Performance Work Statement (PWS) MQ-1/9 Production Acceptance and Developmental Test Services Vision Statement Provide Production Acceptance and Developmental Test aircrew and Unit Level support personnel to support ground and flight testing at AFLCMC/WII DET 3 OL. Unit Level support functions include Flight Manual Management, Squadron Aviation Resource Management System (SARMS) Operations Administration, Standards/Evaluation Management, and Aircrew Scheduling.
1 Introduction
AFLCMC/WII is comprised of the MQ-1 and MQ-9 aircraft, GCS, and support equipment that has been specially configured to meet mission requirements of Air Combat Command (ACC) and US Special Operations Command (USSOCOM). This Unmanned Aerial System (UAS) is employed around the globe and works in a range of environments from established bases to austere runways. The MQ-1/9 program develops cutting-edge equipment to meet the emerging requirements of ACC, USSOCOM, AFSOC, and various other government agencies.
1.1 Mission
AFLCMC Det 3 OL is located in the Mojave Desert in southern California at remote airfield devoted to Remotely Piloted Aircraft (RPA) Production Acceptance and Developmental testing in support of AFLCMC/WII at Wright Patterson Air Force Base, OH. The Program Office provides engineering services, program management, logistics support, and test oversight for various UAS customers. The acquired services outlined in this PWS are necessary to ensure maximum program responsiveness and flexibility for missions requiring rapid upgrades to existing or new weapon systems for an array of operational needs.
1.2 Background
The Production Acceptance and Developmental Test Support Services are currently being performed under a Big Safari Sole Source services contract which is executing its last option year in CY15. This contract effort is a new requirement to replace that contract with Period of Performance (POP) of Dec 2015 through Nov 2016.
This new contract effort is to obtain the services of MQ-1/9 Pilots, Test Pilots, and Sensor Operators (aircrew) to get the best value test support for the United States Air Force. The contract period of performance (POP) will be for 1 year plus 3 option years. In addition to providing aircrew, the Contractor shall provide MQ-9 Flight Manual Program support, Squadron Aviation Resource Management (SARM) Operations Administration, Standards/Evaluation support, and Flight Scheduling support.
1.3 Scope
Program work under this PWS will require coordination and interaction with USAF project managers, prime contractors, subcontractors, and concerned United States Government agencies. All contracts relating to any project being supported under this PWS between contractor support personnel and other involved organizations will be approved in advance by the specific USAF or Government Program project management staff being supported.
2 General Requirements
The places of performance include: Primary: Mojave Desert Flight Test Facility, CA and China Lake NAS, CA. Alternate or off-site locations: General Atomics Aeronautical Systems Incorporated Division, Poway CA; Creech AFB, NV; Nellis AFB, NV; and Edwards AFB, CA. The period of performance shall be 12 months from date of award with three (3) additional 12-month option periods. Each period of performance award will include the baseline contract to support normal operations tempo and a surge operation to support an increased tempo.
Baseline contract: Requires enough aircrew and unit support personnel to execute, on average, three (3) four (4)-hour sorties (flights) and three (3) four (4)-hour ground test events per day, five (5) days per week given the AFI11-202 Volume 3 12-hour crew rest and duty day limitations. Temporary increases in operations tempo may be required due to programmatic deadlines; these temporary “surges” may last for several weeks. Baseline contract manning should be sufficient to support temporary increases in operations tempo; indefinite surges due to Joint Urgent Operational Needs (JUONs), Urgent Operational Needs (UONs), or Quick Reaction Capabilities (QRCs) test efforts will require additional manning as required in the Surge Operations Option Contract Line Item (CLIN).
Note: One “sortie” counter is defined as 3 to 4 hours scheduled and/or logged flight time duration. Additional flight time over 3 hours constitutes additional sorties as follows: 0-3 hours = 1 sortie (1 crew), 4-8 hours = 2 sorties (2 crews), each additional 4 hour increment over 8 hours equals an additional sortie requiring one more crew. This time does not include any preparation activities, pre-mission briefs, pre-launch/ground procedures, post flight ground checks, or debriefing. Example(s): Scheduled takeoff of 0700L and land of 1000L = 1 sortie. Scheduled takeoff of 0700L and land of 1200L = 2 sorties. A ground test can also be counted as a sortie under certain conditions i.e. if engine runs are required, or pilot and sensor operator specific checklists and tasks need to be accomplished as build up to a flight event.
All contractor pilots are required to be FAA Licensed Commercial Pilots with Instrument ratings in addition to being current and qualified on the MQ-1/9 Unmanned Aerial System. Developmental Test Pilots shall be graduates of a formal Test Pilot School.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The Contractor must maintain continuity between the support operations at AFLCMC Det 3 OL and the Contractor's corporate offices.
