Statement of Objectives (SOO) Cockpit-Selectable Height-Of-Burst Sensor (C-HOBS) System 11 January 2018

SCOPE
This Statement of Objectives (SOO) is portioned into product design and qualification and testing and production of the Cockpit-Selectable Height-of-Burst Sensor (C-HOBS) System. References to the C-HOBS System in this SOO will include the following attributes/products: the sensor, spares, accessories, ancillary equipment and support. The C-HOBS System will be referred to in the rest of the SOO as the C-HOBS unless otherwise noted. The contract for design and qualification testing provides a production ready CHOBS to support legacy MK series and Next Generation Area of Attack (NGAAW) Warheads. The requirements for the C-HOBS are outlined in the Systems Requirements Document (SRD) and the JDAM Interface Control Document (ICD). The Indefinite Delivery / Indefinite Quantity contract will consist of 6 ordering periods which will include 2 year development period for design and qualification and testing and 5 ordering periods for production. The total deliveries (may be a combination of United State Government and Foreign Military Sales) will not exceed 60,000 sensors in total.
Administrative All referenced documentation (i.e. specifications, manuals, data items) within this document are to be to the latest revision at time of contract award Associate Contractor Agreements
(a) The Contractor shall enter into Associate Contractor Agreements (ACA) within 90 days of contract award for any portion of the contract requiring joint participation in the accomplishment of the Government’s requirement. The Contractor is responsible for negotiating the terms and conditions and the price for entering into the ACA. The agreements shall include the basis for sharing information, data, technical knowledge, expertise, and/or resources essential to the integration of the (insert name of the program or project), which shall ensure the greatest degree of cooperation for the development of the program to meet the terms of the contract. Associate contractors are listed in (g) below.
(b) ACAs shall include the following general information:
(1) Identify the associate contractors and their relationships.
(2) Identify the program involved and the relevant Government contracts of the associate contractors.
(3) Describe the associate contractor interfaces by general subject matter.
(4) Specify the categories of information to be exchanged or support to be provided.
(5) Include the expiration date (or event) of the ACA.
(6) Identify potential conflicts between relevant Government contracts and the ACA; include agreements on protection of proprietary data and restrictions on employees.
(c) A copy of such agreement shall be provided to the Contracting Officer.
(d) The Contractor is not relieved of any contract requirements or entitled to any adjustments to the contract terms because of a failure to resolve a disagreement with an associate contractor.
(e) Liability for the improper disclosure of any proprietary data contained in or referenced by any agreement shall rest with the parties to the agreement, and not the Government.
(f) All costs associated with the ACA are included in the negotiated cost of this contract. Agreements may be amended as required by the Government during the performance of this contract.

PRODUCT DESIGN AND QUALIFICATION TESTING
Objective The objective of product design and qualification and testing is to design, integrate, test, qualify, develop manufacturing processes and deliver the C-HOBS. The program shall include the following activities to support maturing the C-HOBS and will be verified at design reviews.
