Section J, COCKPIT SELECTABLE HEIGHT OF BURST SENSOR (C-HOBS) PROGRAM
DIGITAL DATA REQUIREMENTS
CDRL SUPPLEMENTAL INSTRUCTIONS
24 MAY 2017
1.0 INTRODUCTION
The Cockpit Selectable Height of Burst Sensor (C-HOBS) program intends to take maximum advantage of electronically developed data throughout the life of the program. The goal is to reduce handling cost related to data and improve productivity throughout the C-HOBS program by promoting on-line access of data. The C-HOBS program uses an electronic information distribution system entitled Automated Technology Information Management System (ATIMS). ATIMS is a secure web-based application that establishes computing environment allowing people to work together in a platform independent environment. ATIMS provides accessibility to data whether contractor or government generated.
ATIMS is a file-sharing format using an open database environment. The data is stored within the ATIMS infrastructure with accessibility to all registered team members through established roles and groups. Controls placed on the ATIMS infrastructure include version and multi-level access controls.
The C-HOBS program will rely on ATIMS for document delivery.
2.0 DATA DELIVERY/ACCESS MEDIA AND FORMATS
Data will be delivered using Mutually Agreed Commercial Software (MACS) formats. C-HOBS program utilizes the Microsoft Office Suite 2000 or higher for its common business software. C-HOBS programs data will be electronically posted using the ATIMS system. The contractor shall post program data to the ATIMS system at https://www.my.af.mil . CDRL submittals and letters of transmittal shall be placed under the C-HOBS Program CDRL database and contracting letters shall be placed under the C-HOBS Program contracting information database. Any other data not pertaining to the CDRL or contracting information database shall be placed under the C-HOBS Government/Contractor Documentation Database. The contractor shall notify the Government Data Manager when program data has been posted to ATIMS via email.
3.0 MECHANICS OF INTERCHANGE
Access to ATIMS requires use of an Internet browser; e.g. Netscape Navigator or Microsoft Explorer Version 6.0 or higher with 128-bit encryption, with the exception of Netscape Version 9.0.06. . Users of the system will register via https://www.my.af.mil ; submitting such registration to the Government Program Office for verification and granting of secure access privileges. The pages and technology contained within ATIMS counts on inherent features available in Microsoft Internet Explorer. We apologize for any inconveniences this may cause.

4.0 CLASSIFIED AND PROPRIETARY INFORMATION
No classified data will reside within the ATIMS infrastructure. Classified data will be maintained on disk, tape, or removable hard drive. Access to this data will be through the use of hard copy or secure computer digital copies on disk will be provided to users who have access to secure computers at their location. The ATIMS infrastructure is suitable for proprietary information.
5.0 CONTRACT DATA REQUIREMENTS LIST SUPPLEMENTAL SECTION
The following supplemental section is provided to assist the contractor in complying with the requirements of the CDRL:
BLOCK A - Contains the contract line item number (CLIN).
BLOCK B - Contains the exhibit identifier.
BLOCK C - An “X” indicates the appropriate category: TDP - Technical Data Package; TM - Technical Manual; Other - other category of data, such as Provisioning, Configuration Management, Miscellaneous, etc., as defined in DOD 5010.12-L, Acquisition Management System and Data Requirements Control List (AMSDL).
BLOCK D - Identifies the system or item being acquired that data will support.
BLOCK E - Contains the contract/modification number.
BLOCK F - Contains the name or acronym of the contractor.
BLOCK G - Signature of preparer. (This block will normally be signed only on the first page of each exhibit. Other pages of the exhibit may be initialed or left blank.)
BLOCK H - Data CDRL was prepared.
BLOCK I - Signature of CDRL approval authority. (This block will normally be signed only on the first page of each exhibit. Other pages of the exhibit may be initialed or left blank.)
BLOCK J - Date CDRL was approved.
BLOCK 1 - Contains the exhibit line item number (IAW DOD FAR Supplement Subpart 4.71).
BLOCK 2 - Contains the exact title of the required data as it appears on the Data Item Description (DID, DD Form 1664) or acquisition document cited in Block 4.
BLOCK 3 - Contains the subtitle of the data for further definition/identification of data item.
BLOCK 4 - Contains the authority for the data requirement (DID number or military standard listed in DoD 5010.12-L (AMSDL), or one-time DID that defines data content and format requirements). If a DID has been tailored, the DID number will be followed by a “T.” The tailoring will be explained in Block 16.
BLOCK 5 - Contains the paragraph reference to the task in the contract that generates the requirement for the data (e.g., Statement of Work paragraph number).
BLOCK 6 - Contains the office symbol of the technical office responsible for ensuring adequacy of the data.
BLOCK 7 - Contains the requirements for inspection/acceptance (DD Form 250) of the data item by the Government:

“For acceptance of data submitted by letter of transmittal (LT), the contractor shall prepare and submit a final DD Form 250 on a one-time basis collectively accounting for all completed Exhibit Line Items which called for submission of the data by letter of transmittal. The DD Form 250 shall include a list and an account of all data submitted by letter of transmittal and approved by the Government during the reporting period.”
BLOCK 8 - Contains an “A” if government approval is required. Used when data are critical (such as specifications) or the contractor requires concurrence on the document in order to proceed to the next event (such as test plans and procedures). Used when a preliminary or draft is required prior to release of the final document. Block 16 should show length of time allowed for government approval or disapproval and subsequent turn-around time for the contractor to resubmit the data after government approval or disapproval has been issued. Block 16 should also indicate extent of the approval requirements; e.g., approval of technical content and/or format, initial submittal only, etc.
BLOCK 9 - Contains the letter of the distribution statement to be affixed to all technical data on all data delivered in accordance with the Contract Data Requirements List item that0.+* contains a code in this block:

BLOCK 11 - Contains the as-of-date (the cut-off date) as follows: year/month/day or the number of days between the cut-off date and the end of the input period. For instance, if the data is to be as of the 15th of the month, the block will contain a “15.” If the data is to be as of the end of the month, the block will contain a “0.”
BLOCK 12 - Contains the date of the first submission as follows: year/month/day, the event or milestone when the data is to be delivered, or the number of days prior to or after an event (e.g., 30 days prior to PCA). If the data is subject to deferred delivery, the block will contain “DFDEL.” The following abbreviations are frequently used:

BLOCK 15 - Contains the total number of copies (draft, regular, reproducible) for each submittal. This should be the sum of Block 14. If the distribution fluctuates, a not-to-exceed number will be used.
BLOCK 16 - Contains additional/clarifying information for Blocks 1 through 15 and any special requirements (e.g., tailoring features of the DID, submittal schedules, explanation of any abbreviations used, explanation of reproducible copies, or special conditions involved in updating data submitted for government approval).
BLOCK 17 – Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.
a. Group I Definition – Data which is not otherwise essential to the contractor’s performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.
b. Group II Definition – Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements mailto:johnny.tubbs@eglin.af.mil with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.
Estimated Price – Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.
c. Group III Definition – Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.
Estimated Price – Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data to the Government is minimal.
d. Group IV Definition – Data that is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.
Estimated Price – Group IV items should normally be shown on the DD Form 1423 at no cost.
BLOCK 18 – For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.
These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government’s right to use the data shall be governed by the pertinent provisions of the contract.