2.3.2 Contract Administration
The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support contracts or task orders. The Contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration
The Contractor shall provide the following management and support as required: The Contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The Contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The Contractor shall make necessary travel arrangements for employees. The Contractor shall provide necessary infrastructure to support contract tasks at offsite locations as mentioned above and necessary to support AFLCMC Det 3 OL. The Contractor shall provide administrative support to employees in a timely fashion (time keeping, leave processing, pay, emergency needs).
2.4 Subcontract Management
The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Contracting Officer (CO), Contracting Officer Representative (COR) and Program Manager (PM).
2.5 Contractor Personnel, Disciplines, and Specialties
The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of certifications, education, training, and experience. The Contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall ensure the labor categories as defined in the standard Labor Categories document, labor rates, and man-hours utilized in the performance of each PWS line item issued hereunder will be the minimum necessary to accomplish the task.
Estimate of nominal labor hours by labor category:
a) MQ-1/9 Aircrew (Pilots, Sensor Operators, Test Pilots): 40 Hours per week
b) Unit Level Support (Scheduler, Ops Admin, Flight Manual Managers): 40 Hours per week
The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
Contractor personnel will ensure they always identify themselves as such by prominently wearing contractor badges above the waist, verbally when on the phone, on their cubicle/office nameplates, and in their email signature block.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires work at AFLCMC Det 3 OL in the Mojave Desert in San Bernardino County, CA. Normal workdays are Monday through Friday except US Federal Holidays which include:

Workers typically work eight (8) hours per day, 40 hours per week. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500 daily. All employees are expected to be available during core hours.
Surge operations to support Quick Reaction Capability (QRC) or Joint Urgent Operational Need (JUON) efforts may require additional contractor support personnel (as prescribe in Surge Option CLIN) and up to 50 total hours per week per person.
Temporary increases in operations tempo may be required to meet programmatic timelines due to unforeseen delays (weather, maintenance, technical issues, etc.). These temporary “surges” should be absorbed by the contractor aircrew foregoing training opportunities and/or personal time off.
2.7 Travel / Temporary Duty (TDY)
Travel to other government facilities or other contractor facilities may be required to support the contracted effort. All travel requirements (including plans, agenda, itinerary, or dates) shall be pre-approved by the Government (subject to local policy procedures), and is on a strictly cost reimbursable basis. Costs for travel shall be billed in accordance with the regulatory implementation of Public Law 99-234 and FAR 31.205-46 Travel Costs (subject to local policy & procedures; may reference FAR).
3 Performance Requirements
The requirements for this contract are broken down into the following four general objectives:
I. Perform Developmental Test and Evaluation of the MQ-1/9 UAS
II. Perform Production Acceptance Ground and Flight Testing for MQ-1/9 UAS III. Provide Unit Level Support
IV. Contract Administration
3.1 Perform Developmental Test and Evaluation for MQ-1/9 Unmanned Aerial System.
3.1.1 The Contractor shall conduct Developmental Testing with MQ-1/9 Pilots with a minimum of 200 Remotely Piloted Aircraft (RPA) Flight Hours and an FAA Commercial/Instrument Pilots' licenses.

4 Special Requirements
The Government will provide adequate physical workspace and will furnish: desk, phone, computer equipment (to include all necessary hardware & software), an electronic mail (e-mail) account, use of the government telephone, facsimile machine, copier usage, and consumable office supplies as required by this effort. The workspace will include electricity, heating/air conditioning and water supply necessary to the functioning of such office space.
In accordance with DoD Directive Number 7045.14, dated 21 November 2003, contractor personnel are not allowed access to any DoD system without explicit authorization of a relevant government official, and that is based on a need-to-know basis only. Individuals getting access must have the appropriate clearance for access to a particular system.
The following assumptions define the required Government Furnished Information (GFI) and Government Furnished Services (GFS) to execute this contract:
The Government will provide all applicable Air Force Instructions (AFIs), Technical Orders (TOs), Engineering Drawings, Operational Instructions (OIs), and Government Operating Procedures as required to perform the tasks defined within this PWS. Required documents will provide specific information and direction to conduct contractor operations and test services.
Government services include transportation, security, ancillary training and medical support and Federal Aviation Administration (FAA) pilot medical and currency requirements.
The Government will provide reimbursement for all FAA pilot requirements directed by Parts 61 and 91 of the Federal Air Regulations to include flight physicals, professional certification and currency requirements.
Contractor Training Program A contractor-operated employee training program will be established to ensure contractor employees remain current, qualified and proficient in flight operations policies and procedures. The program will include flight operations and appropriate academic instruction from accredited institutions. Scheduling and attendance at training of greater than one-week duration will be coordinated with the Operating Location Detachment (Det 3 OL) Commander.
