Responses to Industry Teleconference Questions
Q: How does the Government intend to service the off-sites, e.g. LA and Palmdale? Is it only during exercises?
A: The primary duty location is the Mojave Desert Flight Test Facility (OL Det 3) near Palmdale CA in LA County. The primary Flight Manual Manager works out of Det 3 located at the General Atomics Plant in Poway CA. There is a potential that performance may need to take place at other locations IAW PWS 2.0 General Requirements.
Q: Will there be any site visits to any of the locations?
A: No Site visits are planned at this point. However, please relay concerns or requests with valid reasoning via email to John.Purcell.3@us.af.mil and/or Stephanie.Sanchez.5@us.af.mil. If a site visit is scheduled, the FBO page will be updated with the time, date and location of the site visit.
Q: PWS 3.1.9 states: “The Contractor shall conduct training for MQ-1/9 Test Aircrew.” Confirm the Government will provide the equipment resources (aircraft, GCS, etc.) for this training while contractor provides the instructor?
A: This requirement speaks to the necessity of the contracted company to ensure they keep their aircrew current and qualified.
Q: PWS 4.2.3.2 and 4.2.3.3 state: Résumés of Key Personnel and Signed Letters of Intent for perspective MQ-1/9 Aircrew and Unit Level Support personnel must be provided in the proposal, respectively. However, FAR clause 52.222-17 Non-displacement of Qualified Workers is also included in the RFP, presenting a conflict when providing resumes/letters of intent that differ from incumbent staff. If the incumbent staff do not provide resumes/signed letters of intent to other offerors, then these requirements are unduly restrictive of competition and strongly favors the incumbent’s proposal. Request eliminating these two requirements.
A: PWS 4.2.3.2 and 4.2.3.3 do not exist. However, Section L, 4.2.3.2 refers to one-page resumes of Key Personnel and 4.2.3.3 refers to signed Letters of Intent. FAR 52.222-17 Non-displacement of Qualified workers is a clause that requires successor contractor to provide good faith offers to service employees employed under the predecessor contract.. While the clause and the requirement of providing resumes of key personnel and letters of intent are completely separate, we do see how this could be perceived as the government attempting to unduly restrict competition. With that being said, we will be updating sections L&M in order to remove the requirement for signed letters of intent and modifying the resume requirement. We will now be asking for “representative/real resumes” of key personnel that will be evaluated for the offeror’s understanding of the qualifications and skillsets necessary to perform the work. Key personnel would include the program manager, chief pilot, and chief sensor operator.

Q: What Organizational Conflict of Interest (OCI) issues exist for this effort? Are there any projects which might cause an OCI with this effort?
A: We have not identified any OCI issues for this effort. No A&AS support contractors will be involved as a team member in this source selection. However, please relay any potential OCI concerns via email to John.Purcell.3@us.af.mil and/or Stephanie.Sanchez.5@us.af.mil
Q: Could you please tell me what specific information is required in each column? For example, in the Reference column, would you like the task requirement verbiage or the paragraph number?
Subsequently, in the PWS, Section L&M, CLIN, or Past Performance column, would you like an "X" or the paragraph number from that document?
A: To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum amount of cross referencing to other volumes of the proposal. However, if you feel that you have adequately covered a topic in another section you may use the cross reference in Attachment 4. Please be sure to list the following information; PWS, Section L& M, CLIN numbers, and Past Performance references as it correlates to your proposal.