2.1.1 Pre-CDR activities
1. Hardware and Software in the Loop (HIL, SIL) testing (PDR)
2. Conduct prototype verification testing via low altitude drop (Single engine commercial aircraft, zip line, etc.)
2.1.2 Post CDR activities
1. Complete required environmental qualification for the sensor for all warheads defined in the C-HOBS SRD section 3.8
2. Successfully complete development via low altitude drop, against contractor proposed and government approved targets and test parameters
3. Successfully complete development testing via flight certification testing with the GBU-38, against Government defined targets and test parameters System Engineering Establish and implement practices that ensure the following are met: requirements flow down, requirement allocation, requirements compliance matrix, system performance, reliability, product assurance, testability, producibility and supportability. The offeror/contractor shall generate a System Performance Specification (SPS). The SPS shall be approved by the Government and ensure compliance to the requirements in the SRD. The offeror/contractor shall establish, conduct and maintain a System Engineering Management Plan (SEMP) in accordance with DoD 5000.2. Conduct periodic engineering meetings with the program office technical team and continue to track high technical risk areas through the use of technical performance measures as defined by the Systems Engineering Integrated Program Team (IPT). The offeror/contractor shall conduct technical interchange meetings (TIMs) in conjunction with quarterly program management reviews when feasible. Establish and implement an efficient and effective reliability program that includes as a minimum parts selection/control, reliability prediction and a process that monitors subcontractors and suppliers to ensure that the end item will meet reliability requirements of the SRD. Conduct and support integration activities of Air Force (AF) and Navy aircraft, mission planning and weapon communities. Threshold Aircraft will be the F-15E and the B-1B. (DI-SESS-81785A, DI-IPSC-81431A, DI-MGMT-81453A, DI-ADMIN-81249B/T, DI-ADMIN-81250B) C-HOBS System Develop, qualify, document and deliver C-HOBS system. The test items shall be configured in accordance with the SRD and Government approved SPS for test event demonstrations of sensor settings. (DI-IPSC-81431A) Sensor The C-HOBS proximity sensor will be a modified variant of the DSU-33D/B proximity sensor. The fit of the C-HOBS shall be identical to the fit of the DSU-33D/B. However, the modification shall include the addition of multiple height-of-burst options selectable via both manual switches and via an RS-422 interface.
Accessories Accessories refers to any added items required/deemed necessary by the offeror/contractor to facilitate function or installation/support of the C-HOBS Sensor as required by the SRD.
Ancillary Equipment Ancillary Equipment refers to any added equipment required/deemed necessary by the offeror/contractor to facilitate function or installation/support of the C-HOBS Sensor as required by the SRD.
Spares Spares are accessories and ancillary equipment procured in addition to C-HOBS system kits.
Trainers Trainers are inerted units used for training and testing. Trainers shall retain all electronic functionality Dummy Dummy units are inert, declassified sensors used to train in weapon loading and handling.
Cut Away Cut-Away Sensors are inert, declassified sensors modified to display the internal components of the sensor.
Software Development and Design Implement software development management and engineering practices that result in safe, effective, reliable, testable and maintainable software that will ensure that the sensor system meets the requirements of the SRD. Provide software metrics or indicators to measure and evaluate the products and/or the processes of the software development. (DI-MGMT-81453A, DI-IPSC-81427B, DI-IPSC-81441A) Software Testing The offeror/contractor shall plan and conduct software testing and implement software development management practices which result in safe, reliable, testable and maintainable software. Provide software metrics or indicators to measure and evaluate the products and/or the processes of a software development. The software metrics shall include management metrics, quality metrics and process metrics. (DI-MGMT-81453A, DI-IPSC-81438A, DI-IPSC-81440A, DI-IPSC-81439A, DI-SESS-82044A) Modeling and Simulation (M&S) Use M&S to predict performance and reliability of the sensor and its interfaces, within the operating conditions of the weapon system. (DI-MGMT-81453A) Hardware Development and Design Develop and design the C-HOBS to meet the operational and performance requirements of the SRD and approved