4.1 Security and Safety
The following sections describe the overarching Security and Safety requirements of this contracted effort.
4.1.1 Security
The security requirements for this task are: Contractor personnel shall be required to be United States Citizens and to have, as a minimum, access to classified material up to SECRET. Overarching security requirements and Contractor access to classified information will be specified in a DD Form 254. All contractor personnel with access to unclassified information system, including e-mail, must have, at a minimum, a complete favorable National Agency Check with Written Inquiries (NACI). The Contractor shall complete the application and apply for a NACI, for any employee not currently possessing a NACI. Before an employee will be granted access to any government-owned and/or operated computer, server, or network, a NACI must be successfully completed. Pending the receipt of a successful completed NACI, the Commander may grant interim system access, provided that no adverse information is revealed during a local files check (LFC). The organization Security Manager and the Computer Security Manager will coordinate on all requests before access may be granted. All contractor personnel shall possess at least a SECRET clearance on the first day of the contract. Assigned contractor personnel shall possess proper security clearances as defined in this PWS and the DD Form 254. Access to Secure Internet Protocol Router (SIPR) and Joint Worldwide Intelligence Communications System (JWICS) may be required. The Contractor shall be responsible for compliance with all applicable physical security, computer security, operations security (OPSEC), and communications security (COMSEC) requirements. This includes completing security awareness training (AF System Security Instruction 5027, Network Security Policy, Personnel Security Program Management, Network Operations, Computer Security and Information Assurance Awareness Program) for access to Government AIS required to perform on the contract. The Contractor shall be required to participate in the Government’s in-house and web-based security training program under the terms of the contract. The Government will provide the Contractor with access to the online system.
If any contractor employee is removed from the task, the Contractor shall immediately identify that employee’s departure through the out-processing procedures to ensure removal from the networks. The Contractor shall report personnel who no longer perform contract services, and therefore no longer require Government AIS access, no later than 24 hours after termination/departure.
In order to reduce program vulnerabilities and to protect controlled unclassified information technologies from inadvertent disclosure, the Contractor shall implement the operations security (OPSEC) countermeasures described in the MQ-1/MQ-9 Program Protection Plan dated 1 April 2011, Annex E. The Contractor shall mark and protect documents produced in the course of executing this contract in accordance with the MQ-1/MQ-9 Security Classification Guide, 1 Aug 2009 (revised 1 Nov 2014).
The Contractor shall ensure that each contractor/subcontractor employee completes Government furnished Program Protection awareness training; (a) prior to performing any contract/task order work, and (b) complete the specified fiscal year refresher course throughout the period of performance. This training is specific to the protection of Critical Technology (CT) and Critical Program Information (CPI) as supplied in the Program Protection Plan (PPP). The Government will provide the basic training plan to be tailored by each facility handling, storing, and processing CT and CPI. The Contractor shall maintain a listing by name and title of each contractor/subcontractor employee working under this contract that has completed the required training. Any revisions to this listing, as a result of staffing changes, shall be included with the next monthly Integrated Program Management Plan.
Additional annual inspections consisting of a review of Contractor implementation of Government furnished PPP is required. This is above and beyond Defense Security Service inspections. The purpose of the inspection is to ensure CPI is substantially protected as required by the PPP.
The Contractor shall be required to obtain and maintain External Certificate Authority certificates for authenticating, digital signing and/or encrypting communications which allows secure electronic transactions with the program office at the medium and medium hardware assurance level. The Contractor shall encrypt the Security Controls for Federal Information Systems and Organizations at http://csrc.nist.gove/publications/PubsSPs.html for Government identified For Official Use Only (FOUO) information, CT and CPI identified in the PPP.
DD Forms 254: Overarching security requirements and Contractor access to classified information shall be as specified in the basic DD Form 254, which will be further identified in the DD Form 254, as required. All contractor personnel with access to unclassified information systems, including e-mail, shall have at a minimum a favorable National Agency Check (NAC).
Visitor Group Security Agreement: The Contractor shall sign a Contractor Visitor Group Security Agreement to protect classified information involved in performance under this contract. The Agreement will outline responsibilities in the following areas: Contractor security supervision; Standard Practice Procedures; access, accountability, storage, and transmission of classified material; marking requirements; security education; personnel security clearances; reports; security checks; security guidance; emergency protection; protection of government resources; DD Forms 254; periodic security reviews; and other responsibilities, as required.
4.1.2 Safety
Contractor Compliance: The Contractor shall comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the Contractor’s safety and health program. The Department of Defense (DoD) participates in the OSHA Voluntary Protection Program (VPP). Contractor personnel performing services on a DoD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html.
