General Information The purpose of this Pre-Proposal Conference is to clarify any questions pertaining to the solicitation.

It is not to qualify the terms and conditions of the solicitation!

The terms and conditions remain unchanged unless the solicitation is amended in writing.

If you see any errors or deficiencies in the requirement, please bring them up at the end of this briefing.

CLIN Schedule

Contains the Coefficient to be used by successful contractor in pricing task orders. THE COEFFICIENT CHART IN THE SCHEDULE IS THE ONLY PLACE TO INSERT PRICING.

Clauses and Provisions

“Contract clause” or “clause” means a term or condition used in contracts or in both solicitations and contracts, and applying after contract award or both before and after award.

“Solicitation provision”, or “provision” means a term or condition used only in solicitations and applying only before contract award.

Submit three paper copies

Submit the completed and signed RFP with a cover letter delineating any exceptions taken to the RFP terms and conditions. However, offerors are cautions that any noncompliance with the terms and conditions of the RFP may cause their proposal to be determined unacceptable. The Government intends to make award without discussions. Discussions, if necessary, will be conducted in accordance with FAR 15.306.

Volume I – Completed RFP

Offerors agree to hold the prices in their offer firm for 120 calendar days from the date specified for receipt of offers.

IAW FAR 52.204-8, Annual Representations and Certifications (FEB 2009), Offeror is required to comply with all requirements of the clause and to complete the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov.

Submit your bid bond with Volume I. Must be original.

Volume 2 –Present/Past Performance Request by 25 Apr 2011 at 4:00 PM EST

Submit Three Paper Copies

The offeror shall submit Present and Past Performance Information for itself and each proposed critical subcontractor in accordance with the format contained in the “FACTS Sheet” (See RFP Attachment #3) and the paragraphs listed in Section L of the RFP.

Evaluation This is a Hubzone Competition Performance/Price tradeoff (PPT) solicitation.

The PPT evaluation process will be accomplished in accordance with the criteria listed in Sections L and M of the solicitation. PLEASE READ AND FOLLOW CAREFULLY!

PLEASE READ THE RELEVANCY FACTORS IN CLAUSE M-900 CAREFULLY.

Relevancy factors for critical subcontractors are different from those for the prime contractors.

Read clause regarding critical subcontractors H-904. Offerors are required to use the critical subs that they propose.

Evaluation

Award(s) will be made to the responsible offeror(s) whose proposal(s) conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP and also provides the best value to the Government based on the results of the evaluation as described in Section M, Evaluation Factors for Award, paragraph B. Failure to comply the terms and conditions of the RFP, including a requirement to provide information requested by the Government to evaluate an offeror for award, may make an offeror unacceptable for award

Changes in this solicitation will only be issued in writing, via amendment to the RFP. No verbal comments made during this meeting will change the content of the solicitation unless such are included in the resulting amendment. This include comments/remarks made during the site visit.