SPS. (DI-MGMT-81453A, DI-NDTI-80566A/T, DI-NDTI-80898B/T, DI-MGMT-81772) Hardware and Software Integration Plan and conduct integration activities that adequately test and verify the interfaces (internal and external), functionality and compatibility of the hardware and software. (DI-MGMT-81453A, DI-SESS-82044A) Hardware Testing Plan and conduct hardware testing before and after software has been integrated as required to verify all hardware meets or exceeds its required functions over the envelope of operating conditions specified in the SRD. (DI-MGMT-81453A, DI-NDTI-80566A/T, DI-NDTI-80809B/T) System Safety Establish and conduct a system safety program in accordance with MIL-STD-882, MIL-STD 1316 and the Fuze Engineering System Working Group. (DI-MGMT-81453A, DI-SAFT-81626, DI-SAFT-80101C, DI-SAFT-80102C, DI-SESS-81315B, DI-SAFT-80105C, DI-ILSS-81495A, DI-SAFT-81299C, DI-SAFT-80931B; DI-ENVR-81375) System Affordability Implement and maintain a production cost model (PCM) to be used in design trades to assess the cost impact of specific design changes, alternative production process or improvements. The PCM shall use the most recent manufacturing cost as the basis for the production cost estimate. Use the PCM to keep the C-HOBS affordable. (DI-MGMT-81453A) System Test Plan and provide test support for demonstration of the C-HOBS to include pre-test planning with appropriate modeling and simulation, test support flight testing and post test data analysis, additional M&S, and formal reporting of results and conclusions. The offeror/contractor will be responsible for procuring all required test assets including accessories and cable kits. The offeror/contractor shall conduct all the appropriate activities (e.g., HERO, SEEK EAGLE coordination, etc.), in accordance with applicable military standards, to ensure that the C-HOBS may be certified for carriage, employment and jettison for required Air Force and Navy aircraft. The offeror/contractor shall support test activities by providing documents and information as required for test authorization. Qualification testing needs to be completed prior to the Production Readiness Review (PRR). The contractor shall support and be a member of the Joint Reliability and Maintainability Evaluation Team (JRMET). In the event of failures, the contractor shall establish and maintain a closed loop Failure Reporting, Analysis and Corrective Action System Report (FRACAS) that applies to all failures that occur throughout development, manufacture, handling, checkout and testing of the C-HOBS. Failure analysis shall be of sufficient depth as to permit the identification of failure causes and the corrective actions, in accordance with MIL-HDBK-2155. Provisions shall be made for a Government engineering representative to co-chair all FRACAS investigations. The contractor shall present failure analysis results to the JRMET. The contractor shall provide support for periodic Integrated Test Team (ITT) and periodic Test & Evaluation IPT Working Group meetings. (DI-SESS-81315B, DI-NDTI-80566A/T, DI-NDTI-80809B/T) Program Management (PM) The offeror/contractor shall plan, schedule and conduct (as appropriate) program management reviews, baseline reviews, System Engineering Reviews and Audits (System Readiness Review, Preliminary Design Review, Critical Design Review, Production Readiness Review, Physical Configuration Audit (PCA), Functional Configuration Audit (FCA)), Test Readiness Reviews, TIMs, and applicable weekly IPT meetings. The contractor shall develop and update the Integrated Master Schedule (IMS) and a risk management program. (DI-MGMT-81453A, DI-MGMT-81334D/T, DI-ADMIN-81249B/T, DI-ADMN-81250B, DI-MGMT-81468/T, DI-FNCL-81565C, DI-MGMT-81861A/T, DI-MGMT-81809) Configuration Management (CM) Establish and implement configuration management practices that ensure product identification, control, tracking, reporting, accountability, interface management of hardware, software and firmware, and drawings for the Technical Data Package (TDP) are documented and maintained in accordance with EIA 649-B. After CDR, the Government will co-chair the Configuration Control Board (CCB) for Minor/Major changes and participate in all CCB activities. Offeror/contractor shall support a government FCA upon completing design qualification and PCA following completion of First Article Acceptance Testing (FAAT) on the C-HOBS System. (DI-MGMT-81453A, DI-SESS-81253C/T, DI-SESS-80639D, DI-SESS-80640D, DI-SESS-80858C) Data Management (DM) Establish, implement and maintain a data management system and the TDP which delivers contract data in a digital format. (DI-MGMT-81453A, DI-SESS-81000E/T, DI-SESS-80776A/T) Reliability and Maintainability (R&M) Establish and implement an efficient and effective R&M program that includes as a minimum parts selection, reliability prediction in accordance with MIL-HDBK-217, and a process that monitors subcontractors and suppliers to ensure that the end item will meet reliability requirement of the Government approved SPS. Offerors/Contractors shall establish targets for Product Development. Production values are defined in the SRD. The contractor shall also provide a Reliability and Maintainability Test Plan (RMTP) that reflects an approach to attaining the threshold requirements as defined in the SRD. (DI-SESS-81585B)
