The information being provided is to help industry understand the government’s requirements and objectives in an attempt to improve proposals and the proposal process. Any discussions or suggestions are for information only. All changes or direction will be forwarded in writing by the Contracting Officer.
Any costs incurred prior to receipt of a contract signed by the Contracting Officer is at your own risk.
The information being presented is notional and may change prior to release of the RFP. Should any information provided herein change, it will be reflected in the final RFP. All Offerors are cautioned to carefully read the forthcoming solicitation & comply accordingly. The actual RFP overrides/supersedes anything heard or presented at this teleconference.

Four High Level Objectives
1. Perform Developmental Test & Evaluation
– Requires MQ-1/9 Pilots, Test Pilots, and Sensor Operators with specified experience and certifications
2. Perform Production Acceptance Ground and Flight Testing
– Requires MQ-1/9 Pilots, Test Pilots, and Sensor Operators with specified experience and certifications
3. Perform Unit Level Support
– Requires Operations Administration, Aircrew Scheduling and Flight Manual Managers with specified former aircrew experience
4. Perform Contract Administration
– Requires Government-Approved Monthly Integrated Program
Management Report, Quality Assurance Program Plan and Transition Plan

Contract Overview
Minimum clearance required: SECRET
CDRLs will include an Integrated Monthly Program Management Report which includes a Cost Status for Travel CLIN, Staffing Plan, and Transition Plan Status
Projected Start/Transition Anticipated Transition will begin in Dec 2015 Contractor ‘ready to go’ in Jan 2016
• Cross Teaming Limitations
• Market research confirmed that subcontracting and teaming arrangements may be necessary because of the broad scope of the contract requirements; therefore, such arrangements are encouraged to ensure mission success. It is the Government’s policy to recognize the integrity and validity of Contractor team arrangements and to not overly restrict the market, provided the arrangements are identified and company relationships are fully disclosed in an offer or, for arrangements entered into after submission of an offer, before the arrangement becomes effective.
• The following restrictions on cross teaming shall apply:
• During any competition, if a company is identified as a prime contractor or teaming partner/subcontractor on any proposal for a competition, then that company cannot participate as a prime contractor or teaming partner/subcontractor on any other offeror's proposal for that specific competition.
• After proposal submission, the teaming arrangement limitation does not apply to subsequent fair opportunity notices or awards.
Cross Teaming Arrangement
• Government-Approved Transition Plan should meet PWS section 4.2 Requirements:
• The Contractor will be given a transition period, as defined in the
Transition CLIN Description, to provide qualified personnel that meet or exceed the stated qualification requirements per section 3.0 Performance Requirements. The Contractor shall follow the approved Transition Plan submitted as part of the Technical Proposal. The Contractor's approved Transition Plan shall become an attachment to the contract. The Contractor shall ensure the approved Transition Plan incorporates, at a minimum, the transition requirements and milestone schedule to address the accomplishment of the transition milestones and mitigate any associated risks.
• The Transition Plan shall specifically address the Six Checkpoints prescribed in paragraphs 4.2 a – f of the PWS
