documents: “Destroy by any method that will prevent disclosure or reconstruction of the document.”
a. The contractor is not authorized to provide copies of any data on the CDRL to activities who are not specifically identified in the distribution block of the CDRL without written government approval from Contracting Officer.
b. Contractor Imposed Distribution Statements. Part 27, Subpart 27.4 to the DoD Supplement of the Federal Acquisition Regulations (FAR) stipulates control procedures for contractor controlled technical information in which the government has limited rights. These procedures shall be followed as described in DOD 5230-24.
9. METHOD OF TRANSMITTAL
a. In addition to DD 250 requirements where applicable, all data submittals shall be accompanied by a letter of transmittal, directed to AFLCMC/WIIE; regardless of method of data submission; i.e., paper copy, floppy disk, on-line access, provided at a review, etc. The letter of transmittal shall include as a minimum: reference to the contract number, delivery order number, program name, document sequence number, if applicable, title, CDRL sequence number, revision level, contractor's report and project number assigned to that data, and the method of submittal. The data itself shall contain the above information as well as the transmittal letter number.
b. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date of letter of transmittal. If the scheduled delivery date of any data item falls on a weekend (Saturday or Sunday), or legal holiday, the next scheduled delivery date for the data item and tracking record will reflect the following day after the weekend or legal holiday.
c. For each data item in the CDRL, the contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.
d. Classified data shall be submitted in accordance with the Industrial Security Manual.
10 DECLARATION OF TECHNICAL DATA CONFORMITY. The contractor shall certify, in the letter of transmittal or DD Form 250, the technical data conformity of all CDRL items indicated in the CDRL index as being subject to DFARS 252.227-7037.
DISTRIBUTION STATEMENTS ON TECHNICAL DOCUMENTS
The purpose of this supplement attachment is to establish procedures for marking technical documents, including production, engineering and logistics information, to denote the extent to which they are available for distribution, release, and dissemination without additional approvals or authorizations.
Distribution covers all engineering drawings, standards, specifications, technical manuals, blueprints, drawings, plans, instructions, computer software and documentation, and other technical information that can be used or adapted for use to design, engineer, produce, manufacture, operate, repair, overhaul, or reproduce any military or space equipment or technology concerning such equipment.
The distribution statement markings shall be mandatory for all technical documents, including such informal documents as working papers, memoranda, and preliminary reports if those documents are not already in the public domain and if they are likely to be disseminated outside of the Department of Defense.
The distribution statement shall be displayed conspicuously on technical documents so as to be readily recognized by recipients.
The following shall apply for standard written or printer material:
1. The distribution statement shall appear on each front cover, title page, and Standard Form 298, “Report Documentation Page.”
2. When practicable, the abstract of the document, the DD Form 1473 and bibliographic citation shall be written in such a way that the information will not be subject to Distribution Statements B or F.
If the technical information is not prepared in the form of an ordinary document and does not have a cover or title page (such as forms and charts), the applicable distribution statement shall be stamped, printed, written, or affixed by other means in a conspicuous position.
A distribution statement marking is distinct from and in addition to a security classification marking.