System Security Management OPSEC Plan The offeror/contractor shall provide an in-house (contractor) OPSEC plan to protect all classified information (as defined in FAR 4.401) and sensitive information (as defined in Title 15, USC, Section 278g-3(d)(4)). OPSEC Plan: Security policy, procedures and requirements for classified information are provided in the National Industrial Security Program Operating Manual (DoD 5220.22-M). The offeror/contractor shall enforce these safeguards throughout the life of the contract including the development, delivery, support phases, and the disposition/storage of classified and controlled unclassified information at contract facility. (DI-MGMT-81453A) Program Protection Planning and Implementation The offeror/contractor shall support the government-led System Security Working Group (SSWG). The offeror/contractor shall, as requested by the government, assist in the development of program protection planning and system security engineering activities. These efforts shall be integrated with each engineering/technical review. The offeror/contractor shall identify system security engineering requirements in the offeror’s/contractor’s Requirements Management Specification (RMS), write Test Plans and accomplish Verification Testing to mitigate protection risks to an appropriate level. The offeror/contractor shall support the government in the development of the Program Protection Plan (PPP). The offeror/contractor shall include PPP inputs in a Program Protection Implementation Plan (PPIP). (DI-ADMIN-81306) Critical Program Information (CPI) Identification/Protection The offeror/contractor shall identify candidate CPI and Resident CPI (formerly called Critical Technology) which requires protection IAW DoDI 5200.39. The CPI identified shall be approved by the Government Program Manager. The CPI identification shall include a review of the system, unique integration, support equipment and the Non-Resident design/process/material aspects of the program. The offeror/contractor shall also assess and inform the government of all hardware, software and firmware changes for impact to the baseline CPI determination. All identified CPI shall be protected with appropriate countermeasures. (DI-SESS-80639D, DI-SESS-80640D) Criticality Analysis The offeror/contractor shall develop and update mission criticality analysis(-es), vulnerability assessment(s), risk assessments(s), and propose countermeasure implementation(s) for Mission-Critical Functions IAW DoDI 5200.44, the failure of which would result in either Level I (Catastrophic) or Level II (Critical) compromise of mission capability. For each Level I and II Mission-Critical Function, the offeror/contractor shall identify the source of manufacture for each associated logic-bearing system components (e.g., hardware, firmware, and software) that implement, protect, or introduce vulnerability, to that function (hereafter referred to collectively as the “critical components”). (DI-SESS-81495A) Anti-Tamper (AT) The offeror/contractor shall develop and implement AT hardware and software protection measures (as appropriate), for the case of unplanned loss of C-HOBS, to protect the government approved Resident CPI subset of CPI. The offeror/contractor shall integrate AT activities into the overall systems engineering process across the program's lifecycle, to include science and technology efforts, research, design, development, implementation, testing, operations, maintenance, upgrade, and disposal of the system. The offeror/contractor shall provide an Initial AT Plan 60 days prior to PDR (or 105 days prior to Milestone B, whichever is sooner) and a Final AT Plan 60 days prior to CDR. (DI-MGMT-81453A) Software Assurance The offeror/contractor shall implement Software Assurance IAW Software Assurance Countermeasures in Program Protection Planning. The offeror/contractor shall integrate Software Assurance into the C-HOBS engineering, software development, configuration management and testing processes to ensure mission critical software exhibits absence of exploitable vulnerabilities that may lead to degradation in the ability to operate correctly and reliably across a range of operational conditions and assuring resiliency in the architecture.
