About this file
This document is the Evaluation Criteria Section (Section M) for a Multiple Award Construction Contract (MACC) Request for Proposal FA8137-26-R-0040 issued by the Air Force Sustainment Center, dated July 29, 2026.
The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) award with a $950 million ceiling across a base 5-year ordering period plus one optional 5-year period. The Government will make awards to multiple contractors using a Highest Technically Rated Offeror (HTRO) Minimum Technical Threshold Rating (MTTR) methodology with no cost/price evaluation at the IDIQ level. Two separate contractor pools are established: a Small Business Pool and a Full and Open Pool. Contractors meeting or exceeding the MTTR of 8,190 points (Appendix C) or 7,140 points (Appendix D), whose proposals conform to solicitation requirements and meet responsibility standards, will be awarded. The minimum guaranteed task order is $500.00 for a post-award conference; no additional task orders are guaranteed.
The evaluation focuses exclusively on Technical Experience across seven categories: Relevant Construction Experience (Categories 1-4 covering commercial/industrial/residential buildings, Department of War projects, multiple parallel multi-trade projects, and specialized construction); Design Experience (Category 5); Certifications/Licenses (Category 6 covering Project Management Professional, LEED, Safety, and Quality certifications); and Staffing (Category 7 covering laborers, architects/engineers, program managers, quality control managers, site safety and health officers, and design program managers). Evaluation thresholds differ between pools, with the Small Business Pool evaluating projects at $1-10 million and the Full and Open Pool at over $10 million. The Government intends to evaluate and award without negotiations but reserves the right to conduct clarifications and negotiations if necessary. Offerors bear the burden of proof for substantiating claimed points with sufficient documentation in their proposals.

Section M Evaluation Criteria
SECTION M
EVALUATION CRITERIA
FOR
MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)
REQUEST FOR PROPOSAL FA8137-26-R-0040
Air Force Sustainment Center
29 July 2026
1.0 GENERAL INFORMATION
1.1 Basis of Contract Award. This is a Highest Technically Rated Offeror (HTRO) source selection conducted in accordance with the DoD Source Selection Procedures and the Revolutionary FAR Overhaul (RFO) 15.2 as supplemented. The best value basis for award will be determined by utilizing the Highest Technically Rated Offerors (HTRO) Minimum Technical Threshold Rating (MTTR) approach. Award will be made to those Offerors whose proposals demonstrate Technical Experience within the Government-validated Minimum Technical Threshold Rating (MTTR), whose proposals conform to the solicitation’s requirements, and who have been determined to be responsible in accordance with RFO Part 9.
The Source Selection Authority (SSA) will base the source selection decision on the evaluation criteria as described later in this section. While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective; therefore, professional judgement is implicit throughout the entire process.
1.2 Number of Contracts to be Awarded. Contracts for the Small Business Pool will be awarded to small businesses that meet or exceed the HTRO MTTR, whose proposals conform to the solicitation’s requirements and who have been determined to be responsible in accordance with RFO Part 9. Contracts for the Full and Open Pool will be awarded to all offerors, whether large or small business, who submitted a proposal for the Full and Open Pool and meet or exceed the HTRO MTTR and whose proposal conforms to the solicitation’s requirements and who have been determined to be responsible in accordance with RFO Part 9.
1.3 Period of Performance. The contracts will consist of a base 5-year ordering period and one 5-year optional ordering period.
1.4 Indefinite Delivery Indefinite Quantity (IDIQ) Ceiling. The ceiling of the IDIQ is $950M. The total value of all task orders (TOs) awarded under the IDIQ will not exceed this amount.
1.5 Minimum Guaranteed Task Order. The minimum guaranteed order is $500.00. This amount represents the effort involved with an in-person post award conference. This is not a requirements contract and any Contractor that is awarded a MACC IDIQ contract is not guaranteed any task order beyond that for the post-award conference.
1.6 Proposal Substantiation. An Offeror’s submittal of unsubstantiated and/or misleading claims, for even a single Technical Experience evaluation criterion, could result in the Government determining that the Offeror’s proposed self-rated score is disingenuous and/or artificially inflated. If this were to occur, the Government would unilaterally downward adjust the Offeror’s score, potentially down to zero (0) points.
1.7 Negotiations. The Government intends to evaluate proposals and award without negotiations but reserves the right to conduct negotiations if the Government determines discussions to be necessary. Negotiations will be conducted IAW RFO 15.204-2.
1.7.1 Competitive Range Determination. If negotiations are conducted, the Government must establish a competitive range comprised of the best suited proposals for further negotiations, IAW RFO 15.204-1(a).
