Responses to FA8620-15-R-4005 RFP Questions
Q: PWS 5.2, A02 states "Update monthly as part of IPMR", however IPMR is not listed anywhere else in the document. Please confirm this is a legacy statement from the draft RFP and that an IPMR is not a required CDRL.
A: Yes, IPMR is a legacy statement. IPMR is not required, only the data specified in CDRL A02 titled Contractor’s Progress, Status, and Management Report is required.
Q: ITO 2.3: Requests CDs. Are DVDs acceptable?
A: Yes, DVDs are acceptable provided they allow the same usability as required by ITO 2.3.
Q: ITO 7.1: This para states “The offeror's proposal shall include a signed copy of the Model Contract, and Sections A through K.” The final RFP pdf is “locked for editing”. Please provide an unlocked pdf and/or MS Word version so we can edit the appropriate sections.
A: MS Word version has been saved and will be posted to FBO.
Q: Does the contractor require ITAR clearance to support the 2% FMS requirement?
A: ITAR clearance will not be required at time of award. ITAR clearance will be required when the FMS Option is exercised. Any cost associated with obtaining ITAR clearance shall be captured in the price of that option.
Q: Section 3.3.4 of the PWS states the "contractor shall develop, manage, and execute standards/evaluations (qualifications) for MQ-1/9 Aircrew" In addition, W04: Weekly Training Review Briefing states "Contractor Director of Training (DOT) Manager shall provide a weekly update of aircrew training status...Also, Section L states that the contract has historically been supported with 2 schedulers, 2 SARMS Ops Administrators, and 1 Flight Manual Manager.
Is the requirement for 'Standards/Evaluation Management' and a 'Contractor Director of Training Manager' a new support requirement or have these requirements been fulfilled by the current (historical) support staff such as SARMS Operations Administrators?
A: Standards/Evaluation Management' and a 'Contractor Director of Training Manager is not a new requirement. In the past, it has been covered by current manning.