Platform Information Technology (PIT) The offeror/contractor shall provide the necessary information technology details and support in order for the Government to obtain Authority to Operate (ATO) per AFI 33-210 and the USAF Platform IT Guidebook.
Cyber Security The offeror/contractor shall implement Cybersecurity for the C-HOBS its subsystems, components and support systems/equipment IAW DoDI 8500.01 and DoDI 8510.01. The offeror/contractor shall identify, document, implement, and test the applicable Cybersecurity controls from Committee on National Security Systems Instruction (CNSSI) No. 1253 for the C-HOBS. The implemented controls shall be documented and submitted as a CDRL item due at PDR. The offeror/contractor shall implement the applicable Cybersecurity controls through the systems engineering technical processes: requirements analysis, design, implementation, integration, verification and validation. The offeror/contractor shall include all significant Cybersecurity events in the IMS and technical reviews including entrance and exit criteria. The offeror/contractor shall develop, deliver and update a System Security Plan (SSP) in accordance with NIST SP800-18 for review by the Government 30 days prior to PDR and CDR. The offeror/contractor shall develop a milestone-based management plan to identify all unsatisfied Cybersecurity requirements, known threats and vulnerabilities. The plan shall be submitted for approval. (DI-MGMT-81453A) Manufacturing Management Program (MMP) The offeror/contractor shall develop and implement a MMP that meets the requirements of SAE AS6500. The offeror/contractor shall document this program as part of their Manufacturing Plan (MP). The offeror/contractor shall include its plan for Production Readiness Reviews (PRR) and Manufacturing Readiness Assessments (MRAs) as annexes to the MP. The offeror/contractor shall furnish C-HOBS and associated accessories and cable kits in accordance with the IMS to be used as test assets for Product Development.. To the extent practical, these systems shall be manufactured using the same approaches, methods, equipment and facilities as proposed to be used for the production quantities. Changes to the proposed approach shall be reviewed and approved by the Government. FAAT systems will be manufactured using the actual production/test processes, methods, equipment and facilities that will be used for production. The C-HOBS shall be capable of being produced at rate production satisfying the contract’s production ceiling and accepted in accordance with MIL-STD-1916. Product design analysis and supply chain analysis should give consideration to the ability to surge to 50% of the yearly maximum quantity. The Government reserves the right to conduct onsite surveys to assess the offeror’s/contractor’s manufacturing management system. (DI-MGMT-81889, DI-MGMT-81861A/T) Manufacturing Readiness Levels and Assessments (MRLs & MRAs) The offeror/contractor shall conduct assessments of manufacturing readiness to determine MRLs throughout the life of the contract using the Manufacturing Readiness Level Deskbook as a guide. The offeror/contractor shall use the process explained in Sections 4.0 and 5.0 of that document as a filter for identifying high manufacturing risk technologies or components and present appropriate risk analysis and associated maturation plans within the IMS.
The offeror/contractor shall specify in a SOW appendix the locations and frequencies of any assessments of manufacturing readiness, along with all the resources to perform or support these assessments. The offeror/contractor shall identify its approach for flowing down these requirements as a function of risk. The offeror/contractor shall address how assessments of manufacturing readiness will be executed and monitored to ensure achieving the required level in accordance with their Manufacturing Maturity Plans.