1.7.2. Clarifications. The Government reserves the right to conduct clarifications IAW RFO 15.202(a)(2)(i-iv).
1.7.3. Negotiations. IAW RFO 15.203, the Government intends to evaluate proposals and make award without negotiations. Therefore, it is imperative that Offerors submit their best terms initially. However, if during the evaluation period it is determined to be in the best interest of the Government to hold negotiations, the Government will do so via Evaluation Notices (ENs). Additionally, the Government will determine if responses to ENs received during negotiations will be considered formal proposal revisions, or if offerors will be required to include EN responses in the Final Proposal Revision (FPR). The Request for FPR letter will include specific instructions on how offerors will submit FPRs.
2.0. PROPOSAL COMPLIANCE AND RESPONSIBILITY
2.1 Proposal Compliance. Offerors shall meet all solicitation requirements, such as terms and conditions, technical requirements, representations and certifications, and other instructions identified within the solicitation. Offerors shall comply with content required within each of the proposal volumes and sections. If a proposal fails to conform to any requirements of the solicitation the Offeror may be deemed ineligible for award. Offerors are NOT permitted to take exception to any terms and conditions within the solicitation.
The Government will review each Offeror’s proposal documentation to ensure all required documentation was provided in response to the solicitation. The Government will rely on the documentation provided by the Offeror to facilitate the Contracting Officer’s determination of proposal compliance.
2.2 Responsibility. No award shall be made to an Offeror unless the Contracting Officer determines it to be responsible. To be determined responsible, an Offeror shall meet the general standards described in RFO 9.104-1. The Contracting Officer may consider information provided within any volume of the proposal, and other information, not limited to proposal information, when making the determination of responsibility.
2.3 Organizational Conflict of Interest (OCI). Conflict of Interest issues are treated in a manner similar to responsibility determinations. An Offeror’s actual or potential OCI concerns must be avoided, mitigates, or neutralized before that Offeror may receive an award of this contract. Please see Section L, Para 3.6 for additional information and submission requirements for actual and/or perceived OCIs.
3.0 EVALUATION METHODOLOGY AND FACTORS
3.1 Evaluation Methodology. The Government will utilize the HTRO MTTR methodology. This method requires the Offeror to score itself on Volume II: Technical Experience, based on the criteria described in Section L Instruction to Offerors. The Government will validate scores and evaluate all the requirements mentioned in Section L, including Appendix C and D to Section L, Self- Scoring Matrix, even if not reiterated in this document, Section M, Evaluation Criteria.
The evaluation uses Technical Experience as the evaluation factor. There is no cost/price evaluation for this acquisition at the IDIQ level, and therefore there will be no trade-offs between cost/price and technical. The Government intends to conduct the technical evaluation using a HTRO Self-Rated Scoring Validation methodology where the Offeror’s Government-validated rating must meet or exceed the MTTR to be deemed an acceptable Offer.
3.2 Minimum Technical Threshold Rating. The Government has established an MTTR that an Offeror must meet or exceed in order to be considered acceptable for award. The Government has determined that an Offeror’s Government-validated rating represents its level of demonstrated capability to perform similar work, and those with a high level of demonstrated capability of the categories contained in the Scoring Matrix (Appendix C and D to Section L) present a lower risk of unsuccessful performance to the Government. The Government has set the MTTR at 8,190 points for Appendix C and 7,140 points for Appendix D.
The Government will only validate self-scored matrices at or above the MTTR. The Offeror’s Self-Score is the total of all points claimed for each category. The Government-validated rating is the total of all points that the Government evaluation team validates during their assessment. The Government will validate based on documents contained in the submitted work samples identified within the Cross Reference Matrix (Appendix E and F to Section L). The Government-validated rating may be lower than the Offeror’s Self-Score if the Government evaluation team is unable to find evidence for the claimed points within the Offeror’s proposal as cited in Appendix E or F.
The Burden of Proof for substantiating points in the HTRO MTTR Self-Rated Scoring Matrix rests with the Offeror. As stated in Section 1.6, the substantiating documentation shall contain sufficient data to validate points claimed in the Offeror’s proposal.
3.3 Evaluation Factor. Award will be made to the Offerors proposing the combination of factors deemed most advantageous to the Government based upon an integration assessment of the evaluation factors described below:
1) Factor: Technical Experience – Small Business Pool Section 1: Relevant Construction Experience (Categories 1-4) Section 2: Design Experience (Category 5) Section 3: Certifications/Licenses (Category 6) Section 4: Staffing (Category 7)
2) Factor: Technical Experience – Full and Open Pool Section 1: Relevant Construction Experience (Categories 1-4) Section 2: Design Experience (Category 5) Section 3: Certifications (Category 6) Section 4: Staffing (Category 7)
