The Questions and Answers
B-1 Advance Radar/Electronic Warfare Test Station (ARTS)
Request for Proposal (RFP) FA8533-11-R-31160
9 January 2012 The following questions have been received in the WR-ALC/GRVKBB, Major Programs Contracting Office on the above ARTS requirement. The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1: SOW Paragraph 3.3.2.5.1 states that:
Each TPS Shall be able to identify 100% of all detectable faults.
PD Paragraph 3.4.3.1.21. states that:
The fault detection design goal for the station self-test Shall be to detect 100% of detectable faults.
PD Paragraph 3.6.3 states that:
The fault detection design goal for the TPS Shall be to detect 100% of detectable faults.
These statements are in conflict. Is the fault detection a requirement as stated in the SOW or a goal as stated in the PD for both the station and the UUT?
Government Response: The fault detection as stated in the SOW is a requirement. Please reference SOW paragraph 2.3.