The offeror/contractor shall assume that the Government will lead the assessment of manufacturing readiness at the prime contractor and the prime contractor will lead the assessments at the suppliers with Government participation unless clearly specified differently in the proposal. The contractor shall address how MRLs will be monitored to ensure achieving the required level in accordance with their Manufacturing Maturity Plans. (DI-ADMN-81249B/T, DI-ADMN-81250B, DI-MGMT-81861A/T) Diminishing Manufacturing Source and Material Shortage (DMSMS) The contractor shall develop, deliver, and maintain a plan for monitoring and addressing DMSMS issues. The electronic Bill of Materials (BoM) used to support this ongoing analysis shall be provided to the Government. This BoM should include details down to the OEM/piece-part level. (DI-MGMT-81949, DI-PSSS-81656B) Counterfeit Prevention Plan (CPP) The offeror/contractor shall develop and implement a CPP in compliance with SAE AS5553 to prevent the inclusion of counterfeit parts or parts imbedded with malicious logic into products intended for sale to the Government. These requirements shall be flowed to the appropriate level of the contractors supply chain to ensure requirements are met. As part of CPP, the contractor shall provide Certificates of Conformance (CoC) as well as traceability for Original Component Manufacturers (OCMs) and franchised and distributors in the supply chain. (DI-MGMT-81453A) Quality Management System (QMS) The offeror/contractor’s QMS shall meet the requirements of AS9100.
Quality Assurance Program Plan (QAPP) The offeror/contractor shall provide a QAPP which meets the requirements of AS9100. The QAPP shall include a corrective action and disposition system for nonconforming material. The offeror/contractor QA requirements shall flow down to all tiers of subcontracts and assure subcontractor/vendor supplies conform to the requirements of this contract. The offeror/contractor’s quality program shall focus on the prevention and detection of discrepancies to assure delivered products satisfy the life cycle and performance requirements. This deliverable will be a living document and therefore revisions may be periodically required and resubmitted for approval. Upon request, the offeror/contractor shall supply Quality Manuals, Operating Procedures, or Work Instructions as referenced in the QAPP or as referenced in the contractor's AS9100 QMS. (DI-QCIC-81794) Quality Assessment Report (QAR) The offeror/contractor shall submit monthly quality metrics via the QAR, that report the contractor’s performance and progress. Metrics shall be presented at design, technical and program management reviews. (DI-QCIC-81187) Production Readiness Review (PRR) The offeror/contractor shall perform PRRs in support of the production decision. PRRs may be performed as a series of incremental reviews leading up to the full-up system PRR review if needed, and approved by the Government. These requirements shall be flowed to the appropriate level of the contractor’s supply chain to ensure requirements are met. Entrance and exit criteria, established by the offeror/contractor and approved by the Government, must be met. MRLs will be used as inputs to the PRR during the planning process. (DI-ADMN-81249B/T, DI-ADMN-81250B) Integrated Logistic Support Develop logistic support concept making maximum use of existing AF/Navy inventory items and minimum use of unique tools. Create procedural source data that specifies tasks/procedures for munitions handling/inspection/storage/buildup, aircraft loading, aircrew weapon delivery and explosive ordnance disposal in accordance with TMCR 86-01, and disposal/demilitarization of unused test assets and residual sensors, if applicable. Design concept shall consider packaging, handling, storage and transportation requirements, and provisions for safety. Sensor shall be designed for ease of demilitarization. Provide ammunition data cards in accordance with MIL-STD 1168. (DI-MGMT-81453A, DI-SAFT-80931B, DI-MISC-80043B/T, DI-SAFT-81640, TM-86-01N/T, DI-SAFT-81299C)
Production Transition Plan (PTP) The contractor shall develop, deliver and maintain a plan for transitioning from development to a Production Environment. This plan may be incorporated with the MPP. The plan shall address all aspects of transition, including, but not limited to: facilities, security, manpower and staffing, tooling, manufacturing support, manufacturing documentation, production control, configuration management, quality assurance support, information technology support and procurement. The PTP shall emphasize the reduction of risk in all areas, including, but not limited to: process validation, staffing, data management, technical and manufacturing risk in accordance with DOD-4245.7. The plan shall include detailed manufacturing schedules with material, suppliers and lead times identified. The plan shall address how the contractor will use production representative processes, procedures and tooling to produce FAAT and inspection items. (DI-MGMT-80790) Technical Support Services The offeror/contractor shall be responsible for providing all labor, materials, travel, and other direct costs necessary to provide Technical and Non-Warranty Support. The contractor shall provide technically proficient resources to address identified tasks.