Mishap Notification and Investigation: The Contractors shall promptly report pertinent facts regarding mishaps involving government property damage or injury to government personnel and to cooperate in any resulting safety investigation. The Contractor shall notify (via telephone) the cognizant CO, COR, and/or other applicable members within four (4) hours of all mishaps or incidents. The government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command Post. If requested by the cognizant CO, COR, and/or PM, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the Contractor shall cooperate fully and assist the government personnel until the investigation is completed.
4.2 Transition
The Contractor will be given a transition period, as defined in the Transition CLIN Description, to provide qualified personnel that meet or exceed the stated qualification requirements per section 3.0 Performance Requirements. The Contractor shall follow the approved Transition Plan submitted as part of the Technical Proposal. The Contractor's approved Transition Plan shall become an attachment to the contract. The Contractor shall ensure the approved Transition Plan incorporates, at a minimum, the transition requirements and milestone schedule to address the accomplishment of the transition milestones and mitigate any associated risks.
The Contractor shall submit applications to obtain contractor identification badges; vehicle passes, security clearances IAW DD Form 254; passports and visas (as required); internet and e-mail connectivity; etc.
The Contractor shall familiarize all contractor personnel with equipment operation; and organizational workflow, to include work in progress, reporting, priorities, forms, documents, scheduling, storage, safety, security, and quality control procedures. The Contractor shall make arrangements with the Contracting Officer Representative (COR) to access government facilities. During the transition period the Contractor shall not interfere with the production efforts of current contractor personnel.
The approved Transition Plan shall account for all contractor personnel to complete initial host base training and briefing requirements. The Contractor shall identify and complete the development of all work plans and procedures.
A weekly teleconference will be held with the Production Acceptance and Developmental Test Support Services PM, CO, and COR to discuss the progress of the approved transition plan, report accomplishments, and address associated risks. The weekly teleconferences will be held throughout the entire transition period. The Contractor shall provide a weekly progress report with the weekly teleconference which reflects actual progress status and checkpoint completion with respect to the Transition Plan.
The Transition Plan shall include identification of the number of days after the contract award date that the following Transition checkpoints shall be completed. The Contractor shall notify the Government as each checkpoint is achieved.
a. Checkpoint 1: Hiring or obtaining letters of intent for 50% of the Contractor Manpower Equivalent (CME) positions required for Contract Start Date.
b. Checkpoint 2: Kickoff Meeting: The Contractor shall conduct a kick-off meeting with the PM, CO, COR, and AFLCMC/WII representatives within two (2) weeks (approximately) of Contract Award. The CO will coordinate and confirm the date, time, and location of the kick-off meeting.
c. Checkpoint 3: Hiring or obtaining letters of intent for 90% of the CME positions required for Contract Start Date.
d. Checkpoint 4: Hiring of 100% of the CME positions required for Contract Start Date.
e. Checkpoint 5: Completion of all necessary identification badges, Common Access Cards, initial host base training, briefing requirements for contactor personnel and development of all work plans and procedures.
f. Checkpoint 6: Completion of familiarization of all contractor personnel with equipment operation, organizational workflow; to include work in progress, reporting, priorities, forms, documents, scheduling, storage, safety, security, and quality control procedures.
4.3 Government Furnished Flight Equipment
In addition to the Government Furnished Materials described above, contractor aircrew will be provided headsets for flight operations, if necessary.
4.4 Environmental Requirements
The Contractor shall comply with all documents listed below as mandatory and referenced under paragraph 3.0, Performance Requirements.

4.6 Quality
This section describes the Quality Control components for this effort. The following sub-sections provide details of various considerations on this effort.
4.6.1 Quality Control
The Contractor shall develop a Quality Assurance Program Plan (QAPP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QAPP is the means by which they assure themselves that their work complies with the requirements of the contract.
The finalized QAPP will be accepted by the Government at the time of the contract award. The CO may notify the Contractor of required modifications to the plan during the period of performance. Then the Contractor shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer. Any modifications to the program during the period of performance shall be provided to the CO for review no later than 10 working days prior to effective date of the change. The QAPP shall be subject to the Government’s review and approval. The Government may find the QAPP "unacceptable" whenever the Contractor’s procedures do not accomplish quality control objective(s). The Contractor shall revise the QAPP within 10 working days from receipt of notice that QAPP is found "unacceptable." DI-QCIC-81794
4.6.2 Quality Assurance Surveillance Plan (QASP)
The Government shall monitor the Contractor’s performance under this contract in accordance with the Government’s QASP.
5 Deliverables and Work Products/Artifacts The Contractor shall provide deliverables as specified by the Government. Format and delivery schedule for deliverables shall be outlined in CDRLs and/or other means as pre-negotiated by the Government CO or designated COR. Table 5.1 provides an accounting of work products/artifacts produced in the course of providing the services required by this contract and may be used to evaluate the contractor personnel's performance throughout the period of performance. Table 5.2 provides a list of deliverables required for the administration of this contracted effort.
