DRAFT RFP FA8124-15-R-0005
Questions #3
1. Regarding subject draft RFP, will the Government consider changing the requirement for the contractor to be an authorized Honeywell Service Center and allow for a contractor with an approved FAA facility, engine test cell, technical data and OEM part support to also submit a bid?
RESPONSE: The Government will not change the strategy for the requirement to be awarded to a non-OEM certified company to bid. T53-L-703 depot-level maintenance is conducted using OEM, Honeywell, commercial manuals and all data rights to those manuals belongs to Honeywell. In order for a company to get data rights use of those manuals, they must be approved as an authorized repair center by Honeywell. Merely having FAA certification does not provide them with the OEM authorization to conduct the repairs IAW the Honeywell manuals.