When a requirement for Technical support is identified, the PCO will submit a request for proposal to the Contractor which provides a description of the work effort. The Contractor will respond with a proposal and period of performance for each work effort. The Contractor's response will identify labor categories to perform effort, estimated hours per category, and DCMA approved labor rates. Other direct costs necessary to complete the task should also be included in the cost proposal.

| 3.1 | Objective |
The objective of the production phase is to qualify the production facility; manufacture and deliver the C-HOBS, accessories, ancillary equipment, trainers, dummies, cutaways, and spares, and to provide associated documentation and support.
3.2 Previous Applicable Sections
The following objectives specified in this SOO for development are also applicable for production: 2.2, 2.3, 2.4, 2.6, 2.7, 2.8, 2.9, 2.10, 2.11 (and sub paras).
3.3 Life Cycle Surveillance Test Set (LCSTS)
The offeror/contractor shall build and test an LCSTS for the C-HOBS for future transition to the Air Logistics Center (ALC) as well as issuing a TDP (drawings) for the LCSTS. The LCSTS shall be capable of providing testing of the vital programmable functions and sensor functionality to verify operability of the C-HOBS. 3.4 Acceptance Tests
The offeror/contractor shall submit products that meets all contract and specification requirements. The offeror/contractor shall develop plans for FAAT and LAT that ensure Government confidence in the offeror/contractor's ability to produce and deliver C-HOBSs meeting the requirements of the SPS. All acceptance tests shall be performed in accordance with Government-approved test plans and procedures.
The Government will conduct required flight tests. Unless otherwise specified in the contract or purchase order, the offeror/contractor shall be responsible for performing the remaining tests and inspections. The offeror/contractor may use their facilities or any commercial laboratory acceptable to the Government. The offeror/contractor shall support all tests with planning, pre-test and post-test analysis. Inspection records and test results shall be kept complete and available to the Government. The Government reserves the right to perform any of the tests or inspections to assure supplies and services conform to prescribed requirements. (DI-MGMT-81453A, DI-NDTI-80566A/T, DI-NDTI-80809B/T)
3.5 First Article Acceptance Test (FAAT)
FAAT is required for any production facility that has not previously qualified to manufacture the sensor system major components or a previously qualified production facility that has had a break in production of 180 days or more, or process changes have been made, or the quality of the product has become questionable. Unless otherwise directed by the contracting activity, the Government does not authorize regular production until the first article sample has been tested and the results accepted as satisfactory. 70 C-HOBS are required to conduct the initial FAAT. This includes 70 Life Cycle Environments and Operability tests. Flight tests would be required for subsequent FAATs. The Government retains the right to waive the requirements for all or portions of FAAT where beneficial to the Government. The sampled sensors should be fully processed. The sampled sensor systems shall be manufactured in the same manner using the same materials, equipment, processes and procedures as will be used in regular production. All parts and materials, including packaging and packing, shall be the same as will be used in regular production and shall be obtained from the same source of supply whenever possible.
FAAT operability tests shall be conducted following exposure to the life cycle environments. The specific test parameters will be defined in the Government approved test plan during development. Operability tests shall be conducted with the test item stabilized at the to-be-specified test temperature. The criteria for passing the FAAT life cycle environments require the C-HOBS to be safe for use, operable, and not exceed the to-be-specified leak rate. (DI-NDTI-80566A/T, DI-NDTI-80809B/T)
3.6 Lot Acceptance Test (LAT)
The production lot acceptance test plans at system/subsystem levels shall balance acceptance test costs with risk to buyer of accepting defective systems or rejecting acceptable systems. Lot Acceptance shall be in accordance with MIL-STD-1916. For the sensor, the offeror/contractor shall assume that lot sizes will be limited in quantity to the smaller of one month of production, and utilize an attribute sampling plan with Verification Level I (VL I). The sampled sensors should be fully processed. (DI-NDTI-80566A/T, DI-NDTI-80809B/T)
3.7 Operational Test and Evaluation (OT&E)
OT&E shall be conducted using production representative hardware against Government prescribed targets and test parameters. The offeror/contractor shall build 30 C-HOBS in support of OT&E which are in addition to the quantities required for production. OT&E tests are anticipated to be live weapon tests that will not require offeror/contractor support other than failure analyses (if required).
