Pre-Proposal Meeting Questions and Answers

1) How many awards do we plan to make?

Answer: The government has not determined how many, but do intend to make multiple award, likely to be at least two or three. This is not firm.

2) Regarding Past Performance volume due date? Is there any incentive to turn in on the requested date of 25 Apr 2012?

Answer: No. Early turn in allows for earlier start of evaluation for the government.

3) Who are the incumbents?

Answer: RCA Contracting and MAPCO.

4) Regarding critical subs and clause H-904? Will this be monitored by the government?

Answer: Yes, the government will be aware of the critical subs that are working for the prime and whether or not they have been approved by the government.

5) Can you have more than one critical subcontractor for a critical task?

Answer: Yes. All critical subcontractors have to be approved by the government IAW clause H-904.

6) Regarding submitted contracts for past performance that are task orders against IDIQ type contracts. If you submit two stand alone contracts can you still submit three task orders or just one task order to make up your three efforts to show relevancy?

Answer: In above scenario you would only submit one task order UNLESS the three task orders that are provided are indicating follow-on or series of orders for continued performance of the same scope and such can be verified by the user/customer. In this event, the multiple orders shall be considered a single effort. This is indicated in L-900(D)(1), page 44 of 52. The offeror would need to provide information to demonstrate that the order or a series of orders for continued performance of the same scope.

ADDITIONAL QUESTION/ANSWERS THAT HAVE BEEN ASKED:

Question: Do we fill out a “Fact Sheet” for each task orders under an IDIQ issued for the past three years?

Would the subs also need to fill out a fact sheet?

Answer: Regarding IDIQ orders: Facts sheets for submitted contracts to demonstrate the offeror’s past performance choose the three orders that best show relevancy as described in clause L-900. If the subcontractors are identified on your team as “critical subcontractors” as defined in the RFP then they can submit up to two task orders for past performance review.

Question: Do you know what the estimated MAXIMUM contract amount may be: (For reasons of bonding expectations)

Answer: The ceiling amount for this IDIQ contract is $45,000,000.

Question: Will our submittal require a Bond?

Answer: A original bid bond in the amount of $1.8M is required to be submitted with proposal.

Question: Please clarify the number of copies of the proposal that should be submitted. The SF1442 states Volume I is original + 2 copies, however on page 42 of 52 it states 3 copies for Volume I and Volume II.

Answer: One original and two copies. Three copies altogether.
