About this file

This document outlines the requirements for a federal solicitation seeking a contractor to manufacture Next Generation All Aluminum Pallets. The solicitation will utilize an indefinite delivery, requirements-type contract vehicle with an 18-month basic period and up to nine one-year option periods. The contractor will be responsible for producing Item 463L Air Cargo Pallets to MIL-DTL-27443 specifications. Production quantities include 5 pallets for first article testing in the basic period, and quantities ranging from 10,000 to 15,000 pallets per year in the option periods. The solicitation will utilize tradeoff source selection procedures in accordance with FAR 15.3 to make a best value award. Offerors must meet technical acceptability standards and submit acceptable small business utilization plans to be considered. Past and present performance will be considered equally as important as cost/price in the evaluation. The contractor must deliver 5 first article pallets within 12 months of award for testing at the AFMC 802 MXSS/MXDTA facility at Robins AFB. The contractor is responsible for shipment costs of the first articles and must notify the Government 30 days prior to shipment.