3.9 Acceptance Inspection Equipment (AIE)
AIE is defined as all test and measurement equipment needed and used in testing and inspecting the parameters required by this contract. AIE designs include test and measurement equipment and gage drawings, operating procedures, calibration procedures, maintenance procedures, computer program listings and flow diagrams, and commercial equipment designs, manuals, test requirements and specification sheets (should be provided in the TDP).
All AIE requires Government approval prior to use. The offeror/contractor shall submit special inspection equipment descriptive documentation as tailored. Equipment descriptive (ED) documentation shall be prepared to provide the information whereby personnel not having detailed knowledge of the SIE may set up, program, operate, calibrate and maintain a specific item of SIE without the assistance of a design offeror/contractor's facilities or highly trained personnel.
Offeror/contractor shall calibrate all inspection and test equipment. NCSL Z540.1 may be used when calibrating.
Offeror/contractor shall submit to the Government calibration procedures (CP) as tailored. CP shall describe the procedures and requirements for calibrating an item of Special Inspection Equipment (SIE) used in the testing and inspection of hardware. The CP shall specify each SIE characteristic to be calibrated; the calibration equipment to be used; the measurement standards to be used; and the applicable parameters, ranges, and accuracies of the measurement standards. CP shall be prepared to describe the procedures and requirements for calibrating an item, a system, or a group of SIE used in the testing and inspection of hardware. 3.10 Rework and Repair of Nonconforming Material
Rework and Repair are defined as follows:
(1) Rework - The reprocessing of nonconforming material to make it conform completely to the drawings, specifications or contract requirements.
(2) Repair - The reprocessing of nonconforming material in accordance with approved written procedures and operations to reduce, but not completely eliminate, the nonconformance. The purpose of repair is to bring nonconforming material into a usable condition. Repair is distinguished from rework in that the item after repair still does not completely conform to all of the applicable drawings, specifications or contract requirements.
(b) Rework procedures along with the associated inspection procedures shall be documented by the offeror/contractor and submitted to the Government Quality Assurance (QA) representative for review prior to implementation. Rework procedures are subject to the QA representative's disapproval.
(c) Repair procedures shall be documented by the offeror/contractor and submitted on a RFV, DD Form 1694, to the Contracting Officer (CO) for review and written approval prior to implementation.
(d) Whenever the offeror/contractor submits a repair or rework procedure for Government review, the submission shall also include a description of the cause for the non-conformances and a description of the action taken or to be taken to prevent recurrence.
(e) Rework and repair is a supply chain flow-down requirement that applies to offeror/contractors and their suppliers, vendors or subcontractors.
3.11 Small Business participation
The Government has set a minimum overall small business subcontracting goal (first tier) of the total subcontracted amount that the contractor agrees to put forth as a good faith effort to achieve. Subcontracting goals for Small Business Program are as follows:

4.0 Travel
All travel shall be IAW FAR 31.205-46 and the Joint Travel Regulation. The Offeror/contractor shall be responsible for making all necessary travel, car rental, lodging arrangements, and subsistence required. Travel is restricted to round trip coach airfare tickets, economy class car rental, and per diem rates not to exceed Federal Travel Regulation (FTR) rates for the TDY location. All travel shall be performed on a reimbursable basis. Following, travel, the Offeror/contractor shall provide applicable expenditures documentation, IAW FAR 31.205-46, as attachments to their Wide Area Work Flow (WAWF) request for payment.
