Responses to FA8620-15-R-4005 RFP Questions
Q: Can you please provide AFLCMC Det 3 OI 11-15 and AFLCMC Det 3 OI 99-108?
A: AFLCMC Det 3 OI 11-15 and AFLCMC Det 3 OI 99-108 will be posted to FBO.
Q: In accordance with the Joint Travel Regulations, would you please consider designating a single Primary Duty Station (PDS)?
A: Palmdale Area, CA is the primary Duty Station.
Q: 7.3.4.2, Associate Contractor Agreements: “Include Associate Contractor Agreements, if applicable”. Typically, fully executed Associate Contractor Agreements are not required until after contract award. Please clarify if a sample Associate Contractor Agreement (non-executed) is adequate, or if fully executed agreements are required.
A: A sample Associate Contractor Agreement (non-executed will be sufficient for proposals). Your company will need to be able to provide a fully executed ACA after award.
Q: 7.3.4.3.1: Applicable Documents: “A list of Applicable Documents has been provided to the offerors as an annex to the PWS attachment in the solicitation, which includes a minimum list of Government Compliance Documents. The offeror shall provide a list of any offeror, industry, commercial, and tailored Government standards, specifications, processes, and/or practices selected as compliance documents. The offeror shall also provide a list of all Government compliance documents intended to be used as compliance documents during the course of this contract. The offeror shall submit a list of these documents, including any tailoring instructions, as an annex to the proposed PWS”.
Please confirm that it is acceptable for the offeror to provide a list of the specified Government/Offeror Compliance Documents.
A: Yes, the offeror shall provide a list of any offeror, industry, commercial, and tailored Government standards, specifications, processes, and/or practices selected as compliance documents. The offeror shall submit a list of these documents, including any tailoring instructions, as an annex to the proposed PWS. Section L, 7.3.4.3.1 Applicable Documents has been amended.
Q: 7.3.4.3.1: Applicable Documents: “The offeror shall submit the completed Proposed Compliance Documents as a separately bound document.
Section L Attachments:
Attachment 1 – Solicitation Cross Reference Matrix Attachment 2 – Manning, Skills, Qualifications and Certification (MSQC) Matrix Attachment 3 – Past Performance Information Attachment 4 – Past Performance Questionnaire Attachment 5 – Total Evaluated Price Matrix” Are the above listed Section L Attachments considered Proposed Compliance Documents?
A: No, these are not considered Compliance Documents. These are part of your proposal to better evaluate your proposal for your company’s ability to complete this contract, past performance, and the Total Evaluated Price of your proposal.
Q: 7.3.4.3.1: Applicable Documents: “The offeror shall submit the completed Proposed Compliance Documents as a separately bound document.” AND attachment 4 requires the completed questionnaires be e-mailed to John Purcell or Stephanie Sanchez.
If the Government requires a completed Attachment 4 Past Performance Questionnaire be included in Volume V Contract Documentation, please clarify if an offer should request a copy of completed Past Performance Questionnaires be returned to the offeror to be included in Volume V.
A: It is not necessary for the offeror to request the completed Past Performance Questionnaires be returned to the offeror. Any Questionnaires received from third parties will be included in the Government’s documentation for Past Performance Evaluation.
Q: 7.3.4.3.1: Applicable Documents: “The offeror shall submit the completed Proposed Compliance Documents as a separately bound document”.
1. Is it the Governments intent for offerors to submit the Proposed Compliance Documents as an annex (appendix) to Volume V OR as a separately bound document?
A: Submit the Proposed Compliance Documents as an annex (appendix) to Volume V. Section L, 7.3.4.3.1 Applicable Documents has been amended.
Q: 7.3.4.3.1: Applicable Documents: “The offeror shall submit the completed Proposed Compliance Documents as a separately bound document”.
2. If the Government wants the Proposed Compliance Documents in a separately bound document, how should it be labeled?
A: Submit the Proposed Compliance Documents as an annex (appendix) to Volume V.

What is meant by the statement “The offeror shall submit a list of these documents, including any tailoring instructions, as an annex to the proposed PWS. The offeror shall submit the completed Proposed Compliance Documents as a separately bound document”? Is the government asking the Offeror to re-print all Manuals and Instructions pertaining to execution of a subsequent award to this Solicitation?
A: No, the offeror does not need to print all manuals and instructions. The offeror shall submit a list of these documents, including any tailoring instructions, as an annex to the proposed PWS. Section L, 7.3.4.3.1 Applicable Documents has been amended.
