Questions and Answers
B-1 Advance Radar/Electronic Warfare Test Station (ARTS)
Request for Proposal (RFP) FA8533-11-R-31160
22 December 2011
The following questions have been received in the WR-ALC/GRVKBB, Major Programs Contracting Office on the above ARTS requirement. The questions as well as the applicable answers are provided below for assistance to all potential offerors for the greater understanding of the Government’s requirement.
Question 1: Paragraph 3.2 Performance Requirements states “Consolidation of functional requirements and design specifications contained in these subsections is acceptable while still meeting the testing requirements of the LRU’s listed in Table 2-1.” Is it acceptable to modify the requirements specified within the PD to meet the testing requirements of the LRU’s listed in Table 2.1?
Government Response: The statement referenced is for consolidation of functional requirements, not modification of the requirements. The intent of the statement is to provide some latitude and flexibility in the selection and integration of test and measurement equipment (i.e. design specifications) to meet the functional requirements. For example, this statement permits a bidder to utilize a single instrument to perform the RF frequency measurement (PD 3.2.4.2.2) and RF power measurement (PD 3.2.4.2.4) as long as the instrument meets the performance requirement as stated in the PD and the testing requirements of the LRUs. Consolidation is permissible as long as the requirements of the PD and the testing requirements of the LRUs are met.
Question 2: Page 13 of the RFP shows CDRL 0005AB refers to ELIN C005, Computer Software Flowchart. This appears to be an error since C005 is Software Product Specification. We believe the correct reference is C003. Please confirm if this is the case.
Government Response: SubCLIN 0005AB should have ELIN C003 referenced. Amendment 0003 will correct this reference.
Question 3: Data in Support of CLIN 0001 (Test Station) starts at the bottom of page 8 of the RFP. Included in Test Station data is CLIN 0004AG (ELIN E001, Logistics Management Information (LMI) Data Products(s)) and CLIN 0004AH (ELIN E002, Supplemental Data for Provisioning (SDFP)). It appears CLIN 0002 (Station TPS Development) does not have corresponding Data CLIN's for LMI and SDFP. We can't include pricing for them in CLIN's 0004AG and 0004AH since those CLIN's are for only CLIN 0001 (Test Station). Where should we put the pricing associated with LMI and SDFP for Station Self-Test TPS (CLIN 0002AA) and Station Calibration TPS (CLIN 0002AB)?
Government Response: SubCLINs 0005AC and 0005AD will be incorporated via Amendment 0003 to allow for separately priced provisioning line items.
Question 4: It is requested that the Government revisit the position stated in response to question 35 of the Q&A document dated 13 December 2011, in which the Government stated, “The manuals listed are either (1) classified supplements that will be made available after the contract award or (2) technical orders for the test procedures for the Shop Replaceable Unit (SRUs) on DATSA and not applicable or needed for proposal purposes.” The TO’s are again requested for the purpose of refining the understanding of the technical requirements, e.g. I/O connector design, load rates, and frequency ranges.
Government Response: After a second consideration, the Government reaffirms its original position. The technical documentation previously requested will not be provided due to the documents either being classified, not applicable to this effort, or not needed for proposal purposes. The Government’s position is that the technical data provided thus far is sufficient for understanding the technical requirements in terms of preparing and submitting a technical proposal. The technical manuals, TRDs, TPS source code, and PD that have been made available collectively provide adequate information for understanding the technical requirements for proposal preparation. The TRDs provide detailed information of the I/O for the LRUs to include, but not limited to, the connector part numbers and discrete signal information for every I/O signal to/from the LRU. The technical manuals already provided contain timing diagrams for digital stimulus/response for the LRUs. Although the band break frequency information is not provided at this time due to secret classification, the overall RF frequency range requirements are provided in the PD. In addition, the data items already provided contain information for the functional test groups (i.e. what functions of the LRU are tested and how), ATE resource and functional allocation (i.e. what instrument functionality is currently used for testing of the LRU), and other information pertinent to the development (& pricing) of a TPS.

Government Response: The preponderance of the additional T.O.s requested are classified and will be made available after contract award. The technical manuals for the DAAE stations provide detailed information on the signals used for LRU simulation and how those signals are generated and used for LRU testing. These technical manuals combined with the LRU data (TRDs and TPS source code) provide sufficient information to gain a better understanding of the technical requirements of section 3.7 of the PD.
Question 6: Reference: Oil Cooling Cart: The CID A-A-59828 specification does not describe the part number or pin out of the controlling interface/interrupt monitor connector. Request the Government identify the existing manufacturer of the LCU or at least the connector part number and the pin-out signals for the missing connector information.
Based on the power consumption specification, it seems that the unit might not have refrigeration in it since it runs on 20 amp at 115 volt single phase service. Please confirm that is the case as the specification may be incorrect and it should be 3 phase operation based on the heat load to be dissipated at 95 degree ambient air and 115 degree oil supply temperature.
Government Response: The interlock connector (J7) on the existing oil cooling cart has the following information IAW T.O. 35D29-5-6-1:

The +28V interlock signal from the oil cooling cart is output to J7-B, K of the oil cooling cart. The grounding pins are J7-D, F. The auto mode signal from the IATE is a +12V signal input to the oil cooling cart via J7-H.
The power requirements for the oil cooling cart is as follows: 120VAC, 20A, 60 Hz, single phase Question 7: Reference: LCU coolant fittings: A) What are the hydraulic fittings part numbers used on the current LCU?
B) What are the mating fittings for them?
C) Which fitting is used for output to cool the UUT and which is the return?

Government Response: The Government will not extend the RFP closing date at this time as no new technical documentation has been provided.
