Questions & Answers Next Generation All Aluminum Pallets FA8534-19-R-0001 (Mar 2019)
1. When do you anticipate the Technical Data Package (TDP) 201642455 will be available?
Government Response: We provided the TDP with the draft RFP. Although there may be minor changes to follow, the drawings provided are the most current iteration of our design
2. I do not see an updated MIL-DTL-27443 that would cover an Aluminum pallet and attachments. Rev F is certainly not applicable.
Government Response: The MIL-DTL draft was provided with the draft RFP documents
3. Does an updated MIL-DTL-27443 exist? Can you tell me where to find one?
Government Response: The MIL-DTL draft was provided with the draft RFP documents
4. Does the 7,500 lb load factor for load bearing rings on DWG TIE-DOWN RING ASSEMBLY -PALLET, AIRBORNE CARGO 201642459 include a 1.5x Safety Factor?
Government Response: The MIL-DTL draft was provided with the draft RFP documents. Pallets will be tested to the standard provided
5. I notice that the drawings do not include a drain plug to let out water if just the upper surface is punctured. Is one to be provided?
Government Response: At this time, there is no drain plug in the design
6. Is there anything field repairable on this design?
Government Response: There is no obligation of the contractor to provide repairs, in the field or otherwise
7. How is the repair pallet exchange process going to work? What is the cost estimate? Best guess is fine.
Government Response: The condemned pallets will be sent to the contractor in bulk loads, and the contractor will award a credit value for each pallet. Once the pallet is received by the contractor and credit is issued, the contractor then retains the pallet material for aluminum scrap. The scrap value of the pallet will be based on a recognized, published aluminum scrap value index (example: current value approx. $.50/lb, so scrap value = $.50 x 300 = $150)
8. Award will be made utilizing the "Tradeoff Process" source selection procedures. A competitive acquisition will be accomplished utilizing trade-off source selection procedures, "Does the adding of this clause preclude an open bidding of this solicitation? Or is it added to just shut out any unwanted bidders?
Government Response: There will not be an “open Bidding”. The second question is Not Applicable.
9. Has the solicitation already been sent to the "Tradeoff Process" "Partners"? Or am I just becoming paranoid and another clarification is in the works?
Government Response: Offerors decide their partners. Parnoid.
10. Can you provide details on how to register for the Industry Day on March 27, 2019?
Government Response: Details for conference attendance have been posted in FBO.
11. Is the deadline for questions/comments on the Draft RFP April 15, 2019 at 11:59pm?
Government Response: The date listed on both the Soliciation and FBO are ficticious because this is only the draft, however, we will be entertaining questions for this DRAFT RFP up until 28 March 2019
12. Can you advise the actual DUE DATE for bids? The first and second pages of the Solicitation says Feb 22, 2019 but FBO says April 15, 2019.
Government Response: The date listed on both the Solicitation and FBO are fictitious because this is only the draft, however, we will be entertaining questions for this DRAFT RFP up until 28 March 2019
13. Can you advise if there is a formal registration form for the Pre-Solicitation conference scheduled for March 27, 2019? Or should we just email the information if we are planning to attend?
Government Response: Details for conference attendance have been posted in FBO.
