Responses to FA8620-15-R-4005 RFP Questions
Q: Regarding SF 30, Block 12 & Section L, Paragraph 2.0 (d), please confirm offerors should assume 60 calendar days for the offer acceptance period.
A: Block 12 will be amended to read 180 Calendar Days. Offerors are requested to have their proposals remain valid for 180 days.
Q: CLINs 0002, 1002, 2002, and 3002 read “Development Test Service”. The PWS reads, “Development Test & Evaluation “. Please confirm the Section B CLIN pricing should include evaluation also.
A: Developmental Test and Evaluation is the same as Developmental Test. Evaluation is the continuation of the developmental test effort to evaluate the performance of the system under test.
Q: The Descriptive Data indicates that CLIN 0004, 0005, 1004, 1005, 2004, 2005, 3004, and 3005 may be exercised up to 12 times. When the offer completes Section B, should the quantity be shown as “12” or “1”?
A: The quantity in CLIN 0004, 0005, 1004, 1005, 2004, 2005, 3004, and 3005 should be 1. The surge and FMS CLINs are one month options that can be awarded up to 12 times.
Q: Regarding Section C, Page 11 please confirm the “????” are not to be completed by the Offeror as part of the model contract.
A: The Government will complete C003, Incorporated Documents/requirements (AUG 2006) at award.
Q: Section I, page 22, Does the Government intend to provide the Statement of Equivalent Hires for Federal Hires?
A: An amendment to the solicitation is forthcoming and will provide this information.
Q: Regarding the CDRL instructions: Please provide the time frame given to the Government for review of data.
A: The "normal" timeframe for Government review is 30 days. The contractor can notify the Government of the impact of slow response and the Government will be held accountable for schedule slips. There will not be an update to the CDRL instructions.
Q: Does the Government desire to provide the Microsoft Word/Office version required for CDRL development?
A: The Government does not provide nor do we have a preference for the Microsoft Word/Office version used for CDRL development.
Q: The solicitation provides the % breakdown by area – 75% Developmental Test Services, 23% Production Acceptance, and 2% Foreign Military Sales. Do these percentages indicate the Government estimate of the %s per CLIN? Could different %s be an indication of “unbalanced pricing” as discussed in Section L, 6.1.1?
A: These are the Government estimate of the percentage of work per CLIN. Differing of percentage, in and of itself, would not be considered unbalanced pricing.
Q: If a complete section B of the RFP is required to be included in the Price Volume, please increase the page count.
A: The page count will be amended to 10 page limit.
Q: Please consider allowing a font size of 10 for tables, charts, graphics and figures.
A: The font size for tables, charts, graphics and figures will be amended to font size of 10.
Q: Regarding Section L, Paragraph 7.1.2 Please confirm complete Block 16 of the SF33 is required also.
A: Yes, Block 16 of SF33 needs to be completed.
Q: Regarding Section L, Paragraph 7.1.3 Section F of the Model Contract does not contain blanks. Please clarify requirement.
A: Amendment is forthcoming. The delivery schedule is laid out in Section F.
Q: Regarding Section L, Paragraph 7.3.4.2, does a current requirement exist for Associate Contract Agreements? Typically, the Government will identify any required on the Government’s behalf.
A: Associate Contractor agreements will be required with General Atomics Aeronautical Systems, Inc. and Unmanned Systems Incorporated. Additional Associate Contract Agreements may be needed in the future.
Q: PWS Paragraph 5.1, The Work Products are not consecutively numbered. (No W10, W12, W13, W14, W15, W16, W19). Please confirm all work products are provided.
A: Some work products were found to be unnecessary and were deleted without the list being renumbered. All work artifacts identified are provided.
Q: There seems to be a disconnect between the Technical Requirements in PWS Para 3 and the Factors and Subfactors in the PPQ. For instance, the PPQ requires the respondent to evaluate our performance in Systems Architecture and Software, but the PWS does not mention anywhere there is a requirement to develop software. Please advise.
A: Performance in Systems Architecture and Software does not apply to this contract. If you do not have past experience in Systems Architecture and Software, it will not reflect adversely.
Q: We intend to submit a Past Performance citation for this solicitation where one of our teammates was a subcontractor to another company. The company that would complete the PPQ is a direct competitor for this solicitation. It has been our experience that competing companies that complete PPQ’s for solicitations may not be objective nor timely in submitting PPQ’s. Our proposed solution is to have the Government Program Manager/Contracting Officer complete the PPQ. Is that an acceptable solution?
A: Government Program Manager/Contracting Officer may submit PPQ.
Q: We are preparing a response to the above solicitation and wanted to clarify the information contained in the solicitation as it pertains to the Past Performance portion. The instructions call for us to submit the Attachment 4 data (info from the PPI tool) 10 days before the response is due. Can you please let us know how you would like that data and how we should transmit it to you? In addition, would it be satisfactory to ship you the entire PP volume include soft copies of the volume and the PPI tool info to meet the 10 prior suspense?
A: It is requested that the PPI be submitted via PPI tool 10 days prior to date of proposal receipt. The CD-ROM and (3) Hardcopies are not required until 29 May 2015 at 2:00 PM EST when the entire proposal is due. However, in accordance section L, Paragraph 5.3 the Past Performance Volume may be submitted 10 days early and electronic submission is acceptable, but will not be treated as the official proposal until the hardcopies and CD-ROM are received.
Q: We are requesting clarification on conflicting dates:
| - PWS (Version 14 dated 20 April 2015), Section 1.2 (page 4) states the POP |
| is Dec 2015-Nov 2016 |
| - Solicitation (dated 28 April 2015), Section B (page 2), Item 0001 & 0002 |
| states the start/completion dates of 1 Dec 2015 - 30 Nov 2016 |
However, we understand that there will be a 30 day transition period beginning 1 Dec 2015 with the Base year beginning on 1 Jan 2016. This is identified later in the Solicitation:
- Solicitation (dated 28 April 2015), Section F (page 14) identifies POPs These dates in Section F appear to be in conflict with the dates listed in the first two bullets above. We are requesting further clarification.
A: The base year for this contract is 1 January 2016 to 31 December 2016, followed by 3 option years 1 January 2017 to 31 December 2017, 1 January 2018 to 31 December 2018, and 1 January 2019 to 31 December 2019. The transition period will be 1 December 2015 to 31 December 2015. The Solicitation, F001 Option CLIN Performance Period(s) (FEB 1998), page 14 is correct. The PWS and Solicitation, Section B, page 2 will be amended to reflect correct Period of Performance dates.
Q: Regarding, the Past Performance portion, the instructions call for us to submit the Attachment 4 data (info from the PPI tool) 10 days before the response is due.
Can you please let us know how you would like that data and how we should transmit it to you?
As an alternative, we may be able to assemble the entire volume including the PPI tool data. If so, would it be satisfactory to ship you the entire PP volume include soft copies of the volume and the PPI tool info to meet the 10 day prior suspense?
A: It is requested that the PPI be submitted via PPI tool 10 days prior to date of proposal receipt.
